Job Description Summary
We are seeking a dedicated Development Product Owner Senior for Data Policy Modernization. This person will work a hybrid work schedule from the San Antonio (TX), Phoenix (AZ), Colorado Springs (CO), Chesapeake (VA), Plano (TX), Tampa (FL), Charlotte (NC) or Plano (TX) office.
The Development Product Owner Senior serves as a direct representative of the business on an agile team. Attains, understands, and communicates business vision and needs in order to write and refine user stories, prioritize work, and provide guidance to technical teams. Uses critical thinking, problem solving, and Agile principles to partner with business owners, subject matter experts, and the development team to build effective solutions. Possesses an advanced knowledge and understanding of and ability to work within multiple delivery methodologies, including Agile and other approaches, to deliver business value.

PRIMARY RESPONSIBILITIES:
Identifies and manages existing and emerging risks that stem from business activities and the job role.
Ensures risks associated with business activities are effectively identified, measured, monitored, and controlled.
Follows written risk and compliance policies, standards, and procedures for business activities.
Works with business and Subject Matter Experts to understand business strategy and vision and then writes, refines, accepts, and prioritizes stories and/or features to support effective and compliant solutions while balancing investment and business value.
Owns and maintains a prioritized work backlog for one or more Agile teams.
Product backlog includes complete user stories with acceptance criteria so that they are consumable and testable by the Agile team or program.
Reviews and accepts output of I/T and/or business development to ensure specified acceptance criteria have been completed.
Serves as direct representative of the business with one or more delivery teams, representing the customers' perspective throughout the product delivery cycle.
Participates in a cross-functional team of user experience partners, designers, business analysts, developers, testers, and others to develop, execute and release in alignment with program and/or product road maps.
Partners with sponsors, stakeholders, and IT to facilitate, define and document relevant business processes, gaining an advanced understanding of the needs, measures, and risks & controls for the improvement area.
Prepares the business for the change and provides tactics and metrics for benefits, adoption, and risk. Leverages existing change management routines, as needed.
Works with different technologies, internal and external to have oversight of development, testing and controls.
Applies advanced knowledge in the business development/execution discipline, regularly seeking out opportunities to enhance, improve and advance the function.
Coaches and mentors other Product Owners.
Demonstrates advanced knowledge in multiple business or system domains and capable of leading development across multiple teams at the project or program level.
MINIMUM REQUIREMENTS:
Bachelor's degree: OR 4 years of related experience (in addition to the minimum years of experience required) may be substituted in lieu of degree.
6 years of experience in process improvement, project delivery, business/requirements analysis or directly related to supported business operations/product line.
Advanced knowledge of Microsoft Office products, applicable databases, and product management tools.
Advanced knowledge of multiple technical software delivery methodologies (i.e., Agile, Waterfall, SAFe).
Advanced experience analyzing business requirements, process flows and use cases to identify opportunities to streamline business processes in accordance with risk management framework and regulatory requirements.
Advanced knowledge and demonstrated use of Process Engineering methodologies.
Advanced ability to independently work to gather business requirements, process flows and use cases to develop and deliver on business capabilities within the approved methodology, writing user stories, and following the development process through user story acceptance.
Experience in analyzing business requirements and ability to identify opportunities to drive decisions and streamline business processes in accordance with risk management framework and regulatory requirements.
PREFERRED EXPERIENCE:
Knowledge or experience with P&C operational and/or analytical environments, applications accessed by the P&C community and how the data is used (Pricing, Underwriting, Product Management).
P&C Personal Lines or product knowledge (e.g., Auto, Property, etc.,)
Knowledge or experience leading data development teams within Actuary and Analytics.
Knowledge or experience with Policy Information Management functions in support of Data Modernization.
Strong knowledge and experience in working with Agile within the SAFe.
2+ years of Development Product Owner experience required.
3+ years of leadership experience, leading and influencing other product owners and leaders.
Knowledge of Scaled Agile Framework, Scrum and Kanban, and strong understanding of gathering requirements.

COMPENSATION:
USAA has an effective process for assessing market data and establishing ranges to ensure we remain competitive. You are paid within the salary range based on your experience and market position. The salary range for this position is: $97,200.00 - $175,000.00.
Employees may be eligible for pay incentives based on overall corporate and individual performance or at the discretion of the USAA Board of Directors.
*Geographical Differential: Geographic pay differential is additional pay provided to eligible employees working in locations where market pay levels are above the national average.
Shift Premium will be addressed on an individual basis for applicable roles that are consistently scheduled for non-core hours.

Develops and independently performs complex work assignments and problem resolution in support of risk-based assurance and advisory engagements and/or audit quality assessments in the field of business operations, finance, and compliance and/or information technology. Maintains a high degree of business contact through fieldwork, often serving as the principal fieldwork contact. Mentors junior staff auditors on audit excellence, to include theory and application of audit and/or business/information technology techniques. Primary Responsibilities:
Primarily serves as Auditor-in-Charge (AIC) and main point of contact for the business through Audit engagements.
Leads and carries out complex audit engagements throughout the audit lifecycle. Leads continuous monitoring and advisory activities, special reviews and investigations.
Responsible for performing multiple areas of complex test work during audit activities. Completes audit documentation techniques including key risks and controls alignment to audit test objectives and conclusions and assigning appropriate issue severity.
Leads daily engagement-related efforts and assignments of Audit team members with varying degrees of expertise and experience when conducting engagements as the Auditor-in-Charge (AIC).
Develops and independently updates risk & control matrix at the engagement level for each engagement
Develops and verifies accuracy of content within audit reports and conducts continuous monitoring activity documentation.
Reviews work of team members; providing feedback/questions and completes audit team end of engagement evaluations when applicable.
Ensures engagements are completed objectively, professionally, and in accordance with corporate and industry audit standards. Makes recommendations for severity ratings to Senior Audit Manager (SAM)/Director. May communicate with regulators.
Applies and provides guidance to team members on the use of audit business systems, applications, and/or audit tools to create queries and ad hoc reports.
Reviews, analyzes, and interprets data collected from multiple sources to ensure valid conclusions from audit testing are drawn.
Identifies control weaknesses and opportunities for improvement in the current operating environment and provides recommendations for corrective action; drafts the related audit issues and audit reports with oversight from audit leadership for issuance to respective client leadership and coordinates and/or conducts follow-up activities.
Participates and provides feedback during team audit activities on planning and scoping, business understanding/walkthroughs, and review of risk assessment and testing and demonstrates critical thinking ability.
Develops internal and business leader and partner relationships while also beginning to effectively challenge, communicate and deliver risk-based, difficult messages regarding issues and control weaknesses to ensure proper risk assurance coverage.
Provides day to day coaching guidance and on the job training to team members to ensure development, quality and timely audit engagement results.
Provides information from audit results and insight to assists Audit Leadership in the updating of risk profiles and risk assessments related to the engagement.
Minimum Requirements:
Bachelor's degree in Business or relevant field such as Finance, Accounting, Business, or Information Technology. Four additional years of related experience beyond minimum required may be substituted in lieu of a degree.
6 years of audit, financial, insurance, banking, information technology or related business and/or leadership experience.
Experience performing internal audits, external audits, or applying audit, risk, or compliance acumen in a complex operational and regulatory environment.
Knowledge of internal audit principles or initiative to examine, analyze, assess, and draw conclusions from audit work and present findings to multiple audiences.
Demonstrated experience effectively communicating and challenging Controls with business partners and leaders.
Understanding of risks and internal controls and the ability to evaluate and determine adequacy and efficiency of controls.
Experience in a support role, mentoring, and providing feedback to audit team members throughout the audit.
Demonstrated experience in highly dynamic environment undergoing change; ability to deal with competing priorities.
Preferred Experience :
CIA, CRMA, or other audit related certification
Experience working in, or auditing second line of defense risk management
Working knowledge of operational risk management frameworks
Working knowledge of third-party risk management
Working knowledge of legal risk management

Minimum Requirements:

4 years' relevant property claims adjusting experience that includes writing estimates of moderate-highly complex claims and field adjusting experience.

Successfully acquire Property & Casualty (P&C) adjuster license and state registrations within 90 days of hire.
Proficient knowledge of Xactimate or similar estimating platform.
Expert knowledge estimating losses of moderate complexity.

This role oversees a team responsible for the development, implementation and oversight of programs that support effective risk and compliance management in the first line of defense. In addition, it supports business leader adherence to the established risk framework and ongoing supervision of business controls and is accountable for the development and mentoring of a high performing team responsible for risk and control self-assessments, identifying control failures, facilitating risk and compliance remediation, internal and external audits and regulatory exams, and monitoring the of first line of defense in an effort to minimize risk exposures and strengthen the overall control environment.

Identifies and manages existing and emerging risks that stem from business activities and the job role.

Provides counsel to business unit managers on risk management issues and supports the evaluation of new product strategies on their impact to USAA's risk profile.
Educates risk owners on risk/control best practices and may work with other lines of defense in the development and implementation of controls.
Manages processes for collecting accurate and complete internal loss data from business areas.
Directs analysis and data mining initiatives that identify, validate, and manage emerging risk exposures, as necessary.
Assists in the early identification of risk trends by establishing and monitoring key performance and risk indicators.
Oversees the preparation of key reports and communications and may present to governance committees, senior leaders, regulatory bodies and the USAA Board of Directors.
Minimum Qualifications:
Bachelor's Degree in Risk Management, Business, Finance or related field of study; OR 4 years of related experience (in addition to the minimum years of experience required) may be substituted in lieu of degree.
8 years of experience supporting risk and/or compliance related activities in a financial services operating environment or other relevant industry; OR 8 years of experience in a relevant quantitative discipline; OR Advanced degree or designation in a risk management or quantitative discipline, and 6 years of experience supporting risk and/or compliance related activities; OR PhD in a risk management or quantitative discipline, and 4 years of experience supporting risk and/or compliance related activities.
3 years of direct team lead or people management experience.
Knowledge of federal laws, rules, and regulations, to include: UDAP/UDAAP, FRB Regs A-Z, NAIC, and GLBA.
Preferred Qualifications:
Master's degree.
Financial services industry experience.

In this position you will provide legal representation to USAA members, insured clients and USAA entities in all phases of civil litigation and legal proceedings pertaining to covered losses. Exercises independent legal discretion and judgment to fully defend all clients.

Appears in court as required, including arbitrations, trials, and mediations.
Provides legal advice to clients and P&C Claims team members. Develops, and implements legal strategy and ongoing budget projections to Claims Litigation, and clients, as appropriate on assigned cases.
Prepares legal pleadings, motions, statements, memoranda, trial briefs and other legal documents on assigned cases.
Conducts direct settlement negotiations with plaintiffs' attorneys.
Stays current on all relevant statutes, case law, office, and trial-related technology. Attends courses as assigned to maintain appropriate skill sets for trial.
Provides training to support staff, P&C Claims and Claims Litigation regarding changes in law, litigation and/or and other processes.
Minimum Requirements:
Bachelor's Degree from an accredited school.
Juris Doctor degree from an American Bar Association (ABA) accredited law school required.
6 years of experience practicing law handling personal injury or civil litigation or trial cases.
Licensed to practice law in the jurisdiction(s) served.
Experience practicing law in the court systems within the geographic area being served.
Ability to perform online legal research.
Excellent communication and presentation skills.
Preferred Experience:
Six plus years defense counsel experience handling Property Damage cases.
Heavy trial experience, including verdicts, in the Courts of Florida working for staff counsel
Experience preparing reports and memos for Claims including initial case analysis, discovery and deposition reports, and Pre-trail reports and strategy.
