Cost Analyst - HNTB

Job Description

What We're Looking For

This position performs routine cost analysis assignments requiring knowledge of basic cost analysis principles. Prepares and maintains client budgets for projects/programs. Manages the vetting and recording of costs for projects. Reviews and analyzes project invoices. Monitors cost history to develop trends and forecast cost at completion. Establishes and tracks contingency funds.

This is an on-site position with the client Triborough Bridge & Tunnel Authority, MTA Bridges & Tunnels.

Primary Focus Will Include:

  • Assist in all efforts relating to implementing client's Capital Plans, including Annual Commitments, Completions & Closeout Plans;

  • Coordinate with project team to comply with the client's project objectives - managed effectively, are completed on budget and on schedule, are closed out in a timely fashion and comply with all applicable client requirements;

  • Coordinate and interface with client for all reporting needs;

  • Assist in change management process;

  • Assist with M/WBE/SDVOB oversight and tracking;

  • Manage miscellaneous initiatives and compliance requirements as directed;

  • Coordinate preparation of presentations and reports

Preferred Qualifications and Skills:

  • Proficient in Microsoft Office;

  • Detail orientated and able to multitask;

  • Excellent verbal/written communication and coordination skills;

  • Experience in a fast-paced engineering environment is preferred

What You'll Need

Essential Responsibilities:

  • Reviews, analyzes, and processes invoices and payment applications.

  • Operates budget/cost management system under supervision of Team Leader/Senior Cost Analyst.

  • Generates standard and ad hoc reports as guided by senior cost or project controls manager.

  • Tracks project estimate-at-completion (EAC) by recording all potential changes to cost accounts, including change orders, trends, and deviations.

  • Records transactions related to budget, commitments, expenditures, or forecasts.

  • Performs other duties as assigned.

Minimum Qualifications:

  • Bachelor's degree in Engineering, Architecture, Construction Management or Business

  • In lieu of education, 4 years project controls experience

Job Description

What We're Looking For

Responsible for the production and modification of design calculations, technical reports, engineering plans and specifications for assigned projects. This position consults with the project manager to perform research, development, calculations, design and delivery. Applies engineering techniques, procedures and design criteria for projects ranging in size and complexity. Leverages technical knowledge and experience to address design related issues or concerns, working closely with the project manager through creative problem solving, interactions with clients and by completing tasks to meet the project schedule. Develops conceptual and detailed designs and calculations to support the project completion using current drawing and technical tools, programs and software. May mentor, train and review work of junior engineer staff and provide constructive feedback. As a member of the team, you will contribute to the successful project delivery for a diverse range of projects for HNTB's clients

Primary Focus Will Include:

  • Perform design calculations, including safe braking and power draw.

  • Cost estimates for signal material, cable, conduit.

  • Developing complex interlocking circuits.

  • Detailing of signal circuits.

  • Check calculations and drawings.

  • Write detailed technical descriptions for signal system requirements.

  • Develop estimates of engineering hours and costs for proposals.

  • Meet with customers to review technical details of the project

  • Plan design work into specific measurable packages.

  • Organize scheduling of specific tasks and assignments and monitor completion

  • Programming of vital and/or non-vital processors

  • Participate in factory and field testing of signal systems

Preferred Qualifications and Skills:

  • Master's degree in Engineering

  • 8 years relevant experience in signal system design

The target applicant will have five to ten years of experience in traffic engineering and operations modeling, but slightly more or less experience is acceptable. The candidate will support our Southern California traffic staff in a variety of traffic operational analysis and traffic design tasks. Project work will include modeling, data analysis, design, estimating, specifications, and report writing on freeway corridor, arterial, and transit projects at various stages of development (ranging from the planning phase through construction). Typical deliverable work includes feasibility studies, technical studies in support of environmental documents, and transportation management plans (TMPs). What We're Looking For

HNTB is currently seeking to hire a traffic engineer in their Orange County office (preferred location). An applicant who can work in the HNTB Los Angeles or Ontario office would also be considered. The target applicant will have five to ten years of experience in traffic engineering and operations modeling, but slightly more or less experience is acceptable. The candidate will support our Southern California traffic staff in a variety of traffic operational analysis and traffic design tasks. Project work will include modeling, data analysis, design, estimating, specifications, and report writing on freeway corridor, arterial, and transit projects at various stages of development (ranging from the planning phase through construction). Typical deliverable work includes feasibility studies, technical studies in support of environmental documents, and transportation management plans (TMPs). In addition, the candidate will also assist with traffic design work for plans, specification, and estimate (PS&E) packages such as signing/striping, traffic signal, stage construction, and traffic handling plans. Communications skills (verbal and written) and ability to work with remote teams are very important.
