FMS Program Analyst 24-15

The US Army Aviation and Missile Command (AMCOM) Security Assistance Management Directorate (SAMD) is hiring an FMS Program Analyst.

KBR is looking for someone with experience with;

FMS Case Development responsibilities:

  • Assist in writing, modifying, and amending FMS Cases in DSAMS.

  • Assist in the drafting of Letters of Request (LOR) for Letter of Offer and Acceptance (DSAMS)

Logistics responsibilities:

  • Coordinate and track all shipments of material to and from country.

  • Manage and track the Return and Repair process for all Kuwait PATRIOT material.

  • Manage and track the ordering, prioritization, and shipments of critical/urgent spare part requirements.

  • Analyze and Plan international transportation initiatives in accordance with US Army policy, AECA, ITAR, etc.

  • Systems Used: CISIL, WebFLIS, WebROR, SCIP, IGC, EFTS

Support responsibilities:

  • Track and coordinate all actions items and taskers for SAMD and other US entities related to the program.

  • Working knowledge of Army business processes and regulations regarding FMS funds and case execution.

  • Support Program Management Reviews (PMRs), Working Level Meetings (WLMs) and recurring internal meetings.

  • Analyze program budgeting activities, such as transaction analysis, transaction processing, data analysis, and data summarization, financial management, and cost/budget analysis related to government programs. GFEBS experience preferred.

Bachelor's Degree with 2+ years of experience or 6+ years of experience in lieu of degree.

Individual must have or be able to obtain a SECRET security clearance.

Title:

Lead Developer

KBR is seeking a highly skilled Lead Developer and Software Engineer to support the Joint Technical Data Integration (JTDI) program and In-Service Engineering team. As the JTDI Lead Developer, you will report directly to the In-Service Engineering team lead. You will play a critical role in leading the software development lifecycle (SDLC). The ideal candidate will also be expected to design and develop high-quality software applications. You must possess and apply expertise on multiple complex work assignments. Assignments may be broad in nature, requiring originality and innovation in determining how to accomplish tasks. Candidates will be expected to contribute to deliverables. You may be expected to communicate with stakeholders, vendors, and customers. Lastly, KBR is seeking an individual that can display a willingness and ability to adapt within the organization, recognize and implement process improvements, and one that can seize opportunities to improve products and services.This position requires the ability to obtain a Department of Defense (DoD) Top Secret security clearance.   • Support the Government's leadership in executing complex tasks, such as monitoring all maintenance actions on the ALQ 249 NGJ pods to ensure all Reliability & Maintainability requirements are met.

  • Apply engineering techniques, principles, and precedents to develop, design, modify, install, test, evaluate, or operate electrical, electronic, avionics, mechanical, communications, stores, armament/ordnance, or related data processing systems for military weapon systems or associated support equipment or components.

  • Review, analyze, develop, prepare, or apply engineering, technical, or maintenance specifications, policies, standards, or procedures.

  • Organize, analyze, and prepare reports or presentations of technical data and information.

  • Plan and perform tests and evaluations of systems equipment or components.

BASIC REQUIREMENTS

As a JTDI Senior Systems Administrator, you will play a critical role in integration, maintaining, and supporting the JTDI Enterprise -Top Tier- infrastructure. You will provide direct customer support for which we transfer data via various implementations, including the Model-Based Product Support (MBPS), Material Readiness Database (MRDB), Naval Air Technical Data Engineering Service Command (NATEC), Army Aviation and Missile Command (AMCOM), Army Logistics Data Analysis Center (LDAC), and others within the JTDI customer portfolio. Currently, the JTDI Enterprise is located on-premise within the DISA DECC. JTDI in the next year, will be migrated to the cloud within DC2HS. Position Overview / Primary Responsibilities and Duties

The V.P, Legal will report to KBR's Executive Vice President and General Counsel, and will serve as a member of, and legal advisor to, the GSUS President and business leadership team on all legal and transactional matters involving the business, including traditional commercial law and US government contracting. Key responsibilities include advising on business solutions, opportunities and risks associated with legal and transactional matters in a government services contracting environment. Responsibilities also include leadership and development of a large team-of-teams consisting of GSUS attorneys, contracts professionals, and industrial security professionals. VP will provide legal advice and counseling and represent employers in mediation, arbitration and litigation. The VP must demonstrate passion and interest in Inclusion and Diversity.

Specific duties and responsibilities

  • Serve as a trusted advisor and business partner to GSUS President and leadership team, with responsibility for delivering exemplary legal services. Build strong collaborative and advisory relationships, trust, and common objectives for success.

  • Serve as a member of the General Counsel Leadership Team responsible for the strategy and provision of legal services. C ollaborate with peers across the other KBR businesses and various legal functional areas to ensure consistent, exemplary legal services.

  • Partner with GSUS President and leadership to achieve strong business outcomes while maintaining compliance with applicable laws and regulations.

  • Overall responsibility for advising GSUS President and leadership on special contractual, regulatory, and legal matters and staying abreast of applicable laws, regulations (including FAR/DFARS) and industry best practices.

  • Lead large teams of attorneys and contracts professionals responsible for preparing and submitting claims under government contracts and for analyzing contract provisions to identify legal and business risks and appropriate mitigation actions during proposal and contract execution periods.

  • Provide support in connection with government audits and investigations, as well as internal audits and investigations affecting the GSUS business.

  • Oversee bid protest litigation.

  • Provide support on merger & acquisition activities.

  • Develop and execute proactive strategies to improve knowledge and awareness of legal compliance. Build and maintain strong relationships with key government contracting officials, as well as internal clients and cross-functional peers across GSUS and KBR.

Experience and Skills

  • Juris Doctorate from an ABA accredited U.S. law school and active state bar license.

  • Fifteen+ years of hands-on and management-level experience providing legal advice and counseling and representing employers in mediation, arbitration, and litigation.

  • Broad experience covering all major areas of government contracting, including services contracting.

  • Experience leading and managing a contracts department within a government contractor organization, or in-house experience in traditional commercial law.

  • 5+ years managing teams of professionals.

  • In-depth knowledge of legal and regulatory requirements related to federal government contracting, including solicitation and proposal requirements, contract terms, the FAR/DFARS, and the Contract Disputes Act, Truth in Negotiations Act, Civil False Claims Act and other U.S. government procurement-related laws and regulations.

  • Experience with all types of contracts relating to providing services to DoD and other federal government agencies, including fixed price, cost reimbursable, and time & materials contracts.

  • Experience preparing requests for equitable adjustment and certified claims.

  • Responsible for management of requirements, establishing/maintaining of modules and baselines, organization of verification artifacts, as well as tracking of pertinent requirements management metrics using IBM Dynamic Object-Oriented Requirements System (DOORS) as the digital repository requirements database.

  • Work with a team of system engineers and interdisciplinary subject matter experts to analyze and document system requirements in IBM DOORS

  • Coordinate and consult with Configuration Management on the modifications and baselines of project requirements documentation

  • Responsible for generating systems engineering data products to support system development, design reviews (SRR, PDR, CDR, etc.), and verification.

  • Document formation and management of document and requirement changes

  • Automate parts of existing processes to save time and reduce risk of errors in data

  • Monitor and maintain integrity of links during the development phases of programs

  • Responsible for coordinating and support all users of the requirements database Develop and implement common best practices for DOORS to support requirements management throughout the organization

  • Import and process DOORS data provided by vendors/subcontractors, and integrate that data into NASA DOORS

Required Education, Experience, & Skills:

  • Bachelor of Science

  • Minimum of 5 + years of related experience; Prefer 10 -12 years related experience.

  • Ability to troubleshoot DOORS problems

  • Strong understanding and fluency in the use of IBM DOORS Requirement Management tool

  • Configuration Management (CM) experience as related to Requirements Management

  • Knowledge of DOORS DXL is needed to create metrics, format import data from Word/Excel, create reports, create applications to perform tasks, error check attributes, and create custom module views

  • Ability to work independently and collaborate successfully with a project team including project management, technical staff and Configuration Management team.

  • Ability to design IBM PUB templates to publish complex documents, which may include javascript code

  • Advanced knowledge of Microsoft VBA, Word, Excel with ability to automate formatting

Desired Skills or Experience:

  • Previous exposure to NASA system engineering architecture, model-based systems engineering, mission analysis, requirements analysis, functional and physical system architecture development, or other SE artifact development processes or practices is preferred

  • Proactive customer service with strong problem-solving skills and the ability to anticipate customer needs by recognizing areas of opportunity and quickly providing solutions

  • Ability to teach DOORS to others effectively

Experience and/or Education in lieu of these qualifications will be reviewed for applicability to meet these requirements.
