Serco supports the US Government customer on a long-term contract providing broad expertise in DoD acquisition management, DoD contracting, or DoD contract management. Our team provides business support and expertise to include tracking program status, monitoring cost, schedule, and contract performance. You will be part of a team that works closely with the customer to deliver business expertise with an emphasis on contracts, finance, and customer service. Our managers on this team are seasoned Serco personnel who are available and responsive to ensure your success!

In this role, you will:

  • Assist individual program managers, initiative leads, and PEO leadership with monitoring and reporting on the overall health of programs, initiatives, and/or a portfolio.

  • Perform holistic analysis across multiple contracts and government activities to identify cost, schedule and performance concerns for a program or initiative.

  • Perform cross-program analysis to assist in responding to Investment Portfolio (IP) actions and producing execution reports.

  • Draft acquisition and program documents such as TTOs, Statements of Work (SOWs), Program Management Plans (PMPs), Risk Management Plans, program schedules, Technical CICA memorandums, and Acquisition Strategies.

  • Prepare presentations to report analysis findings as well as program/portfolio status.

Qualifications

To be successful in this role, you will have:

  • An active TS/SCI clearance with polygraph.

  • U.S. citizenship.

  • Twelve (12) years of demonstrated combined experience in DoD program management, contract management, and/or financial management.

  • A bachelor's degree with a business focus or technical focus.

  • In lieu of a degree, Project Management Institute PMP certification, Contract Manager CPCM certification, or DAWIA Level III in any focus area, and an additional three (3) years of directly related experience for a total of fifteen (15) years may be substituted OR

  • In lieu of certification, an additional two (3) years of directly related experience for a total of eighteen (18) years may be substituted.

  • Intermediate proficiency with MS Excel to include demonstrated use of pivot tables, slicers, and pivot charts.

In this role, you will:

  • Perform as the highest-level technical expert, providing both internal and external consulting services.

  • Provide technical design and architectural leadership, including documenting and diagramming the logical, physical, and process views.

  • Define network strategy with respect to technology domain standards and design goals.

  • Develop and maintain network roadmaps, which include product selection, versions, upgrades, projects and milestones.

  • Conduct research focused on identifying emerging technology solutions that reduce costs, increase efficiencies, provide more value, provide more capabilities, reduce risks, and increase security.

  • Lead efforts for network technology evaluations, which involves identifying a weighted feature matrix for a specific need and evaluating and scoring products against the desired features.

  • Research activities include readings, proof-of-concepts (POCs) and lab testing.

  • Communicate leading practices by giving presentations, working with program/project teams, and authoring content aimed at educating others about standards, strategies, and other defined leading practices.

Qualifications

To be successful in this role, you will have:

  • An active TS/SCI clearance with polygraph.

  • U.S. Citizenship.

  • A Bachelor's degree in Computer Science, Computer Engineering, Software Engineering, Electrical Engineering, or other related technical discipline from an accredited college or university.

  • In lieu of a Bachelor's degree, you may substitute four (4) additional years relevant experience.

  • Eight (8) years demonstrated experience in network architecture, design and engineering, managing and supporting large scale projects and network automation, preferably within a professional services firm or similar environment.

  • A deep understanding of TCP/IP and routing and switching technologies.

  • The ability to program with one or more -scripting- languages including Python, Ruby, TCL, Perl, PHP, YAML.

  • Experience with automation and orchestration tools, Salt, Chef, Puppet, and Ansible.

  • Knowledge of network function virtualization virtual router/switch, virtual FW, virtual load balancers.

  • Familiarity with Software Defined Networking (SDN) network disaggregation technologies and methodologies along with open source solutions.

Additional desired experience and skills:

  • Cisco CCIE, CCNP, CCDP, CCSP or CISSP certification preferred; other vendor (Juniper/Arista) network certifications acceptable.

This position is contigent upon your ability to obtain and maintain an Interim DoD Secret level clearance post-employment.

Our team is led by a Program Manager and Deputy Program Manager, each having decades of experience working in the DoD and Shipbuilding Industry. Our Amphibious Warfare Operation provides critical services to nearly all U.S. Navy amphibious ships and craft.

Serco supports the U.S. Navy as a prime contractor providing amphibious warfare and expeditionary professional support services. We are committed to providing the U.S. Navy with the engineering and subject matter expertise to face all challenges, and welcome those with dedication, talent, and skill sets to join the Serco Amphibious Warfare Team.

You will work closely with Government and industry professionals as well as shipbuilders and other support personnel. Bring your expertise and collaborative skills to make an impact towards our military defense and safety of our sailors and marines.

In this role, you will support:

The Test Division in test services including installation, light off, software installation, troubleshooting and preventive maintenance/repair, integration repair, integration, engineering, and technical support for ships at the building yard. We are seeking to fill these specialties: (a) Damage Control (DC) Systems, (b) Deck Systems, (c) Auxiliary Systems, (d) Machinery, and (e) Engineering Control Systems (ECS). Support may include:

  • Provide on-site test engineering and technical support for ship industrial testing.

  • Establish and maintain an effective liaison with Supervisor of Shipbuilding and with other Navy, Government, and Contractor activities as required.

In this role, you will provide technical program support to the Post-delivery Manager providing HM&E or C5ISR support. This may include:

  • Provide timely resolution of issues related to systems design, as well as Alteration Installation Team (AIT) installations and integration during post-delivery periods, including all pre-availability planning efforts, Industrial Post Delivery Availability (IPDA), Post Delivery Availability (PDA), Fitting Out Availability (FOA), Post Shakedown Availability (PSA) and various windows of opportunity.

  • Coordinates all efforts related to the planned AIT installations during these availabilities to include Combat Systems Light-Off (CSLO) and Systems Operational Verification Testing (SOVT). Ensures requirements are defined and met according to specifications.

  • Provide analysis of shipyard progress data and metrics, and other relevant sources of information to advise clients on current and developing issues. Provide reviews, analysis, studies, documentation, and recommendations for HM&E or C5ISR systems.

  • On behalf of the Post Delivery Manager, interface with Ship's Force, NAVSEA, SPAWAR, and NAVAIR On-Site Installation Coordinators (OSIC's) with the sequencing of system installation and testing. This may include the exchange of critical path scheduling information for prior/concurrent alterations or to resolve integration issues.

  • Provide technical and programmatic support. Review and evaluate various system documents, drawings, and Integrated Logistics Support (ILS) products to ensure accuracy and proper shipboard integration and installation.

  • Manage and maintain the AIT database and participate in associated bi-weekly meetings to review and update the status of each planned system installation effort. One of AIT databases many reports is the "Scorecard." Scorecards are a powerful management/planning tool that presents important data necessary to support an installation. The AIT database will be utilized to track, coordinate, and provide all information pertaining to the AIT effort (i.e. Technical Data Packages (TDPs), ILS, Plans of Action and Milestone (POA&M), Industrial Support requirements, Objective Quality Evidence (OQE), SOVTs, Point of Contact (POC) information, training requirements, etc.

  • Liaison with the planning yard to facilitate approvals of any change documentation or upcoming configuration changes. Work with the planning yard when a new system change is forthcoming to coordinate design/support requirements.

  • Participate in all Planning Meetings, Combat System Working Group Meetings, and Configuration Control Board Meetings. Provide a brief of the AIT work package weekly.

  • Provide deck plate management support of all AIT work items, attend daily production meetings, Commanding Officer (CO) weekly status briefs, and daily coordination of AIT industrial support services requirements including temporary services, laydown areas, crane and rigging, etc.

  • Track and monitor hardware, services, or system completion progress through delivery and Government acceptance.

  • Support customers in the analysis and improvement of ship construction and repair process policies and procedures.

  • Typically supports multiple project activities and may support multiple programs within the organization

  • Lead and direct the work of others including providing mentorship and technical guidance.

  • Responsible for ensuring that AITs meet all the pre-requisites for shipboard installations and provide all installation deliverables per plan.

  • Track status of AIT readiness. Ensure all stakeholders are informed of proposed installations and updated as to progress and problems/delays encountered during installation.

  • Ensure requisite AIT Personnel qualifications and training records are complete.

  • Ensure completeness and accuracy of the Alteration Completion Report once all work has been accomplished. Validate all required signatures are captured.

  • Coordinates with various Program Offices, PARMS and Field Activities to ensure AITs are ready for execution.

  • Performs advanced planning efforts and ensures all long lead-time material (LLTM) is procured in time to support an installation during a specific availability. Identify issues that will potentially impact schedule.

  • Ensure that the AIT effort is fully coordinated with the Hull Manager, Participating Acquisition Resource Manager (PARM), Planning Yard, Execution Yard, and Ships Force.

  • Provides AIT with the required information to gain access to ships.

  • Review all AIT Industrial Support Work Specs to ensure it meets the intent of the Technical Data Package submitted by the AIT Lead.

  • Obtain and submit all ILS Certification documentation. Provide copies to the Planning Yard and Ships Force.

  • Submit configuration change data to the Planning Yard via Tech Data Package.

  • Ensure Space Access requirements are identified.

  • Coordinate waterfront Technical Authority (TA) review and approval of any in-process modifications and non-conforming conditions or exceptions as required.

  • Resolve AIT issues that arise during PICO, installation, and during SOVTs.

  • Chair daily AIT status meetings throughout the availability.

  • Attend daily production and weekly progress meetings and provide status of assigned installation including problems/delays encountered.

  • Coordinate all AIT Test callouts with Test Manager.

  • Work with Hull Manager to ensure all requested AIT support services are provided as required. Mediate any discrepancies regarding AIT support services; report any discrepancies the AIT Manager.

Qualifications

To be successful in this role, you will have

Serco's TMC Operators monitor video images for the detection and verification of crashes, debris, abandoned or disabled vehicles, and hazardous or non-hazardous spills on Austin roadways and provide that information to TxDOT personnel statewide, local law enforcement and other first responders to assist them in safely clearing and reopening.

Serco supports the Texas Department of Transportation (TxDOT) in their initiative to improve the operations of the TMC and improve coordination with partners in responding to incidents on the roads. We achieve this goal with an experienced and highly trained team of TMC Operators.

You will be part of a team that works closely with TxDOT personnel statewide, local law enforcement and other first responders daily.

In this role, you will:

  • Monitor video images for the detection and verification of crashes, debris, abandoned or disabled vehicles, and hazardous or non-hazardous spills.

  • Dispatch and communicate with Highway Emergency Response Operator (HERO) personnel via radio or telephone using standard protocol to the locations of road hazards and crashes, providing clear directions to the location and an accurate description of an incident as advised by citizens, public safety entities, or department personnel.

  • Log potential and confirmed incidents, construction and maintenance closures using ITS software.

  • Provide information or assistance to motorists, TxDOT personnel, or other agencies on traffic and road conditions; direct calls to appropriate personnel in traffic operations or take action as necessary.

  • Perform clear and concise record keeping, logging of required information, equipment checks, data gathering, and updating of manuals and contact lists that include all pertinent information

  • Complete the initial and -on-the-job- training programs under the supervision of, and monitored by, the Training Supervisor and Program Manager

  • 0-2 years of customer support or equivalent experience within the last three years.

Serco supports the United States Air Force and is looking for a Specification Analyst / Business Systems Analyst to provide support for the Technical Manual Specifications and Standards (TMSS) and support requirements for obtaining items that provide support to AF technical orders (TOs) and technical manuals (TMs) and specifications.   • Apply technical writing skills to updates of TMSS source files in Standard General Markup Language (SGML) using Arbortext Editor.

  • Perform detailed analysis of technical manual architecture, including structure, style, and format that complies with TMSS requirements and/or commercial standards, e.g., ASD S1000D, as required.

  • Provide customer service outreach through the SGML support Helpdesk, assisting both military and industry users with application of TMSS.

Qualifications

  • Analysis and support will include lifecycle cost estimates, business case analyses (BCA), cost benefit analyses (CBA), economic analyses (EA), cost estimates for Program Objective Memoranda (POM) submissions, and -what-if taskers-

  • Assist cost estimating team members in developing program definitions needed for cost estimates, including program acquisition strategies, Work Breakdown Structure (WBS), ground rules, assumptions, and constraints

  • Use cost estimating methodologies, including: parametric cost models, Cost Estimating Relationships (CERs), cost estimating factors, and analogies with complexity factors.
