Position Description
Serco Inc. is using this posting for the purpose of responding to a proposal. We are seeking qualified candidates in the event of a contract award. This position is not currently funded/active. Should Serco be awarded the contract, and you meet the qualifications of the position, you will be considered in the selection process.
Serco supports the Louisiana Department of Transportation and Development (DOTD) in their initiative to improve the operations of the TMC and improve coordination with partners in responding to incidents on the roads. We achieve this goal with an experienced and highly trained team of TMC Operators.
As part of a team who works closely with DOTD personnel statewide, local law enforcement and other first responders daily, the TMC Senior Operator exceeds the requirements for TMC Operator (as listed below), at a minimum, and demonstrates additional expertise, where Knowledge, Skills, and Abilities (KSA) are required and identified as follows:
Understand traffic management systems for arterial roads, including time-of-day, traffic responsive, and adaptive controls.
Understand hazardous materials incident policies, procedures, and codes.
Recognize minor TMC equipment or software problems and input maintenance ticket.
Understand emergency management and evacuation policies/procedures.
Interpret conflicting or ambiguous data in incident management.
Train/mentor other operators at lower levels (both entry and full performance) and expertise to conduct on-the-job training.
Make decisions and respond efficiently in unprecedented situations (e.g., non-standard messages, plane landing on highway, atypical hazardous material spill).
Develop traffic management plans for special events and/or other areas of potentially chronic congestion.
Independently troubleshoot minor problems with equipment and software.
Resolve issues from the conflicting needs or concerns of traffic management personnel outside of the control room.
Receive only administrative direction and guidance from the Supervisor on overall TMC priorities. He/she operates independently in selected situations requiring special expertise, without requiring supervisory direction.
Determine the methodology to achieve the desired traffic management results and operates independently in day-to-day TMC operations.
Serve as the "senior technical expert" on the operations floor for lower-level Operators.
Qualifications
Operator Requirements
Use ATMS iNet software to control and monitor field devices such as Closed-Circuit Television (CCTV) Cameras, Digital Message Signs (DMS), ramp meters, emergency crossover gates, and any other technology related to devices that may form part of Intelligent Transportation System (ITS).
Monitor video images for the detection and verification of incidents such as debris, abandoned or disabled vehicles, and hazardous or non-hazardous spills.
Use ATMS iNet software to log confirmed incidents, and construction and maintenance lane closures.
Use Global Positioning System (GPS)-enabled software to monitor the location of MAP vehicles, directing resources to where they are needed.
Communicate and dispatch Motorist Assistance Patrol (MAP)units via radio, landline, or phone using standard protocol to the locations of road hazards and incidents, providing clear, accurate directions to the location and an accurate description of an incident as advised by public safety entities or department personnel.
Communicate via radio, landline or phone with law enforcement, EMS, fire department, or towing services; provide clear, accurate information regarding incidents and the response required.
Communicate via radio, landline, or phone, with Department personnel statewide to include, Maintenance and Construction personnel, ITS, Traffic Operations Department management and Federal Highway Administration as appropriate to provide clear accurate information regarding incidents, traffic, road maintenance, construction activity and related weather conditions.
Input repair tickets for malfunctioning ITS equipment.
Ensure all radio communications comply with Department and Federal Communications Commission (FCC)rules and regulations adhering to radio protocol and the use of proper 10-codes. Inappropriate communications must be reported to supervisory personnel.
Receive information from law enforcement and other agencies reporting damage to the transportation system and communicate damage information to the appropriate contact.
Receive communication from DOTD/LSP/State Radio authorizing Amber Alerts and activate Amber Alert messages for DMS or specified region as determined by Louisiana State Police (LSP) and confirm activation to DOTD and LSP.
Receive information (phone call) from Zetron indicating high-water level and communicate to appropriate DOTD District Staff.
When alerts are canceled, clear messages from all activated DMS and email reports to the Special Alert Group.
Coordinate and collaborate with ITS personnel, District Traffic Operations Engineers/Department Operations staff, with appropriate local agencies, other authorities and towing and wrecker companies to manage and clear traffic incidents.
Support all emergency/special events operations, such as severe weather events, special events that generate high traffic volume such as mobile operations and political rallies.
Log potential and confirmed incidents, construction, and maintenance closures using ITS software. Monitor weather conditions for potential problems affecting traffic and make the necessary communications and take appropriate actions. Update entries/information on the 511la.org website.
Complete annual one-day ride-along with MAP units.
Answer phones to provide information or assistance to motorists, DOTD personnel, or other agencies on traffic and road conditions, direct calls to appropriate personnel in traffic operations, ITS Section, or take appropriate action.
Perform clear and concise recordkeeping, logging of required information, equipment checks, data gathering, and updating of manuals and contact lists that include all pertinent information.
Complete initial and periodic re-training and performance evaluation testing programs developed by the TIM & Training Coordinator.
Perform TM operations, incident management, travel information dissemination, and customer service tasks not explicitly identified that fall within the scope of the project.
To be successful in this role, a TMC Senior Operator will have:
High School diploma.
1 year experience as a TMC Operator, minimum.
1-2 years of customer support or equivalent experience within the last three years.
Availability to work various shifts, weekends, and holidays.
English language speaking and writing skills to compose clear and concise sentences without spelling or grammatical errors.
Ability to complete required training.
This position is contingent upon your ability to pass a preemployment criminal history check and drug screen

TMC Operations Area Supervisors are mission-critical and provide support and backup to TMC Operators to supplement necessary functions, to address short-term needs, and to achieve optimal performance. TMC Operations Area Supervisors are responsible for ensuring business functions are met; ensuring appropriate staffing levels are being met for each shift; coaching and mentoring individual staff; conducting staff performance reviews; and communicating, coordinating, and collaborating with other TMC staff, Intelligent Transportation System (ITS) personnel, Department personnel, Motorist Assistance Patrol (MAP), and partner agencies.
Leaders of teams who work closely with DOT personnel statewide, local law enforcement, and other first responders daily, the Area Supervisor positions are the highest-profile positions in the TMC. They are the eyes and ears of detection and management of all activities being handled by the center.
TMC Supervisors must, at a minimum, be trained and have experience in TMC Operations and be experienced in managing TMC Operations staff.
In this role, TMC Supervisors perform the following duties at a minimum:
Be capable of performing all TMC Operator duties.
Possess a working knowledge of the iNet Software, use of Windows-based applications, related systems, and use of ITS software to control and monitor field devices such as CCTV cameras, Digital Message Signs (DMSs), traffic detectors, and any other technology related to devices that may be implemented as part of the ITS infrastructure.
Directly oversee the operations of the TMC to ensure staffing levels are appropriate for their shifts to handle the traffic conditions, performance is optimal, and quality is assured.
Perform weekly/monthly audits on operator incidents.
Perform quarterly staff performance reviews.

Ensure that Incident Management, dissemination of real-time traffic information, and customer service functions are met.
Be responsible for the efficient operation of the control room, including serving as a TMC Operator when needed.
Manage multiple control room activities such as coordination with first responders, DOTD, MAP patrols, and other agencies.
Participate in Regional Traffic Incident Management (TIM) efforts.
Collaborate with Emergency Operations Center (EOC) personnel, when the EOC is active, to ensure transportation management operations personnel are meeting the needs and requirements of the emergency.
Ensure that safety standards and quality assurance processes are followed.
Be prepared to work additional hours or shifts in support of special events such as, but not limited to, Presidential visits, political rallies, parades, sporting events, festivals, and religious gatherings.
Provide for adjusted hours for Contractor staff during events such as severe weather events, major traffic incidents, or other events causing additional workload.
Support emergency operations such as severe weather events.
Be responsible for the transfer/transition of personnel between shifts.
Ensure that all Operators participate in a formal -shift change- briefing to exchange current incident status, notification status, and other system information prior to the previous shift leaving the TMC.
Oversee the TMC Construction Closure list, ensuring the accuracy of the information provided to the Media Liaison.
Ensure all construction events contain accurate information and are entered, monitored, and closed in a timely manner.
Make decisions and delegate tasks in the TMC focusing on quick clearance of incidents and good data reporting.
Participate in training exercises, help generate reports and documentation, and maintain quality data.
Ensure high-quality customer service in the TMC.
Monitor the DOTD transportation system for all incidents or occurrences that affect traffic flow and/or present a life safety issue.
Maintain accurate records, logs, and data.

Qualifications

Communicate via radio, landline, or phone with law enforcement, EMS, fire department, or towing services; provide clear, accurate information regarding incidents and the response required.
Communicate via radio, landline, or phone, with Department personnel statewide to include Maintenance and Construction personnel, ITS, Traffic Operations Department management, and Federal Highway Administration as appropriate to provide clear, accurate information regarding incidents, traffic, road maintenance, construction activity, and related weather conditions.
Input repair tickets for malfunctioning ITS equipment.
Ensure all radio communications comply with Department and Federal Communications Commission (FCC) rules and regulations adhering to radio protocol and the use of proper 10-codes.
Receive information from law enforcement and other agencies reporting damage to the transportation system and communicate damage information to the appropriate contact.
Receive communication from DOTD/Louisiana State Police (LSP)/State Radio authorizing Amber Alerts and activate Amber Alert messages for DMS or specified region as determined by LSP and confirm activation to DOTD and LSP.
Receive information (phone call) from Zetron indicating high-water level and communicate to appropriate DOTD District staff.
When alerts are canceled, clear messages from all activated DMS and email reports to the Special Alert Group.
Coordinate and collaborate with ITS personnel, District Traffic Operations Engineers/Department Operations staff, with appropriate local agencies, other authorities and towing and wrecker companies to manage and clear traffic incidents.
Support all emergency/special events operations, such as severe weather events, special events that generate high traffic volume such as mobile operations and political rallies.
Log potential and confirmed incidents, construction, and maintenance closures using ITS software.
Monitor weather conditions for potential problems affecting traffic, make the necessary communications, and take appropriate actions. Update entries/information on the511la.org website.
Complete annual one-day ride-along with MAP units.
Answer phones to provide information or assistance to motorists, DOTD personnel, or other agencies on traffic and road conditions; direct calls to appropriate personnel in traffic operations, ITS Section or take appropriate action.

This cleared AV Systems Design Engineer position will support the buildup and modernization of facilities across Colorado Springs by integrating Audio Visual systems in secure DoD environments.
The AV System Design Engineer evaluates, designs, documents, installs, implements, tests, performs problem isolation and resolution, monitors, tunes, sets standards and maintains a range of Audio/Video and Video Teleconferencing (VTC) components and systems.
In this role, you will:
Performs these functions per project requirements and equipment including: audio and video switchers, video display devices (projectors, TV Monitors, Plasma Monitors, Video Wall), H.320 multi-point control units, bridges, H.323 gateways, computer display interfaces, and telecommunications transport facilities.
Provide client consulting and training on control, interfaces, and use of the Audio/Video and VTC equipment. Research, evaluate, and recommend new Audio/Video and VTC equipment and technologies.

Serco supports the Louisiana Department of Transportation and Development (DOTD) in their initiative to improve the operations of the TMC and improve coordination with partners in responding to incidents on the roads. We achieve this goal with an experienced and highly trained team of TMC Operators.
As part of a team who works closely with DOTD personnel statewide, local law enforcement and other first responders daily, the TMC Senior Operator exceeds the requirements for TMC Operator (as listed below), at a minimum, and demonstrates additional expertise, where Knowledge, Skills, and Abilities (KSA) are required and identified as follows:
Understand traffic management systems for arterial roads, including time-of-day, traffic responsive, and adaptive controls.
Understand hazardous materials incident policies, procedures, and codes.
Recognize minor TMC equipment or software problems and input maintenance ticket.
Understand emergency management and evacuation policies/procedures.
Interpret conflicting or ambiguous data in incident management.
Train/mentor other operators at lower levels (both entry and full performance) and expertise to conduct on-the-job training.
Make decisions and respond efficiently in unprecedented situations (e.g., non-standard messages, plane landing on highway, atypical hazardous material spill).
Develop traffic management plans for special events and/or other areas of potentially chronic congestion.
Independently troubleshoot minor problems with equipment and software.
Resolve issues from the conflicting needs or concerns of traffic management personnel outside of the control room.
Receive only administrative direction and guidance from the Supervisor on overall TMC priorities. He/she operates independently in selected situations requiring special expertise, without requiring supervisory direction.
Determine the methodology to achieve the desired traffic management results and operates independently in day-to-day TMC operations.
Serve as the "senior technical expert" on the operations floor for lower-level Operators.

Use ATMS iNet software to control and monitor field devices such as Closed-Circuit Television (CCTV) Cameras, Digital Message Signs (DMS), ramp meters, emergency crossover gates, and any other technology related to devices that may form part of Intelligent Transportation System (ITS).
Monitor video images for the detection and verification of incidents such as debris, abandoned or disabled vehicles, and hazardous or non-hazardous spills.
Use ATMS iNet software to log confirmed incidents, and construction and maintenance lane closures.
Use Global Positioning System (GPS)-enabled software to monitor the location of MAP vehicles, directing resources to where they are needed.
Communicate and dispatch Motorist Assistance Patrol (MAP)units via radio, landline, or phone using standard protocol to the locations of road hazards and incidents, providing clear, accurate directions to the location and an accurate description of an incident as advised by public safety entities or department personnel.
Communicate via radio, landline or phone with law enforcement, EMS, fire department, or towing services; provide clear, accurate information regarding incidents and the response required.
Communicate via radio, landline, or phone, with Department personnel statewide to include, Maintenance and Construction personnel, ITS, Traffic Operations Department management and Federal Highway Administration as appropriate to provide clear accurate information regarding incidents, traffic, road maintenance, construction activity and related weather conditions.
Input repair tickets for malfunctioning ITS equipment.
Ensure all radio communications comply with Department and Federal Communications Commission (FCC)rules and regulations adhering to radio protocol and the use of proper 10-codes. Inappropriate communications must be reported to supervisory personnel
Receive information from law enforcement and other agencies reporting damage to the transportation system and communicate damage information to the appropriate contact.

Complete annual one-day ride-along with MAP units.

Serco's TMC Operators monitor video images for the detection and verification of crashes, debris, abandoned or disabled vehicles, and hazardous or non-hazardous spills on roadways and provide that information to DOTD personnel statewide, local law enforcement and other first responders to assist them in safely clearing and reopening.
Serco supports the Louisiana Department of Transportation and Development (DOTD) in their initiative to improve the operations of the TMC and improve coordination with partners in responding to incidents on the roads. We achieve this goal with an experienced and highly trained team of TMC Operators.
As part of a team that works closely with DOTD personnel statewide, local law enforcement and other first responders daily, the TMC Operator will, at a minimum, perform the following:
Use ATMS iNet software to control and monitor field devices such as Closed-Circuit Television (CCTV) cameras, Digital Message Signs (DMSs), ramp meters, emergency crossover gates, and any other technology related to devices that may form part of an Intelligent Transportation System (ITS).
Monitor video images for the detection and verification of incidents such as debris, abandoned or disabled vehicles, and hazardous or non-hazardous spills.
Use ATMS iNet software to log confirmed incidents, and construction and maintenance lane closures.
Use Global Positioning System (GPS)-enabled software to monitor the location of Motorist Assistance Patrol (MAP) vehicles, directing resources to where they are needed.
Communicate and dispatch MAP units via radio, landline, or phone using standard protocol to the locations of road hazards and incidents; provide clear, accurate directions to the location and an accurate description of an incident as advised by public safety entities, or Department personnel.

TMC Supervisors must, at a minimum, be trained and have experience in TMC Operations and be experienced in managing TMC Operations staff.
In this role, TMC Supervisors perform the following duties at a minimum:
Be capable of performing all TMC Operator duties.
Possess a working knowledge of the iNet Software, use of Windows-based applications, related systems, and use of ITS software to control and monitor field devices such as CCTV cameras, Digital Message Signs (DMSs), traffic detectors, and any other technology related to devices that may be implemented as part of the ITS infrastructure.

Join Serco as a Traffic Management Center (TMC) Senior Operator!
Serco Inc. is using this posting for the purpose of responding to a proposal. We are seeking qualified candidates in the event of a contract award. This position is not currently funded/active. Serco supports the Louisiana Department of Transportation and Development (DOTD) in their initiative to improve the operations of the TMC and improve coordination with partners in responding to incidents on the roads. We achieve this goal with an experienced and highly trained team of TMC Operators.
As part of a team who works closely with DOTD personnel statewide, local law enforcement and other first responders daily, the TMC Senior Operator exceeds the requirements for TMC Operator (as listed below), at a minimum, and demonstrates additional expertise, where Knowledge, Skills, and Abilities (KSA) are required and identified as follows:
Understand traffic management systems for arterial roads, including time-of-day, traffic responsive, and adaptive controls.
Understand hazardous materials incident policies, procedures, and codes.
Recognize minor TMC equipment or software problems and input maintenance ticket.
Understand emergency management and evacuation policies/procedures.
Interpret conflicting or ambiguous data in incident management.
Train/mentor other operators at lower levels (both entry and full performance) and expertise to conduct on-the-job training.
Make decisions and respond efficiently in unprecedented situations (e.g., non-standard messages, plane landing on highway, atypical hazardous material spill).
Develop traffic management plans for special events and/or other areas of potentially chronic congestion.
Independently troubleshoot minor problems with equipment and software.
Resolve issues from the conflicting needs or concerns of traffic management personnel outside of the control room.
Receive only administrative direction and guidance from the Supervisor on overall TMC priorities. He/she operates independently in selected situations requiring special expertise, without requiring supervisory direction.
Determine the methodology to achieve the desired traffic management results and operates independently in day-to-day TMC operations.
Serve as the "senior technical expert" on the operations floor for lower-level Operators.
Operator Requirements
Use ATMS iNet software to control and monitor field devices such as Closed-Circuit Television (CCTV) Cameras, Digital Message Signs (DMS), ramp meters, emergency crossover gates, and any other technology related to devices that may form part of Intelligent Transportation System (ITS).
Monitor video images for the detection and verification of incidents such as debris, abandoned or disabled vehicles, and hazardous or non-hazardous spills.
Use ATMS iNet software to log confirmed incidents, and construction and maintenance lane closures.
Use Global Positioning System (GPS)-enabled software to monitor the location of MAP vehicles, directing resources to where they are needed.
Communicate and dispatch Motorist Assistance Patrol (MAP)units via radio, landline, or phone using standard protocol to the locations of road hazards and incidents, providing clear, accurate directions to the location and an accurate description of an incident as advised by public safety entities or department personnel.
Communicate via radio, landline or phone with law enforcement, EMS, fire department, or towing services; provide clear, accurate information regarding incidents and the response required.
Communicate via radio, landline, or phone, with Department personnel statewide to include, Maintenance and Construction personnel, ITS, Traffic Operations Department management and Federal Highway Administration as appropriate to provide clear accurate information regarding incidents, traffic, road maintenance, construction activity and related weather conditions.
Input repair tickets for malfunctioning ITS equipment.
Ensure all radio communications comply with Department and Federal Communications Commission (FCC)rules and regulations adhering to radio protocol and the use of proper 10-codes. Inappropriate communications must be reported to supervisory personnel
Receive information from law enforcement and other agencies reporting damage to the transportation system and communicate damage information to the appropriate contact.
Receive communication from DOTD/LSP/State Radio authorizing Amber Alerts and activate Amber Alert messages for DMS or specified region as determined by Louisiana State Police (LSP) and confirm activation to DOTD and LSP.
Receive information (phone call) from Zetron indicating high-water level and communicate to appropriate DOTD District Staff.
When alerts are canceled, clear messages from all activated DMS and email reports to the Special Alert Group.
Coordinate and collaborate with ITS personnel, District Traffic Operations Engineers/Department Operations staff, with appropriate local agencies, other authorities and towing and wrecker companies to manage and clear traffic incidents.
Support all emergency/special events operations, such as severe weather events, special events that generate high traffic volume such as mobile operations and political rallies.
Log potential and confirmed incidents, construction, and maintenance closures using ITS software. Monitor weather conditions for potential problems affecting traffic and make the necessary communications and take appropriate actions. Update entries/information on the 511la.org website.
Complete annual one-day ride-along with MAP units.
Answer phones to provide information or assistance to motorists, DOTD personnel, or other agencies on traffic and road conditions, direct calls to appropriate personnel in traffic operations, ITS Section, or take appropriate action.
Perform clear and concise recordkeeping, logging of required information, equipment checks, data gathering, and updating of manuals and contact lists that include all pertinent information.
Complete initial and periodic re-training and performance evaluation testing programs developed by the TIM & Training Coordinator.
Perform TM operations, incident management, travel information dissemination, and customer service tasks not explicitly identified that fall within the scope of the project.
Qualifications
To be successful in this role, a TMC Senior Operator will have:
High School diploma.
1 year experience as a TMC Operator, minimum.
1-2 years of customer support or equivalent experience within the last three years.
Availability to work various shifts, weekends, and holidays.
English language speaking and writing skills to compose clear and concise sentences without spelling or grammatical errors.
Ability to complete required training.

TMC Operations Area Supervisors are responsible for ensuring business functions are met; ensuring appropriate staffing levels are being met for each shift; coaching and mentoring individual staff; conducting staff performance reviews; and communicating, coordinating, and collaborating with other TMC staff, Intelligent Transportation System (ITS) personnel, Department personnel, Motorist Assistance Patrol (MAP), and partner agencies.
Leaders of teams who work closely with DOT personnel statewide, local law enforcement, and other first responders daily, the Area Supervisor positions are the highest-profile positions in the TMC. They are the eyes and ears of detection and management of all activities being handled by the center.
TMC Supervisors must, at a minimum, be trained and have experience in TMC Operations and be experienced in managing TMC Operations staff.
In this role, TMC Supervisors perform the following duties at a minimum:
Be capable of performing all TMC Operator duties.
Possess a working knowledge of the iNet Software, use of Windows-based applications, related systems, and use of ITS software to control and monitor field devices such as CCTV cameras, Digital Message Signs (DMSs), traffic detectors, and any other technology related to devices that may be implemented as part of the ITS infrastructure.
Directly oversee the operations of the TMC to ensure staffing levels are appropriate for their shifts to handle the traffic conditions, performance is optimal, and quality is assured.
Perform weekly/monthly audits on operator incidents.
Perform quarterly staff performance reviews.
Coach and mentor individual staff to achieve optimal performance.
Serve as TMC liaison with Department staff regarding traffic management of high-level or emergency incidents (planned and unplanned), providing guidance in execution of traffic management plans.
Adhere to and uphold TSMO Standard Operating Procedures (SOPs), Standard Operating Guidelines (SOG), and manuals. Review updates and provide constructive comments.
Be responsible for ensuring the work atmosphere promotes positive morale on the operations floor.
Interact with the training program to ensure curricula reflect current operational practices.
Ensure that Incident Management, dissemination of real-time traffic information, and customer service functions are met.
Be responsible for the efficient operation of the control room, including serving as a TMC Operator when needed.
Manage multiple control room activities such as coordination with first responders, DOTD, MAP patrols, and other agencies.
Participate in Regional Traffic Incident Management (TIM) efforts.
Collaborate with Emergency Operations Center (EOC) personnel, when the EOC is active, to ensure transportation management operations personnel are meeting the needs and requirements of the emergency.
Ensure that safety standards and quality assurance processes are followed.
Be prepared to work additional hours or shifts in support of special events such as, but not limited to, Presidential visits, political rallies, parades, sporting events, festivals, and religious gatherings.
Provide for adjusted hours for Contractor staff during events such as severe weather events, major traffic incidents, or other events causing additional workload.
Support emergency operations such as severe weather events.
Be responsible for the transfer/transition of personnel between shifts.
Ensure that all Operators participate in a formal -shift change- briefing to exchange current incident status, notification status, and other system information prior to the previous shift leaving the TMC.
Oversee the TMC Construction Closure list, ensuring the accuracy of the information provided to the Media Liaison.
Ensure all construction events contain accurate information and are entered, monitored, and closed in a timely manner.
Make decisions and delegate tasks in the TMC focusing on quick clearance of incidents and good data reporting.
Participate in training exercises, help generate reports and documentation, and maintain quality data.
Ensure high-quality customer service in the TMC.
Monitor the DOTD transportation system for all incidents or occurrences that affect traffic flow and/or present a life safety issue.
Maintain accurate records, logs, and data.
Receive and evaluate incoming calls, determine whether emergency or routine and prioritize each; determine who needs to respond to call, and relay instructions and questions.
Complete the initial and periodic re-training and performance evaluation testing programs developed by the TIM & Training Coordinator.

Qualifications
To be successful in this role, TMC Supervisors will have:
One year of TMC or similar supervisory experience within the last four years.
Three years of DOTD (or comparable agency) TMC experience.
Completed DOTD training principles, theories, and practices of leadership and management.
Excellent customer service skills: manage teams to ensure quality customer service output.
Knowledge of TIM.
Knowledge of principles, theories, and practices of emergency management.
Ability to problem solve in high pressure situations.
Ability to clearly communicate technical information in layman's terms.
Ability to use English language writing skills necessary to perform clear and concise record keeping, logging of required information, equipment checks, data gathering, and updating of manuals and contact lists that include all pertinent information without spelling or grammatical errors.

Coach and mentor individual staff to achieve optimal performance.
Serve as TMC liaison with Department staff regarding traffic management of high-level or emergency incidents (planned and unplanned), providing guidance in execution of traffic management plans.
Adhere to and uphold TSMO Standard Operating Procedures (SOPs), Standard Operating Guidelines (SOG), and manuals. Review updates and provide constructive comments.
Be responsible for ensuring the work atmosphere promotes positive morale on the operations floor.
Interact with the training program to ensure curricula reflect current operational practices.
Ensure that Incident Management, dissemination of real-time traffic information, and customer service functions are met.
Be responsible for the efficient operation of the control room, including serving as a TMC Operator when needed.
Manage multiple control room activities such as coordination with first responders, DOTD, MAP patrols, and other agencies.
Participate in Regional Traffic Incident Management (TIM) efforts.
Collaborate with Emergency Operations Center (EOC) personnel, when the EOC is active, to ensure transportation management operations personnel are meeting the needs and requirements of the emergency.
Ensure that safety standards and quality assurance processes are followed.
Be prepared to work additional hours or shifts in support of special events such as, but not limited to, Presidential visits, political rallies, parades, sporting events, festivals, and religious gatherings.
Provide for adjusted hours for Contractor staff during events such as severe weather events, major traffic incidents, or other events causing additional workload.
Support emergency operations such as severe weather events.
Be responsible for the transfer/transition of personnel between shifts.
Ensure that all Operators participate in a formal -shift change- briefing to exchange current incident status, notification status, and other system information prior to the previous shift leaving the TMC.
Oversee the TMC Construction Closure list, ensuring the accuracy of the information provided to the Media Liaison.
Ensure all construction events contain accurate information and are entered, monitored, and closed in a timely manner.
Make decisions and delegate tasks in the TMC focusing on quick clearance of incidents and good data reporting.
Participate in training exercises, help generate reports and documentation, and maintain quality data.
Ensure high-quality customer service in the TMC.
Monitor the DOTD transportation system for all incidents or occurrences that affect traffic flow and/or present a life safety issue.
Maintain accurate records, logs, and data.
Receive and evaluate incoming calls, determine whether emergency or routine and prioritize each; determine who needs to respond to call, and relay instructions and questions.
Complete the initial and periodic re-training and performance evaluation testing programs developed by the TIM & Training Coordinator.

Qualifications
To be successful in this role, TMC Supervisors will have:
One year of TMC or similar supervisory experience within the last four years.
Three years of DOTD (or comparable agency) TMC experience.
Completed DOTD training principles, theories, and practices of leadership and management.
Excellent customer service skills: manage teams to ensure quality customer service output.
Knowledge of TIM.
Knowledge of principles, theories, and practices of emergency management.
Ability to problem solve in high pressure situations.
Ability to clearly communicate technical information in layman's terms.
Ability to use English language writing skills necessary to perform clear and concise record keeping, logging of required information, equipment checks, data gathering, and updating of manuals and contact lists that include all pertinent information without spelling or grammatical errors.
Be fluent in English with the ability to receive, give, and understand written and oral instructions.

Join Serco as a Traffic Management Center (TMC) Senior Operator!
Serco Inc. is using this posting for the purpose of responding to a proposal. We are seeking qualified candidates in the event of a contract award. This position is not currently funded/active. Should Serco be awarded the contract, and you meet the qualifications of the position, you will be considered in the selection process.
Serco supports the Louisiana Department of Transportation and Development (DOTD) in their initiative to improve the operations of the TMC and improve coordination with partners in responding to incidents on the roads. We achieve this goal with an experienced and highly trained team of TMC Operators.
As part of a team who works closely with DOTD personnel statewide, local law enforcement and other first responders daily, the TMC Senior Operator exceeds the requirements for TMC Operator (as listed below), at a minimum, and demonstrates additional expertise, where Knowledge, Skills, and Abilities (KSA) are required and identified as follows:
Understand traffic management systems for arterial roads, including time-of-day, traffic responsive, and adaptive controls.
Understand hazardous materials incident policies, procedures, and codes.
Recognize minor TMC equipment or software problems and input maintenance ticket.
Understand emergency management and evacuation policies/procedures.
Interpret conflicting or ambiguous data in incident management.
Train/mentor other operators at lower levels (both entry and full performance) and expertise to conduct on-the-job training.
Make decisions and respond efficiently in unprecedented situations (e.g., non-standard messages, plane landing on highway, atypical hazardous material spill).
Develop traffic management plans for special events and/or other areas of potentially chronic congestion.
Independently troubleshoot minor problems with equipment and software.
Resolve issues from the conflicting needs or concerns of traffic management personnel outside of the control room.
Receive only administrative direction and guidance from the Supervisor on overall TMC priorities. He/she operates independently in selected situations requiring special expertise, without requiring supervisory direction.
Determine the methodology to achieve the desired traffic management results and operates independently in day-to-day TMC operations.
Serve as the "senior technical expert" on the operations floor for lower-level Operators.
Operator Requirements
Use ATMS iNet software to control and monitor field devices such as Closed-Circuit Television (CCTV) Cameras, Digital Message Signs (DMS), ramp meters, emergency crossover gates, and any other technology related to devices that may form part of Intelligent Transportation System (ITS).
Monitor video images for the detection and verification of incidents such as debris, abandoned or disabled vehicles, and hazardous or non-hazardous spills.
Use ATMS iNet software to log confirmed incidents, and construction and maintenance lane closures.
Use Global Positioning System (GPS)-enabled software to monitor the location of MAP vehicles, directing resources to where they are needed.
Communicate and dispatch Motorist Assistance Patrol (MAP)units via radio, landline, or phone using standard protocol to the locations of road hazards and incidents, providing clear, accurate directions to the location and an accurate description of an incident as advised by public safety entities or department personnel.
Communicate via radio, landline or phone with law enforcement, EMS, fire department, or towing services; provide clear, accurate information regarding incidents and the response required.
Communicate via radio, landline, or phone, with Department personnel statewide to include, Maintenance and Construction personnel, ITS, Traffic Operations Department management and Federal Highway Administration as appropriate to provide clear accurate information regarding incidents, traffic, road maintenance, construction activity and related weather conditions.
Input repair tickets for malfunctioning ITS equipment.
Ensure all radio communications comply with Department and Federal Communications Commission (FCC)rules and regulations adhering to radio protocol and the use of proper 10-codes. Inappropriate communications must be reported to supervisory personnel
Receive information from law enforcement and other agencies reporting damage to the transportation system and communicate damage information to the appropriate contact.
Receive communication from DOTD/LSP/State Radio authorizing Amber Alerts and activate Amber Alert messages for DMS or specified region as determined by Louisiana State Police (LSP) and confirm activation to DOTD and LSP.
Receive information (phone call) from Zetron indicating high-water level and communicate to appropriate DOTD District Staff.
When alerts are canceled, clear messages from all activated DMS and email reports to the Special Alert Group.
Coordinate and collaborate with ITS personnel, District Traffic Operations Engineers/Department Operations staff, with appropriate local agencies, other authorities and towing and wrecker companies to manage and clear traffic incidents.
Support all emergency/special events operations, such as severe weather events, special events that generate high traffic volume such as mobile operations and political rallies.
Log potential and confirmed incidents, construction, and maintenance closures using ITS software. Monitor weather conditions for potential problems affecting traffic and make the necessary communications and take appropriate actions. Update entries/information on the 511la.org website.
Complete annual one-day ride-along with MAP units.
Answer phones to provide information or assistance to motorists, DOTD personnel, or other agencies on traffic and road conditions, direct calls to appropriate personnel in traffic operations, ITS Section, or take appropriate action.
Perform clear and concise recordkeeping, logging of required information, equipment checks, data gathering, and updating of manuals and contact lists that include all pertinent information.
Complete initial and periodic re-training and performance evaluation testing programs developed by the TIM & Training Coordinator.

The Parts Specialist processes invoices for payment and verifies receipt of invoiced parts, materials and supplies maintaining inventory records and work documents using established electronic data systems. Unloads, stores, transports, delivers and distributes parts, materials and supplies. Deals with vendors/sales representatives, follows up on items not received and checks on item prices and availability and performs housekeeping functions within parts storage and work areas.
Incumbents work under general supervision. While workers require some supervision in most assignments, they are free to develop their own work sequences within established procedures, methods and policies. They are generally subject to periodic supervisory checks.
Qualifications
To be successful in this role you will have:
HS Diploma or equivalent.
1-3 years of relevant experience.
ASE Certification required but can be obtained post employment . Automotive and Heavy truck parts purchasing experience is required
Data Systems: Requires the ability to process, calculate, compute, summate, and/or tabulate data and/or information. Includes the ability to perform subsequent action in relation to these computational operations.
Human Interaction: Must be able to communicate and interact with a variety of individuals in various situations projecting a positive, professional image. Requires the ability to explain, demonstrate and clarify to vendors and internal personnel within well-established policies, procedures and standards. The Parts Specialist must be able to follow specific instructions and respond to simple requests from supervisors.
Equipment, Machinery, Tools and Materials Use: Requires the ability to operate, maneuver and/or provide simple but continuous adjustment on equipment, machinery and tools such as motor vehicle, forklift, computer terminal, telephone, photocopier, printer and/or materials used in performing essential functions.

Serco Inc. is using this posting for the purpose of responding to a proposal. We are seeking qualified candidates in the event of a contract award. This position is not currently funded/active. Serco's TMC Operators monitor video images for the detection and verification of crashes, debris, abandoned or disabled vehicles, and hazardous or non-hazardous spills on roadways and provide that information to DOTD personnel statewide, local law enforcement and other first responders to assist them in safely clearing and reopening.
Serco supports the Louisiana Department of Transportation and Development (DOTD) in their initiative to improve the operations of the TMC and improve coordination with partners in responding to incidents on the roads. We achieve this goal with an experienced and highly trained team of TMC Operators.
As part of a team that works closely with DOTD personnel statewide, local law enforcement and other first responders daily, the TMC Operator will, at a minimum, perform the following:
Use ATMS iNet software to control and monitor field devices such as Closed-Circuit Television (CCTV) cameras, Digital Message Signs (DMSs), ramp meters, emergency crossover gates, and any other technology related to devices that may form part of an Intelligent Transportation System (ITS).
Monitor video images for the detection and verification of incidents such as debris, abandoned or disabled vehicles, and hazardous or non-hazardous spills.
Use ATMS iNet software to log confirmed incidents, and construction and maintenance lane closures.
Use Global Positioning System (GPS)-enabled software to monitor the location of Motorist Assistance Patrol (MAP) vehicles, directing resources to where they are needed.
Communicate and dispatch MAP units via radio, landline, or phone using standard protocol to the locations of road hazards and incidents; provide clear, accurate directions to the location and an accurate description of an incident as advised by public safety entities, or Department personnel.
Communicate via radio, landline, or phone with law enforcement, EMS, fire department, or towing services; provide clear, accurate information regarding incidents and the response required.
Communicate via radio, landline, or phone, with Department personnel statewide to include Maintenance and Construction personnel, ITS, Traffic Operations Department management, and Federal Highway Administration as appropriate to provide clear, accurate information regarding incidents, traffic, road maintenance, construction activity, and related weather conditions.
Input repair tickets for malfunctioning ITS equipment.
Ensure all radio communications comply with Department and Federal Communications Commission (FCC) rules and regulations adhering to radio protocol and the use of proper 10-codes.
Receive information from law enforcement and other agencies reporting damage to the transportation system and communicate damage information to the appropriate contact.
Receive communication from DOTD/Louisiana State Police (LSP)/State Radio authorizing Amber Alerts and activate Amber Alert messages for DMS or specified region as determined by LSP and confirm activation to DOTD and LSP.
Receive information (phone call) from Zetron indicating high-water level and communicate to appropriate DOTD District staff.
When alerts are canceled, clear messages from all activated DMS and email reports to the Special Alert Group.
Coordinate and collaborate with ITS personnel, District Traffic Operations Engineers/Department Operations staff, with appropriate local agencies, other authorities and towing and wrecker companies to manage and clear traffic incidents.
Support all emergency/special events operations, such as severe weather events, special events that generate high traffic volume such as mobile operations and political rallies.
Log potential and confirmed incidents, construction, and maintenance closures using ITS software.
Monitor weather conditions for potential problems affecting traffic, make the necessary communications, and take appropriate actions. Update entries/information on the511la.org website.
Complete annual one-day ride-along with MAP units.
Answer phones to provide information or assistance to motorists, DOTD personnel, or other agencies on traffic and road conditions; direct calls to appropriate personnel in traffic operations, ITS Section or take appropriate action.
Perform clear and concise recordkeeping, logging of required information, equipment checks, data gathering, and updating of manuals and contact lists that include all pertinent information.
Complete initial and periodic re-training and performance evaluation testing programs developed by the TIM & Training Coordinator.
Perform Traffic Management (TM) operations, incident management, travel information dissemination and customer service tasks not explicitly identified that fall within the scope of the project.

TMC Operations Area Supervisors are mission-critical and provide support and backup to TMC Operators to supplement necessary functions, to address short-term needs, and to achieve optimal performance. TMC Operations Area Supervisors are responsible for ensuring business functions are met; ensuring appropriate staffing levels are being met for each shift; coaching and mentoring individual staff; conducting staff performance reviews; and communicating, coordinating, and collaborating with other TMC staff, Intelligent Transportation System (ITS) personnel, Department personnel, Motorist Assistance Patrol (MAP), and partner agencies.
Leaders of teams who work closely with DOT personnel statewide, local law enforcement, and other first responders daily, the Area Supervisor positions are the highest-profile positions in the TMC. They are the eyes and ears of detection and management of all activities being handled by the center.
TMC Supervisors must, at a minimum, be trained and have experience in TMC Operations and be experienced in managing TMC Operations staff.
In this role, TMC Supervisors perform the following duties at a minimum:
Be capable of performing all TMC Operator duties.
Possess a working knowledge of the iNet Software, use of Windows-based applications, related systems, and use of ITS software to control and monitor field devices such as CCTV cameras, Digital Message Signs (DMSs), traffic detectors, and any other technology related to devices that may be implemented as part of the ITS infrastructure.
Directly oversee the operations of the TMC to ensure staffing levels are appropriate for their shifts to handle the traffic conditions, performance is optimal, and quality is assured.
Perform weekly/monthly audits on operator incidents.
Perform quarterly staff performance reviews.
Coach and mentor individual staff to achieve optimal performance.
Serve as TMC liaison with Department staff regarding traffic management of high-level or emergency incidents (planned and unplanned), providing guidance in execution of traffic management plans.
Adhere to and uphold TSMO Standard Operating Procedures (SOPs), Standard Operating Guidelines (SOG), and manuals. Review updates and provide constructive comments.
Be responsible for ensuring the work atmosphere promotes positive morale on the operations floor.
Interact with the training program to ensure curricula reflect current operational practices.
Ensure that Incident Management, dissemination of real-time traffic information, and customer service functions are met.
Be responsible for the efficient operation of the control room, including serving as a TMC Operator when needed.
Manage multiple control room activities such as coordination with first responders, DOTD, MAP patrols, and other agencies.
Participate in Regional Traffic Incident Management (TIM) efforts.
Collaborate with Emergency Operations Center (EOC) personnel, when the EOC is active, to ensure transportation management operations personnel are meeting the needs and requirements of the emergency.
Ensure that safety standards and quality assurance processes are followed.
Be prepared to work additional hours or shifts in support of special events such as, but not limited to, Presidential visits, political rallies, parades, sporting events, festivals, and religious gatherings.
Provide for adjusted hours for Contractor staff during events such as severe weather events, major traffic incidents, or other events causing additional workload.
Support emergency operations such as severe weather events.
Be responsible for the transfer/transition of personnel between shifts.
Ensure that all Operators participate in a formal -shift change- briefing to exchange current incident status, notification status, and other system information prior to the previous shift leaving the TMC.
Oversee the TMC Construction Closure list, ensuring the accuracy of the information provided to the Media Liaison.
Ensure all construction events contain accurate information and are entered, monitored, and closed in a timely manner.
Make decisions and delegate tasks in the TMC focusing on quick clearance of incidents and good data reporting.
Participate in training exercises, help generate reports and documentation, and maintain quality data.
Ensure high-quality customer service in the TMC.
Monitor the DOTD transportation system for all incidents or occurrences that affect traffic flow and/or present a life safety issue.
Maintain accurate records, logs, and data.
Receive and evaluate incoming calls, determine whether emergency or routine and prioritize each; determine who needs to respond to call, and relay instructions and questions.
Complete the initial and periodic re-training and performance evaluation testing programs developed by the TIM & Training Coordinator.
Perform TM operations, incident management, travel information dissemination and customer service tasks not explicitly identified that fall within the scope of the project.
Qualifications
To be successful in this role, TMC Supervisors will have:
One year of TMC or similar supervisory experience within the last four years.
Three years of DOTD (or comparable agency) TMC experience.
Completed DOTD training principles, theories, and practices of leadership and management.
Excellent customer service skills: manage teams to ensure quality customer service output.
Knowledge of TIM.
Knowledge of principles, theories, and practices of emergency management.
Ability to problem solve in high pressure situations.
Ability to clearly communicate technical information in layman's terms.
Ability to use English language writing skills necessary to perform clear and concise record keeping, logging of required information, equipment checks, data gathering, and updating of manuals and contact lists that include all pertinent information without spelling or grammatical errors.

Ensure all radio communications comply with Department and Federal Communications Commission (FCC)rules and regulations adhering to radio protocol and the use of proper 10-codes. Inappropriate communications must be reported to supervisory personnel.
Receive information from law enforcement and other agencies reporting damage to the transportation system and communicate damage information to the appropriate contact.
Receive communication from DOTD/LSP/State Radio authorizing Amber Alerts and activate Amber Alert messages for DMS or specified region as determined by Louisiana State Police (LSP) and confirm activation to DOTD and LSP.
Receive information (phone call) from Zetron indicating high-water level and communicate to appropriate DOTD District Staff.
When alerts are canceled, clear messages from all activated DMS and email reports to the Special Alert Group.
Coordinate and collaborate with ITS personnel, District Traffic Operations Engineers/Department Operations staff, with appropriate local agencies, other authorities and towing and wrecker companies to manage and clear traffic incidents.
Support all emergency/special events operations, such as severe weather events, special events that generate high traffic volume such as mobile operations and political rallies.
Log potential and confirmed incidents, construction, and maintenance closures using ITS software. Monitor weather conditions for potential problems affecting traffic and make the necessary communications and take appropriate actions. Update entries/information on the 511la.org website.
Complete annual one-day ride-along with MAP units.
Answer phones to provide information or assistance to motorists, DOTD personnel, or other agencies on traffic and road conditions, direct calls to appropriate personnel in traffic operations, ITS Section, or take appropriate action.
Perform clear and concise recordkeeping, logging of required information, equipment checks, data gathering, and updating of manuals and contact lists that include all pertinent information.
Complete initial and periodic re-training and performance evaluation testing programs developed by the TIM & Training Coordinator.
Perform TM operations, incident management, travel information dissemination, and customer service tasks not explicitly identified that fall within the scope of the project.
To be successful in this role, a TMC Senior Operator will have:
High School diploma.
1 year experience as a TMC Operator, minimum.
1-2 years of customer support or equivalent experience within the last three years.
Availability to work various shifts, weekends, and holidays.
English language speaking and writing skills to compose clear and concise sentences without spelling or grammatical errors.
Ability to complete required training.
