Space & Technology Solutions (STS) is seeking a DOORS Requirement Management Engineer on the NASA OMES III contract in support of the LEO Ground Services Project, located at NASA Goddard Space Flight Center in Greenbelt, MD.

The DOORS Requirement Management Engineer will consult with engineers to extract stakeholder requirements, import requirements from other databases to DOORS, and coordinate, schedule, and participate in requirement assessment.

Additional responsibilities include:

Must be U.S. Citizen or Permanent Resident

Responsibilities:

  • Responsible for developing DOORS architecture including modules, attributes, DXL scripts and PUB templates, to support 1) requirements management activities, 2) document publication and 3) status reporting.

  • Responsible for management of requirements, establishing/maintaining of modules and baselines, organization of verification artifacts, as well as tracking of pertinent requirements management metrics using IBM Dynamic Object-Oriented Requirements System (DOORS) as the digital repository requirements database.

  • Work with a team of system engineers and interdisciplinary subject matter experts to analyze and document system requirements in IBM DOORS

  • Coordinate and consult with Configuration Management on the modifications and baselines of project requirements documentation

  • Responsible for generating systems engineering data products to support system development, design reviews (SRR, PDR, CDR, etc.), and verification.

  • Document formation and management of document and requirement changes

  • Automate parts of existing processes to save time and reduce risk of errors in data

  • Monitor and maintain integrity of links during the development phases of programs

  • Responsible for coordinating and support all users of the requirements database Develop and implement common best practices for DOORS to support requirements management throughout the organization

  • Import and process DOORS data provided by vendors/subcontractors, and integrate that data into NASA DOORS

Required Education, Experience, & Skills:

  • Bachelor of Science

  • Minimum of 5 + years of related experience; Prefer 10 -12 years related experience.

  • Ability to troubleshoot DOORS problems

  • Strong understanding and fluency in the use of IBM DOORS Requirement Management tool

  • Configuration Management (CM) experience as related to Requirements Management

  • Knowledge of DOORS DXL is needed to create metrics, format import data from Word/Excel, create reports, create applications to perform tasks, error check attributes, and create custom module views

  • Ability to work independently and collaborate successfully with a project team including project management, technical staff and Configuration Management team.

  • Ability to design IBM PUB templates to publish complex documents, which may include javascript code

  • Advanced knowledge of Microsoft VBA, Word, Excel with ability to automate formatting

Desired Skills or Experience:

  • Previous exposure to NASA system engineering architecture, model-based systems engineering, mission analysis, requirements analysis, functional and physical system architecture development, or other SE artifact development processes or practices is preferred

  • Proactive customer service with strong problem-solving skills and the ability to anticipate customer needs by recognizing areas of opportunity and quickly providing solutions

  • Ability to teach DOORS to others effectively

Experience and/or Education in lieu of these qualifications will be reviewed for applicability to meet these requirements.

KBR is seeking a Program Planning & Control Analyst for the Space and Mission Solutions Division. The Program Planning & Control Analyst will support NASA contracts and will be primarily responsible for Program Planning and Control. The Program Planning & Control Analyst will report directly to the Cost Control Manager.

Responsibilities include:

  • Analyze cost trends in order to correct errors and provide forward guidance to maximize revenue and profit and minimize cost variances.

  • Develop and control baselines and budgets.

  • Monitor schedule/milestones to facilitate estimates to complete and process scope changes.

  • Prepare and deliver customer report deliverables per the contract terms and conditions.

  • Analyze/modify cost estimates and re-baseline programs as the need is identified.

  • Prepare forecasts using program resource estimates with appropriately applied rates and factors.

  • Knowledge of project management, scheduling, and control account planning concepts.

  • Develop price/cost estimates utilizing established pricing concepts and applications.

  • Application of FAR, CAS and government accounting standards.

  • Develop Work Breakdown Structure (WBS), perform maintenance and charge number control.

  • Perform moderately complex accounting and analytical tasks, including transaction processing, account reconciliation and analysis.

  • Analyze program funding requirements and track subcontractor costs & fee.

  • Assist in developing presentations and reports for internal and external customers.

  • Track, trend, forecast and analyze subcontractor and vendor invoices.

  • Develop and carry out long- and short-term objectives and balance multiple priorities.

  • Identify, diagnose, and resolve complex problems independently.

  • Perform other duties as assigned.

    Required Education and Experience:

  • Bachelor's degree in Business, Finance, Accounting or related field

  • 4+ years of related experience.

  • In lieu of education 8 years of related experience, CPA is desired.

  • Knowledge of basic program management concepts (budgets, estimate to complete, project schedules, etc.).

  • Knowledge of project management, scheduling, and control account planning concepts.

  • Experience with COBRA or other MPM tools

  • Experience with 533 Monthly Contractor Financial Management Report

    Additional Qualifications:

  • Familiarity with standard government agency reporting requirements (NASA, DOD).

  • Proficient with Costpoint, COGNOS systems or other EVMS reporting engine.

KBR is an Amazon Web Services (AWS) Partner that is looking for an experienced and motivated Cloud support engineer that enjoys solving problems, working with customers, and has a strong technical background. As an AWS Senior Cloud Engineer, you will be part of a team responsible for delivering new AWS projects for our customers. The ideal candidate should be a detail-oriented self-starter with independent problem-solving skills, who exhibits excellent verbal and written communication skills.

RESPONSIBILITIES

  • Lead in the evaluation, implementation, and deployment of processes & capabilities to advance hybrid-cloud strategy for KBR's customers

  • Work with the larger design team to architect full hybrid-cloud solutions

  • Develop and maintain systems management tools to manage hybrid-cloud infrastructure provisioning, monitoring, auditing, de-provisioning using Python, Ansible and other tools

  • Work closely with the Architects and Engineers to design networks, systems, and storage environment that effectively reflect business needs, security requirements, and service level requirements for KBR's customers

  • Manage a continuous integration/continuous deployment methodology for Infrastructure technologies using industry standards such as Jenkins and GitLab Runners

  • Work with engineering and architecture teams to design and implement scalable software services

  • Lead and participate in a cross functional team environment to provide troubleshooting and support around core business applications

  • Ability to work with multiple projects simultaneously

  • Develop strategic roadmaps and project implementation plans based on customer requirements

  • Ability to identify AWS Cost Savings, Security Gaps, and AWS Best Practices across a variety of AWS Services and compliances FedRAMP

REQUIRED SKILLS/EXPERIENCE

  • 3 years of continuous residency in the United States for issuance of a Government Security credential

  • Bachelor's Degree in Computer Science or related technical field

  • Minimum Professional Experience of 12 years and should include:

  • 5+ years of experience as a Cloud Software Developer/Engineer, Systems Administrator, Network Administrator, DevOps Engineer, Security Engineer, or equivalent cloud experience

  • 4+ years of DevOps experience with CI/CD pipelines, containers, and automation

  • 3+ years in a customer facing role

  • 4+ years of experience implementing and administering AWS services including EC2, Lambda, ELB, S3, IAM, RDS, CloudFront, CloudWatch, and CloudFormation, etc.

  • Strong understanding of AWS Security and Network controls

  • Strong experience with Terraform, CloudFormation, CDK, or other IaC tool

  • Plan and execute intelligence debriefings of overt HUMINT sources directly responding to assigned collection requirements.

Must be able to deal effectively with individuals at all levels often under the pressure of fast breaking, ambiguous situations. Must have strong leadership and personal initiative and well developed time management and multitasking skills.

The ideal candidate will have: multiple successful tours conducting HUMINT collection on intelligence issues central to the Department's mission such as advanced science and technology, commercial or military nuclear technology, weapons of mass destruction nonproliferation/counterproliferation, energy and energy security, and cyber security.

Job Description

Title:

Financial Management Data Analyst

KBR is seeking a Financial Management Analyst to support the Joint Counter small UAS Office (JCO). The JCO mission is to research, develop, prototype, test, evaluate, procure, transition, and/or field critical enabling technologies and capabilities that address near-term, and mid-term threats. This is a full-time on-site position located in Arlington, VA. A successful candidate will have a working knowledge of Department of Defense best practices and processes, and experience utilizing financial management tools. The candidate should be a self-starter and require minimal oversight. Minimal travel is required for this position.

Primary Duties and Responsibilities:

. Allocate Program funds based on an analysis of budget estimates, historical expenditures, projected workload, and approved funding. Executes current year and prior year funding through purchase orders, sales orders, Military Inter-Departmental Purchase Requests (MIPRs), and Procurement Work Directives within all active financial databases, including but not limited to General Fund Enterprise Business System (GFEBS).

. Manage commitments, obligations, and disbursement of funds; reconciling against plans and resolving issues with missing/unmatched disbursements and unliquidated and negative obligations balances. Participates in year-end closing to ensure proper and full use of provided funds, with no anti-deficiency violation.

. Determine the propriety and cost-effectiveness of funding requests. Identify the need for reprogramming between budget accounts and/or organizations.

. Assure that agency/command priorities are reflected in the ranking of unfunded requirements. Coordinates and reacts to resource/funding/programmatic changes. Evaluates the effect of cost and program changes on-budget execution plans.

. Prepare a variety of reports and briefings on the status of funds, obligations, disbursements, organization travel, and resource requirements.

. Advise program managers and management officials on the status and availability of funds.

. Serves as a Financial Improvement and Audit Readiness (FIAR) point of contact for the organization.

. Develop budget estimates as part of the POM process using historical data from Legacy and current financial management systems, analysis of program requirements, coordination with stakeholders, and statutory and regulatory guidance.

. Conduct special studies and gather data from field organizations to resolve variances, or to solve complex problems.

Required Qualifications:

. BA/BS or MA/MS degree (Masters preferred)

. 10+ years of experience as a budget / financial analyst.

. Defense Acquisition University Financial Management Level 2 or 3 or Certified Defense Financial Manager (CDFM) (Preferred)

. Experience in budget analysis principles, concepts, and techniques used to develop budget forecasts, justifications, and execution plans.

Experience in DoD acquisition programs. Army budgeting experience is preferred.

. Experience with contracts and purchasing.

. . Knowledge of policies, processes, procedures, and regulations governing budgetary processes and Fiscal Law for the usage of Operations & Maintenance (OMA), Research Development Test & Evaluation (RDT&E), and Other Procurement Army (OPA) Appropriations (special emphasis on OMA & RDT&E; OPA experience preferred).

. Knowledge of and experience using the DoD process, products, terminology, and guidance for the Planning, Programming, and Budgeting Execution (PPBE) process.

. An in-depth knowledge of Defense Acquisition processes, Financial Data Analysis, and Financial Data Reporting.

. Secret security clearance required.
