Job Overview
Aerojet Rocketdyne is seeking a Procurement Analyst (Buyer) for our facility in Huntsville, AL.
Performs procurement activities that range from Preliminary Contract Award, Pre-Contact Award, and Post Contract and Supplier relations. Requires in-depth working knowledge and application of procurement concepts, practices, and techniques. Typical responsibilities include:
Issue and manage request for quotes (RFQ) to suppliers for new procurement efforts
Monitoring supplier performance through use of internal production/manufacturing schedules
Work directly with the Price Cost Analysis team
Selecting payment type.
Conducting informal negotiations, which may lead to a written contract.
Issuing contract modifications.
Work directly with program team members to determine the supplier that would best support program and customer needs
Manage each contract award to maintain delivery schedule and work directly with the supplier to mitigate any risk to schedule.
May issue Firm Fixed Price, Time, Material and Labor Hour purchase orders, Blanket Purchase Agreements, Service Agreements and Cost type contacts.

Essential Functions
Working under limited general direction:
60% - Handles fundamental procurement activities including acquisition of materials, components and services at realistic and competitive prices, which meet schedule, safety and quality standards.
20% - Performs price/cost analysis.
20% - Provides proposal support.
Requirements
Requires a Bachelor's degree in an appropriate discipline and three (3) years of directly related experience, or an equivalent combination of education and experience.
Qualifications:
Must be familiar with Federal Acquisition Regulations (FAR) or (DFAR), codes and procedures pertaining to procurement and contractual agreements, as well as principles and practices of purchasing.
Must have Buyer experience within DoD environment
Knowledge of procurement documentation, methods and techniques utilized in determining and analyzing the quality of equipment, materials, services and supplies.
Knowledge of methods of invoicing, including shipping and handling charges, discounts and taxes.
Ability to interpret, apply and explain applicable purchasing policies and procedures.
Ability to conduct price analysis and simple proposal evaluations.
Requires U.S. Citizenship, U.S. Permanent Residency or other status as a U.S. Person. Must be able to satisfy federal government requirements for access to government information and having dual citizenship may preclude you from being able to meet this requirement.
Work Environment/Physical Requirements:

Essential Functions
Working under general direction:
40% - Perform budgeting, forecasting, EAC estimates and performance measurement system status (EVMS) and maintenance utilizing computers/systems as required to perform assignments and to communicate effectively both verbally and in writing.
30% - Analyze data and prepare financial reports, including the monthly Cost Performance Report (CPR), for Program Managers and other internal and external customers. Create financial spreadsheets including ad hoc reports. Interface with management on financial matters.
15% - Review and analyze status/progress and prepare variance analysis reports appraising management of trends and anomalies which effect performance. Prepare customer reports monthly and internal reports as required.
5% - Develop new tools to support Program team and improve efficiency of Data Analysis and Validation
5% - Prepares program team for Internal and external audits.
5% - Support customer and government meetings.
Requirements
Requires a Bachelor's degree in Business Administration, Finance, Accounting, Economics or an appropriate discipline and 10 (10) years of related experience or an equivalent combination of education and experience.
Requires mathematical ability to accurately perform calculations used in cost/budget analysis.
Must have strong foundation of computer skills and be proficient using imported and/or exported data. Requires familiarity with Microsoft Excel, PowerPoint, and Word; Deltek Cobra experience is a plus. Requirements

The Materials and Processes Engineering team applies principles of chemistry, physics, and material behavior to develop metallic, non-metallic and energetic substances, compositions, and materials for use in exploratory research, and product development that leads to production. Provides expertise in the areas of non-energetic and energetic materials and properties, material chemical and structural characterization testing, modeling and performance. Performs first order analysis of transient loads and structural response, subsystem and system integration, and engineering consultation. Material analyses may include failure analysis of components, systems and subsystems, life predictions, and definition. Designs and scales up manufacturing processes, instruments and equipment, and tests manufactured products to ensure requirements and quality are met.
Summer internships will start in approximately May/June and end in August/September.
