As an Alteration and Installation Team (AIT) Senior Marine Engineer, you will be a Hull, Mechanical, and Electrical (HM&E) or Command, Control, Communications, Computers, Combat Systems, Intelligence, Surveillance, and Reconnaissance (C5ISR) Subject Matter Expert (SME) on a team that is evaluating and managing the delivery of new amphibious ships and landing craft to the fleet. Our team is led by a Program Manager and Deputy Program Manager, each having decades of experience working in the DoD and Shipbuilding Industry. Our Amphibious Warfare Operation provides critical services to nearly all U.S. Navy amphibious ships and craft. You will work closely with Government and industry professionals as well as shipbuilders and other support personnel. In this role, you will provide technical program support to the Post-delivery Manager providing HM&E or C5ISR support. This may include:
Provide timely resolution of issues related to systems design, as well as Alteration Installation Team (AIT) installations and integration during post-delivery periods, including all pre-availability planning efforts, Industrial Post Delivery Availability (IPDA), Post Delivery Availability (PDA), Fitting Out Availability (FOA), Post Shakedown Availability (PSA) and various windows of opportunity.
Coordinates all efforts related to the planned AIT installations during these availabilities to include Combat Systems Light-Off (CSLO) and Systems Operational Verification Testing (SOVT). Ensures requirements are defined and met according to specifications.
Provide analysis of shipyard progress data and metrics, and other relevant sources of information to advise clients on current and developing issues. Provide reviews, analysis, studies, documentation, and recommendations for HM&E or C5ISR systems.
On behalf of the Post Delivery Manager, interface with Ship's Force, NAVSEA, SPAWAR, and NAVAIR On-Site Installation Coordinators (OSIC's) with the sequencing of system installation and testing. This may include the exchange of critical path scheduling information for prior/concurrent alterations or to resolve integration issues.
Provide technical and programmatic support. Review and evaluate various system documents, drawings, and Integrated Logistics Support (ILS) products to ensure accuracy and proper shipboard integration and installation.
Manage and maintain the AIT database and participate in associated bi-weekly meetings to review and update the status of each planned system installation effort. One of AIT databases many reports is the "Scorecard." Scorecards are a powerful management/planning tool that presents important data necessary to support an installation. The AIT database will be utilized to track, coordinate, and provide all information pertaining to the AIT effort (i.e. Technical Data Packages (TDPs), ILS, Plans of Action and Milestone (POA&M), Industrial Support requirements, Objective Quality Evidence (OQE), SOVTs, Point of Contact (POC) information, training requirements, etc.
Liaison with the planning yard to facilitate approvals of any change documentation or upcoming configuration changes. Work with the planning yard when a new system change is forthcoming to coordinate design/support requirements.
Participate in all Planning Meetings, Combat System Working Group Meetings, and Configuration Control Board Meetings. Provide a brief of the AIT work package weekly.
Provide deck plate management support of all AIT work items, attend daily production meetings, Commanding Officer (CO) weekly status briefs, and daily coordination of AIT industrial support services requirements including temporary services, laydown areas, crane and rigging, etc.
Track and monitor hardware, services, or system completion progress through delivery and Government acceptance.
Support customers in the analysis and improvement of ship construction and repair process policies and procedures.
Typically supports multiple project activities and may support multiple programs within the organization
Lead and direct the work of others including providing mentorship and technical guidance.
Responsible for ensuring that AITs meet all the pre-requisites for shipboard installations and provide all installation deliverables per plan.
Track status of AIT readiness. Ensure all stakeholders are informed of proposed installations and updated as to progress and problems/delays encountered during installation.
Ensure requisite AIT Personnel qualifications and training records are complete.
Ensure completeness and accuracy of the Alteration Completion Report once all work has been accomplished. Validate all required signatures are captured.
Coordinates with various Program Offices, PARMS and Field Activities to ensure AITs are ready for execution.
Performs advanced planning efforts and ensures all long lead-time material (LLTM) is procured in time to support an installation during a specific availability. Identify issues that will potentially impact schedule.
Ensure that the AIT effort is fully coordinated with the Hull Manager, Participating Acquisition Resource Manager (PARM), Planning Yard, Execution Yard, and Ships Force.
Provides AIT with the required information to gain access to ships.
Review all AIT Industrial Support Work Specs to ensure it meets the intent of the Technical Data Package submitted by the AIT Lead.
Obtain and submit all ILS Certification documentation. Provide copies to the Planning Yard and Ships Force.
Submit configuration change data to the Planning Yard via Tech Data Package.
Ensure Space Access requirements are identified.
Coordinate waterfront Technical Authority (TA) review and approval of any in-process modifications and non-conforming conditions or exceptions as required.
Resolve AIT issues that arise during PICO, installation, and during SOVTs.
Chair daily AIT status meetings throughout the availability.
Attend daily production and weekly progress meetings and provide status of assigned installation including problems/delays encountered.
Coordinate all AIT Test callouts with Test Manager.
Work with Hull Manager to ensure all requested AIT support services are provided as required. Mediate any discrepancies regarding AIT support services; report any discrepancies the AIT Manager.
Qualifications
To be successful in this role, you will have
A Highschool Degree/GED with fifteen or more years of relevant experience. Individuals with college degrees or technical school or military certifications will be considered.
A security clearance will be required post-employment
Possess detailed knowledge of compartment and general arrangements, amphibious hull/structure design, and machinery arrangements.
Knowledge of Computer Aided Design (CAD) as a design tool.
Detailed knowledge of applicable laws and regulations that pertain to Maritime operations, Naval Architecture, Safety of Life At Sea.
Working knowledge of general marine engineering principles to ensure equipment interface within the vessel as a total system.
Expert knowledge of analytical techniques and ability to adapt study and analytical methods and techniques, interpret findings, and make recommendations.
United States (U.S.) citizenship.
Ability to operate personal computers and have good knowledge and operational abilities with Microsoft Office tools.
Ability to support activities in a shipyard or naval facility. Some work may occur within an industrial field office, outdoors and/or aboard ship while the ship is undergoing construction, alteration, activation, overhaul, repair, and/or underway trials. Walking and climbing throughout the ship, to accomplish ship checks, may be required. Exposure to high noise levels, uncomfortable temperatures, heights, or other industrial safety conditions will require use of personal protective clothing and equipment.
Ability to travel to support activities in a shipyard or naval facility or onboard ship while underway. This may include extended periods during shipyard availabilities.
Additional desired experience and skills:
Relevant U.S. Navy or U.S. Coast Guard experience in the areas of ship construction or ship repair is desired. Amphibious warship ship and/or craft construction or ship repair work experience is ideal.
Bachelor's level degree in an Engineering discipline is desired.
15+ years relevant experience is desired in U.S. Navy shipbuilding, specifically with amphibious class ships
Experience is desired in DoD/Navy ACAT I Programs.
