APS-3: Business Manager

This role is a part of the APS-3 Program. The U.S. Army's pre-positioned stocks (APS) serve to provide materiel power projection around the globe. These strategically positioned resources augment the Army's strategic airlift and military sealift requirements during contingency operations. Our program ensures that the U.S. Army's stocks are properly maintained and ready to deploy at a moment's notice.
Business Manager duties include but not limited to:
Acts as the single overall manager and point of contact for all financial matters. Reports to the Deputy Program Manager for Sustainment. Provides guidance to managers and finance personnel located within the organization. Oversees Security, Information Technology, Finance, Purchasing, and Internal Property Accountability sections. Liaisons with Government, KBR Corporate, and Small Business Partners as it relates to personnel and contractual matters.
RESPONSIBILITIES:
Acts as advisor to the Program Manager on all matters related to finance.
Is responsible for producing a budget and accounting for the expenditure of funds.
Is responsible for submitting invoices to the customer to include the administration of the general ledger, accounts receivable and payable.
Provides management and guidance to the managers and support staff on finance matters.
Assists Program Manager in the development of policy and directives as they pertain to finance.
Ensures compliance with ISO 9001:2015 standards as they pertain to the business operation of the contract.
Develops and maintains a strong, effective relationship with the customer, acting as primary interface on the administration of financial matters.
Participates in planning processes with customer, providing input on matters related to finance.
Ensures timely submission of required Contract Data Requirement Lists (CDRLs) reports to the customer.
Manages the process of compiling, analyzing, and interpreting statistical data related to finance. Initiates and ensures necessary corrective actions are taken to meet requirements.
Ensures the establishment of a comprehensive training program that ensures all personnel involved in the business functionality of the contract are adequately trained to perform their jobs to include training in the proper use of the required automated systems used to run the business.
Verifies policies, procedures and quality standards are audited and being performed followed.
Manager a team of 50 personnel and perform other related duties as assigned.
Performs other related duties as assigned.
REQUIREMENTS
Must be a U.S. Citizen.
Must possess or be able to obtain a U.S. Government issued Secret Security Clearance and maintain it for the duration of your employment on this contract.
Must be able to obtain and maintain local base access.
Must be able to obtain and maintain a Common Access Card (CAC).
Bachelor's Degree in Business Administration, Business Management, or Financial Management. Equivalent experience in the Financial Management field may be substituted for part or all of the education requirements if deemed in the best interest of the company.
10 years of experience in financial management with 7 years being in a management or supervisory capacity. In lieu of a degree, a combination of college credits, other formalized training, or education, and related work experience may be considered.
Experience with DoD contracting and the ability to review and apply technical specifications and requirements to financial management.
Ability to comply with all established methods, quality standards, and time schedules applicable to this position.
Strong written and oral communication.
Prefer: Experience using the following business systems: Microsoft Office, Deltek Costpoint, and Workday.
