Job Summary

This field oversight role is responsible for contract and specification compliance of transmission and substation construction projects to include monitoring contractor performance, material receipts, and coordinating construction activities. Inspects and monitors contractor work for compliance with Dominion Energy's Safety requirements, Contract documents, Policies, and Procedures (quality, safety, schedule, specifications and environmental). Maintains schedule and reports to management on project status including weekly Progress Reporting. Coordinates and communicates with internal and external partners regarding major construction and maintenance projects. Ensures compliance with federal, state, and local laws and acts as the interface with appropriate agencies. Works with other Dominion Energy teams to resolve disputes and maintain a positive relationship with property owners, business owners, and the public. Assist Project Manager to identify transmission line outages, headways, durations, and clearance zones. Communicates with SOC for switching and receiving transmission line clearances. The construction coordinator will be involved in Electric Transmission Capital Projects in multiple regions that support Underground Transmission Construction. This position will report to Superintendent, Northern Region

  • Understands, recognizes, any recommends corrections on potential environmental issues before they occur

  • Solid understanding of engineering specifications and the application of specs to the projects.

  • Exercises positive communication with internal and external partners regarding construction projects.

  • Understands and executes current construction processes and procedures.

  • Works with Superintendent and/or Construction Consultant to ensure Time & Material, Lump sum, and Firm Fixed Price contracts are properly applied to construction projects.

Military service members and veterans with ranks from E5-E9, W1-CW5, or O3-O6, plus appropriate equivalent combination of education and years of experience as outlined below.

Required Knowledge, Skills, Abilities & Experience

Significant directly related experience (electric transmission line and/or electric transmission heavy construction): 10+ years with HS/GED; or 8+ years with related associate degree; or 7+ years with related Bachelor's degree *Note: A partial year of related work experience of 6 months or greater will be considered one year towards the qualifications

  • Full knowledge of construction, operations, and maintenance of transmission lines; switching, tagging, grounding and concrete construction

  • Basic knowledge of contract administration to include Time & Material, Lump sum, and Firm Fixed Price contracts as it applies to construction projects.

  • Ability and willingness to travel and be in the field extensively

  • Basic knowledge of OSHA safety standards

  • Basic knowledge of computer programs

  • Ability and willingness to work 40+ hour work weeks

  • This position will require that you operate a Dominion Energy vehicle or operate a vehicle on behalf of Dominion Energy

Job Summary

The successful candidate will be exposed to the many facets of construction, operation and maintenance of the Electrical Distribution System. If you enjoy the variety of challenging work outside of an office and want to develop communication, technical and mechanical abilities, the Groundman position may be an excellent starting point for a career with Dominion Energy. More specifically, the successful candidate will develop skills to prepare themselves for potential advancement in Line-work, Substation, Design or Dispatch areas. As a Groundman, the majority of the work is performed outdoors in all types of weather conditions and is considered "heavy labor". Must be willing and able to work up to 300 hundred hours a year in overtime. Must be able to respond within one hour of a call for overtime. Specific Groundman functions include but are not limited to the following activities:

- Providing tools, materials and supplies to journeyman linemen

- Ensuring safety rules and regulations are observed on the worksite

- Driving trucks and ensuring they are properly stocked and maintained

- Preparing the equipment and worksite for effective completion of assignments

- Operating various types of equipment used in the construction process (diggers, aerial devices, etc.)

- Perform all duties, as assigned

The selected candidate must be 18 years of age at the time of application, must obtain a Class A CDL learner's permit within 1 month of employment and a CDL within 6 months of employment. Due to weight limits on equipment, weight restriction of 290 pounds applies.

The starting pay rate will be $20.12 per hour advancing progressively to $25.36 per hour after one year.

Upon completion of your pre-employment background and medical check, your first day of work will be at our Training Center in Chester, VA. You will attend Groundman training for a period of 4 weeks Dominion Energy's expense.

Ability to lift up to 75 pounds on a regular basis

Ability to carry up to 60 pounds

Ability to work on ladders and hydraulic lifts

Ability to be on call and quickly respond for electrical restorations

Job Summary

This position defines and develops various enterprise-wide performance metrics, analyzes and recommends data collection process improvements, and ensures data integrity in reporting and analytics as it relates to various fleet and M5 processes and functions. This role will partner with the Sr. Business Performance Analyst to complete various daily, weekly and monthly functions. Additionally, this role will help assist with both IT and process improvements.

Core Functions:

Accurately complete monthly processes to include, but not limited to:

  • Fuel imports - 1st of month

  • P-card load - 1st of month

  • Recall report for Fleet Maintenance - 1st of month

  • Lease imports - mid month

  • 2308 parts inventory closing - 25th of the month

  • 2300 closings to include Idocs - end of the month; starts companywide closing process

  • Complete Blackline parts inventory reconciliation process twice a year (April and November).

  • Pull data requests and/or build dashboards to support various state and federal compliance filings such as the annual EPAct Report, Green Fleet reports, Workplace Charging, Employee EV Incentive Program, HAZMAT reports, Quarterly Guarantees, etc.

  • Develop, build and generate various adhoc reports such as inventory by cost center, by director/VP, utilization by mileage, etc.

  • M5/FA Fleet System administration: updating, adding, testing and/or changing various data fields and user roles.

  • Actively participate on the fleet system consolidation project team by documenting processes, testing scenarios, scrubbing data, etc. to move transition forward.

  • Partner with Fleet Management leadership and the Sr. BPA to develop, identify and measure various KPIs and other performance metrics related to various M5, fleet management and corporate green fleet initiatives, processes and procedures.

  • Assist with special projects or other duties as required or assigned.

Required Knowledge, Skills, Abilities & Experience

Required Experience: 3+ years related experience and a Bachelors degree or; 5+ years of related experience and an Associates degree or; 7+ years related experience and a High School Diploma. Note: A partial year of related work experience of 6 months or greater will be considered one year towards the qualifications.

Recent Microsoft Access and Excel experience - intermediate to advanced skills.

Experience creating queries, programs and linking tables to other systems.

Experience creating v-lookups, h-lookups, pivot tables, creating formulas, etc.

Ability to manage spreadsheets with large volumes of data (Ex. 10,000+ line items with 50+ columns)

Ability to generate and customize various reports to meet customer needs.

Excellent time management skills with the ability to meet stringent daily, weekly and monthly deadlines.

There are two positions available that will be filled at either the Engineer II or Engineer III level, commensurate with the successful candidate's experience, education, knowledge, skills, and abilities.

Dominion is seeking an Engineer II/III in the Operations Engineering Support-Special Studies team within Electric Transmission. ET Special Studies provides domain expertise and engineering root cause analysis for operational challenges across Dominion Energy and the electric grid. - Conducts research, development, and demonstration of leading-edge tools, technologies, and applications to maintain Dominion's leadership position in the industry.

- Power system modeling: transient oscillations, load flow, transient dynamic simulations, and real time digital simulations.

- Analyze multiple infrastructure interdependencies.

- Analyze and plan for significant increase in renewable energy on transmission and distribution systems, such as solar and wind energy, and the installation of microgrids throughout both systems.

- Perform manufacturer evaluations and support material requisitions as needed.

- Support Dominion field organizations in response to equipment emergencies, material, design, and any other issues identified by the field.

- Perform root cause analysis of events and implement improvement plans.

- Maintain and manage equipment data for transmission assets.

- Perform/support evaluation, design, engineering, and support activities related to advanced power systems technologies such as FACTS and HVDC.

- Participate/collaborate with trade and industry organizations, benchmarking activities, universities, ISOs/RTOs, and national research labs.

Must be able to meet NERC qualifications.

Basic Qualifications:

- Engineer II : 3+ years of related engineering experience and an ABET Accredited Engineering Degree

- Engineer III : 5+ years relevant engineering experience working in the electric utility industry (in Transmission System Operations, Substation Engineering, System Protection, Distribution Planning, or Transmission Planning) or 5+ years of research engineering work experience on directly related projects for the electric utility industry.   • Must be able to demonstrate ability to work safely and environmentally knowledgeable; bucket or line truck experience and hydraulic experience strongly preferred.

Bare Ground Program: Assumes full responsibility for the coordination, administration, financial tracking, and quality monitoring of the substation bare ground vegetation control program for transmission and distribution substations system wide. Provides scope of work and specifications for landscape installation contracts and independently implements installation of landscape plans for permitted projects while negotiating through the execution of plans and related functions with stakeholders, including governmental regulators and property owners. Transmission Vegetation Maintenance Support: Supports Transmission Forestry Coordinators by providing ornamental alternatives to undesirable vegetation removed from landscapes on private and public properties, often negotiating landscape replacement alternatives with the property owner or government entity to resolve complaints and claims. Administers Transmission Forestry Fee Owned Mowing Contracts. Is available for major storm restoration work and required to spend extended periods of long hours escorting and directing tree crews during those efforts

Facilities Maintenance Support: Supports Facility Services and Substation Supervisors with landscape maintenance concerns at Substations and Company Facilities and coordinates specialized vegetation management at critical substation locations.

GENERAL: Entry or developmental level position providing engineering support in designated company area, or specific engineering discipline. Perform engineering calculations, analysis, research and design. Under direction of supervisor or work leader, performs routine assignments designed to develop professional engineering work knowledge, gain familiarity with techniques, approaches, practices and the nature of engineering systems, equipment, etc. and to develop the ability to apply fundamental engineering principles and techniques, procedures and criteria in carrying out sequence of related engineering tasks. SPECIFIC to this role: The position is responsible for load planning, contingency planning, support long term planning based on load forecasts, and reliability performance for the delivery system. The candidate will work closely with a distribution system modeling engineer to analyze load and reliability data and determine appropriate solutions to improve the architecture on the distribution and mitigate overload conditions and enhance reliability, either at the circuit level or substation transformer level.

Primary Responsibilities for Both:

- Understanding annual facility load projections for both distribution circuits and transformers

- Identify normal thermal overload conditions on distribution circuits and distribution substation transformers through load projections

- Understanding annual Reliability Performance Indexes of Distribution Circuits and Devices (SAIDI, SAIFI, CAIDI)

- Identify poor Reliability performing assets and develop corrective actions and solutions

- Utilize Synergi (Distribution Software) to preform load flow modeling to identify thermal and reliability issues on the electric distribution system

- Understand substation transformer contingency concepts

- Understand protective device defeat at peak settings (DAP) for Loop Scheme automation

- Develop Project Scopes and estimates to solve thermal overload conditions that occur at peak operating times

- Develop Project Scopes and estimates to improve poor service reliability, power quality issues, and equipment failures

- Support preventive maintenance programs; thermography, switch and recloser replacements on the distribution system

- Develop detailed project scopes and cost estimates for identified solutions for DG Interconnects on circuits and substations in your grid planning areas

- Perform voltage study analysis using Synergi (Distribution Software) and recommend corrective actions on existing circuits or proposed circuits.

- Provide technical assistance to ROC (Regional Operating Center) and Operations on circuit or transformer planned outages or emergency outages when requested

- Respond to customer, corporate, and regulatory inquiries. Prepare supporting correspondence, reports, and presentations

- Perform other duties which include participating in Storm Restoration, representing Distribution at outside group meetings, and required operational activities.

Job Summary

Dominion Energy is seeking one individual to fill the Electric T&D Projects Manager I position in Richmond, VA.

Responsible for project management activities related to the execution of the Company's Rural Broadband Program. This work primarily consists of the installation of fiber optic infrastructure in rural areas to be used as middle mile infrastructure to provide broadband internet to those who currently do not have adequate access. This work is high volume, less complex in nature but requires the ability to manage multiple projects concurrently. This role also tightly coordinates activities between our ISP partners, Electric Distribution Design, Right of Way, and IT Telecomm to ensure project success. Manages adherence to service and/or contract standards, and coordination of permitting activities related to Railroad and Water Crossings, Interstate and State and Federal Authorities. Accomplishes assigned objectives and ensures timely completion of project.

Engineer III (Structural)

This role will support all structural engineering activities for the CVOW Offshore Wind project. This position will provide direction in the design, engineering, construction and installation of associated equipment for Offshore Substations and Wind Turbine Generators, to include commissioning activities and field support. These structural components include large monopile and jacket foundations, primary and secondary steel structures, corrosion protections, etc.. This position will work closely with stakeholders, both internal and external to Dominion Energy, to ensure that the design parameters for the project are implemented correctly. Provide direction, expertise, and advice on complex technical challenges.

Dominion Energy is looking for one individual to fill the Electric Distribution Technical Coordinator position in Herndon, VA.

This role is fully competent in the technical aspects associated with the distribution initiatives and programs. Provides expert technical support, direction and advice in analyzing proposed overhead and underground designs to ensure compliance with current technical standards and operational requirements. Applies knowledge and technical skills to provide technical project management, design, and technical direction to contractor personnel. Provides technical project management including scoping, scheduling, budget development, cost tracking and reporting, and technical oversight. Independently performs technical evaluations as needed. Acts as a liaison with multiple internal departments including Design, Right of Way, Joint Use, Reliability (Standards), and Contractor Management. Ensures flow of information and documents between internal departments and contractor personnel is both accurate and timely. Interacts with external stakeholders and/or providers to assess interest in collaboration on projects. Provide oversight for procedural protocols and determination of billing requirements associated with providers participation on individual projects. Assists with review of invoicing from contractors. Performs technical evaluations as required. This role is also competent with reviewing easement documents for technical accuracy.

Specifically, this role will be responsible for the technical coordination of projects that fall under the company's Rural Broadband Program, with the following responsibilities:

  • Coordinate with Internet Service Provider (ISP) engineers to identify detailed routes to serve pockets of unserved customers with fiber.

  • Coordinate with Internet Service Provider (ISP) engineers to confirm fiber access point locations when necessary.

  • Coordinate with IT Telecom, Grid Transformation, Reliability, Substations and ISP's for route optimization.

  • Field check and scope routes, # of poles, existing fiber, water crossings, railroad crossings, bridges, etc.

  • Create new WMIS projects based upon the scoping document and coordinate with Design to prioritize their fiber projects

  • Coordinate with Contract designers and Right of Way Contractors for project specific issues

  • Additional duties as requested or assigned.

Job Summary

Two opportunities for the mid-level T&D Projects Specialist position: one each in the Norfolk, VA, office and in the West Broad office located on the west end of Richmond, VA. Please identify for which position(s) you would like to be considered.

Dominion Energy is seeking a candidate to fill the position of T&D Project Specialist II-Permitting. This opening is ideal for a self-starter looking to define a new role within Electric Distribution Design. The role will be responsible for efficiently recognizing and meeting project milestones based on input from the project team and oversight of a contractor responsible for the permitting application, submittal, approval, and possible extension, and close-out processes. The successful candidate will also oversee a permit tracking and reporting platform in order to evaluate permitting metrics, not limited to, quantities, permit review duration, cost, deficiencies, and extensions. By utilizing and designing these reporting systems, an ideal candidate will be able to communicate and analyze trends, concerns, and successes in the permitting process.

Responsibilities:

  • Serve as single point of contact, for customer/contractor/municipality; perform due diligence to accurately determine permitting needs and responsible Design Group.

  • Form and leverage relationships between design, project management, Joint Use, Construction, contractors, and external permitting agencies; facilitate stakeholder meetings.

  • Analyze and evaluate existing process improvements to ensure quality assurance and compliance with company/regulatory standards.

  • Understand electrical designs and cost estimates from scope of work and project requirements.

  • Responsible for coordination of all permits, supporting internal and external projects/programs, and address any joint use and easement issues associated with the permits in timely manner.

  • Act as single point of contact between Dominion Energy and contractor(s) responsible for permitting, joint use and easements.

  • Assist with onboarding, provide training as needed for contractor resources to ensure consistency across the system.

  • Assist with resolutions of any quality issues with contractors, third party customers, and/or supplies.

  • Monitor work to ensure compliance with approved quality plans and procedures.

  • Assist with providing leadership skills through training, mentoring and supporting less experienced design personnel as well as interacting with other groups/departments.

  • Provide bi-monthly report-out to Dominion Energy leadership to include status of relationship with Jurisdictions, DE contractor performance.

  • Assist with interpretation and communication of company policies and procedures to customers.

  • During outage events, utilizes electronic damage assessment tools to provide data for restoration analysis and customer communication.

  • Conducts field assessment of electrical infrastructure for resource allocation and material needs, and facilitates logistics for storm response.

  • Provide design support as determined by department supervisor, utilizing ArcFM, AutoCAD, NJUNS, or other tools as appropriate.

  • Provide assistance with inspecting project sites, facilitate stakeholder meetings, and provide daily support to designers and vendors.

  • Perform other duties as requested or assigned.

Required Knowledge, Skills, Abilities & Experience

Minimum Requirements (Note: A partial year of related work experience of 6 months or greater will be considered one year towards the qualifications):

  • Four (4) years directly related experience (in electric distribution/utility design, construction management and/or project management) with a Bachelor's degree; 6 years of directly related experience with an Associate's degree; or 8 years of directly related experience with a High School Diploma/GED.

Additional Knowledge, Skills, and Abilities:

  • Strong knowledge of distribution design, electricity, company policies and procedures and mainframe and personal computer.

  • Demonstrates leadership skills.

  • Skills: good written, verbal and interpersonal communication; math and technical aptitude; time management and organization; project management; analytical.

Job Summary

There is one position which will be filled at the Senior or Mid-level Business Process Analyst commensurate with the successful candidate's education, experience, knowledge, skills and abilities

Responsible for analyzing and making recommendations for changes to internal processes, standards, and specifications in order to create more efficient and economical design practices and processes for substations at Dominion Energy. Assist on multiple concurrent projects to identify and document the major business processes associated with project execution and substation design. Conduct benchmarking and best practice analysis of Substation Engineering's project execution processes against both industry and non-industry processes. Identify opportunities to improve the efficiency and effectiveness of the business processes within Substation Engineering without jeopardizing project production, operational reliability, or safety. Develop business cases to support new technology and design innovation projects, and then monitor the progress associated with the implementation of recommended changes for regular assessment by group leader(s) and technical teams. Apply process modeling tools, process improvement methodology, benchmarking, project management, and change management to standard development projects.

Senior Business Process Analyst: Develop and manage business tools and process that help drive and measure standard development and project execution support efforts. Coordinate vendor activities in support of various program objectives, including but not limited to: leading technical teams, logistically setting up discovery workshops, configuration workshops, and training sessions. Coordinate and/or lead team activities and working group meetings, in support of group objectives (technical and business process development/refinement) Update documentation, by promptly updating shared documents on websites, and hard-copies carried by stakeholders. Job Summary

This position provides technical support to engineering and pre-construction and is the entry level position within the GIS Technician job family. Job Summary

Dominion Energy's System Protection Engineering Standards department is seeking a highly motivated Electrical Engineer to help us build the grid of the future. The Protection & Communications Engineer is responsible for performing the engineering analysis and design of the Power Line Carrier (-PLC-) pilot communications systems used across Dominion Energy's electric transmission system. The engineer will select and specify the PLC equipment for all capital projects, support the System Protection Engineering Standards Team, and contribute to the development and implementation of new digital protection technologies like IEC 61850 and Ethernet-based Transfer Trip.

*There is one position, Engineer II or Engineer III, which will be filled at the level commensurate with the successful candidates education, experience, knowledge, skills and abilities*

The position will be filled as either an Engineer II or Engineer III based on experience. The Engineer II/Engineer III is fully competent to expert level in all conventional aspects of the subject matter. Second level position in the engineering series provides engineering support in designated company area, or specific engineering discipline. Engineer III is the top progression level position in the engineer series. Includes senior to technical expert engineers, able to perform difficult and complex work requiring thorough knowledge of the subject matter and significant experience within functional assignment area.

Job Responsibilities:

  • Selecting and coordinating all PLC signal frequencies, ensuring adequate margins are maintained to prevent interference between carrier signals employed by Dominion Energy and neighboring utilities/customers

  • Serving as a subject matter expert on the specification and application of PLC equipment, including transmitters/receivers, line tuners, wave traps, monitoring devices and schemes

  • Producing and maintaining all pilot communications systems drawings, including PLC one-lines and distributed generation transfer trip diagrams

  • Maintaining databases of all PLC frequencies, transmitters/receivers, and ongoing/upcoming projects

  • Developing communication equipment configuration settings for new and existing protection schemes

  • Providing expert technical assistance to various engineering teams, project management teams, and field technicians to fully develop and implement the protection and control design packages

  • Performing peer review of engineering design packages and reviewing as-built drawings from the field

  • Assisting in the development of protective relay settings for Dominion Energy's electric transmission lines, transmission substation assets, and distribution substation assets

  • Supporting the development of new standard protection schemes and the evaluation of new protective relay and protective communication equipment

  • Assisting in the development and maintenance of Dominion Energy's standard protection schemes, including drawings, documentation, descriptions, standard guidelines, and application notes

  • Providing technical support to the fault analysis team in the review of protection system operations

  • Participating on various company teams and industry-level organizations to enhance Electric Transmission's system protection performance

  • Participating in trade and industry organizations and benchmarking activities

  • Performing other duties as requested or assigned

Required Knowledge, Skills, Abilities & Experience

The knowledge, skills, abilities and experiences required for entry into this job include the following:

Engineer II: 3+ years of relevant engineering experience

Engineer III: 5+ years of relevant engineering experience (or at least 5 years of research engineering work experience on directly related projects for electric utilities. Work on such projects may be accomplished as part of an Electrical Engineering PhD program on its own (if 5+ years in duration) or in combination with additional research engineering work experience on directly related projects for electric utilities)

Note: Upcoming engineering PhD graduates with a projected graduation date of no later than December 31st, 2021 who also meet the engineering criteria (see education requirements below) will be considered.

*Note: Please see additional required engineering criteria below in Education Requirements; A partial year of related work experience of 6 months or greater will be considered one year towards the qualifications; A master's degree can count as one year experience

  • BS Electrical Engineering degree required. Advanced Degrees may be substituted for years of experience

  • Power Line Carrier (PLC) communications, telecommunications engineering, or digital / analog communications systems highly preferred

  • Understanding of AC/DC fundamentals, including three-phase power systems

  • Knowledge and understanding of substation components and their functions

  • Knowledge and understanding of the protection principles and practices for transmission lines, distribution feeders, and major substation equipment

  • Knowledge of analog communication fundamentals (modulation, forward/reflected power, dB basics, SNR, etc.) and how this applies to pilot communications over electric power lines including hardware employed (line tuners, CCVTs, wave traps, transceivers, hybrids, etc.)

  • Understanding of basic networking concepts including architecture, major hardware (switches, routers and gateways) and physical media (fiber, copper and media converters)

  • Understanding of the OSI Model and various communication protocols (TCP/IP, ARP, Telnet, etc.)

  • Knowledge of communication systems and protocols used in the utility transmission substation environment (SCADA, DNP, Modbus, SEL Communication Protocol, GOOSE Messaging, IEC 61850) is desired

  • Experience with short circuit modeling software preferred (e.g. Aspen, Cape)

  • Understanding of IEC 61850 communication protocol for intelligent substation protection is a plus

  • Strong time management skills with the ability to independently plan and organize work assignments

  • Strong oral and written communication skills, including technical writing

  • Equally effective with working independently or in a team environment

  • Ability to think analytically and solve complex problems

  • Experience writing scripts, macros, or code to develop tools used to automate work processes (VBA, Python, .NET, C#, etc.) is a plus

  • Ability to interpret codes, regulations and practices

  • Self-starter who is comfortable actively seeking formal and informal learning opportunities

  • Possess a 4-year engineering degree from an ABET accredited engineering program based on the year that the engineering program was accredited by ABET, or

  • Possess a 4-year engineering degree from an institution outside of the U.S. which is accredited through the country's own engineering accrediting body under the Washington Accord as a full signatory, and is a degree that was recognized by the country's accrediting body on or after the date that full signatory status was achieved, or

  • Possess a 4-year engineering degree from a non-ABET accredited program and a postgraduate engineering degree from an institution where the undergraduate degree in the same engineering discipline is ABET accredited based on the year the engineering program was accredited by ABET, or

  • Possess a 4-year degree in Physics, Chemistry, Math or Engineering Technology and a post-graduate engineering degree from an institution where the undergraduate degree in the same engineering discipline is ABET accredited based on the year the engineering program was accredited by ABET, or

  • Holds or has previously held a valid U.S. Professional Engineer license.
