Overview

Naval Information Warfare Center, Pacific (NIWC Pacific) is looking for a self-directed and motivated individual to join our team as Deputy Lead Systems Engineer in support of a DoD program. Primary work location is at Naval Information Warfare Center Pacific in San Diego, CA with additional ability to perform some aspects of the position remotely. This position requires a DoD Secret clearance.

In this role, you will provide System Engineering and subject matter expertise for network and communications systems in support of NIWC Pacific Code 55111 to fulfill PMA-268 Unmanned Carrier Aviation (UCA) requirements, focused on developing features for the Advanced Networking Tactical System (ANTS) and Ashore Routing Communications System (ARCS) network hardware. As the Deputy Lead System Engineer, you will support the ANTS/ARCS team on shore and ship network integration and testing to ensure network functionality meets UCA aircraft requirements. The aircraft is the Navy's new unmanned drone, the MQ-25A Stingray, with a primary mission of aerial refueling and a secondary capability to provide Intelligence, Surveillance, and Reconnaissance (ISR) all while being launched and recovered from an aircraft carrier.

Responsibilities

Job Duties

  • Perform role of Deputy Lead Systems Engineer

  • Act as liaison between C4I IPT engineering teams and air vehicle vendor(s), PMA engineering team and control station vendor

  • Primary POC for C4I engineering team operations

  • POC for C4I Project resourcing (personnel/equipment/facilities)

  • Represent engineering team in technical discussions as delegated by Lead Systems Engineer

  • Develop and execute risk management process for C4I engineering team, track engineering risks

  • Facilitate engineering working groups and raise issues/risks/help needed to Lead Systems Engineer and Project Manager

  • Serve as liaison between engineering team and MQ-25 leadership

  • Direct onboarding process for new engineering team members (specify areas of focus in regard to onboard's specialties)

  • Gather team resource needs (e.g., personnel, equipment, software licenses, maintenance, etc.) and socialize team resource needs with Lead Systems Engineer and Project Manager

  • Track engineering schedule progress and report status to C4I Scheduler, Project Manager, and Lead Systems Engineer

  • Participate in technical discussions reviews and review engineering documentation (e.g. interface, design, software loading documentation)

  • Provide feedback regarding engineering team performance to Lead Systems Engineer to support performance reviews; provide performance feedback to engineering team.

  • Present technical/engineering slides during briefs as directed by Lead Systems Engineer

    Desired Skills/Experience:

  • At least 5 years of experience in network design or engineering, mathematics, software engineering, or software development; systems engineering experience preferred, project management experience a plus

  • Experience with technical engineering projects as a lead in multi-disciplined engineering designs, developing and applying innovative solutions

  • Experience coordinating efforts across multiple stakeholders and balancing competing needs/expectations against project requirements and schedule

  • Experience leading teams (Scrum Agile teams a plus) ensuring they have the information they need to do their jobs well

  • Experience in development, build and production of C4ISR systems using COTS or GOTS equipment

  • Experience with NAVAIR systems specifically unmanned air vehicles

  • Experience with unmanned air vehicle ground control stations

  • Excellent oral and written communication skills required

  • Ability to communicate complex technical concepts across a diverse audience

  • Ability to handle high-pressure, fast-paced environments that continually evolve

Education/Qualifications

  • Bachelors in Engineering, IT, Computer Science, Software Engineering, or Mathematics

  • CSWF Level II certifications:

  • CompTIA Security+ or equivalent

  • CompTIA Linux+ or equivalent (RHEL preferred)

  • Cisco CCNA or equivalent

  • Highly proficient in using AutoCAD, VISIO, MATLAB, Multisim and Team Center
