SAIC is seeking a Program Management Team Manager to support the US Navy in North Charleston, SC.

Responsible for managing naval training simulation project. Plan, coordinate, and manage to meet project objectives. Integrate all functions and activities necessary to perform the program to meet the customer requirements. Plan and implement actions by the program team to define and implement technical baseline and meet quality requirements for program products and services. Direct project team personnel, manage cost and schedule, ensure contract compliance, and serve as customer interface. Receives assignments in the form of objectives and determines how to use resources to meet schedules and goals. Leads daily operations of work unit. Decisions impact work unit operations. Work is reviewed for soundness of judgment and overall quality and efficiency. Manages experienced professionals (e.g. engineers, scientists, financial analysts) who exercise discretion and independent judgment performing assignments.

Job Duties:

- Lead the development of budgets and schedules to meet project requirements for an assigned portion of a program, leading in and establishing and defining program plan requirements, and monitoring and reporting performance against plans to ensure that contractual, cost and schedule objectives are met.

  • Evaluate and present alternatives for establishing or changing the budget allocations for new or existing projects.

  • Develop mechanisms for monitoring project progress and for intervention and problem solving with project managers.

  • Review status of projects and budgets; manages schedules and prepares all weekly monthly and quarterly contractual reports per the Statement of Work.

  • Ensure contract requirements and subcontractor responsibilities are being accomplished including working on the definition and implementation of project planning techniques to provide visibility on the contract.

  • Lead in the development of solutions to a variety of problems in scope and complexity. Must be familiar with government policies, procedures, and practices for guidance.

Qualifications

Required Education and Experience:

  • Bachelor's degree and ten (10) years or more of related experience; master's degree and eight (8) years or more of related experience.

  • At least 3 years of Contract Management experience, to include: Development of Program Acquisition Documentation, Data Collection and Analysis. Familiarity with Federal Acquisition Regulation (FAR) and DoD procurement policies, and procedures.

Preferred Key Skills/Certifications:

  • Project Management Professional certification or commitment to obtain within 12 months of employment.

  • Technical background in a production / manufacturing environment.

  • Microsoft Office - Expert abilities utilizing Excel, Word, and PowerPoint. Some working knowledge in Microsoft Project a plus.

  • Must be extremely well organized, possess strong time management skills, able to work under pressure, adapt quickly, and meet frequent deadlines.

  • Ability to maintain confidentiality.

Required Clearance:

  • Must be a US citizen with the ability to obtain a Secret security clearance.
