Job Description: Spectral Solutions South Business Functional Lead
This position is accountable for all Configuration and Data Management personnel and business support for Spectral Solutions South (S3). This position is responsible for meeting division CM/DM technical, schedule and cost objectives while provinding direct support to assigned programs and directly managing group leaders.
Essential Functions:
Meet CM Business Functional Lead annual performance goals
Ensure exceptional support for S3 programs
Engage with S3 Engineering and Business leadership
Manage CM/DM budget as Control Account Manager
Responsible for S3 CM/DM team performance against established goals
Quarterly performance assessment
Professional development, retention and engagement
Continuous improvement
Provide CM/DM support for assigned S3 programs
Analyze proposed product design changes to determine their effect on the overall system
Establish configuration management plans in accordance with established processes and contractual requirements
Prepare Configuration Management cost plans for task orders and proposals
Perform audits to verify compliance with contractual requirements
Knowledge Leading a complex team working in the following areas:
CDRL/SDRL Management - Assist in ensuring contract deliverables are provided to the customer on time, adhere to contract requirements, and are of high quality. Maintain the delivery schedule and coordinate with team members to provide inputs and communicate deadlines. Assist program team members in documentation formatting. adhering to internal standards, formatting requirements, and contract authorization. Ensure correct and complete markings on all documentation.
Documentation Formatting - Ensure program documentation adheres to internal standards, formatting requirements, and contract authorization. Ensure correct and complete markings on all documentation. Apply and track control numbers or other identifiers as required.
Data Handling and Transfer - Manage all communication (incoming and outgoing) with the customer, log and track messages, maintain folder structures, facilitate the transfer of data between different networks and systems, media burning, file scanning, and file uploading.
Data Entry - Input data into configuration management tool systems, ensure complete and accurate records, facilitate the correction of any errors or missing data.
Poperty Management - Tracking of incoming and outgoing accountable governemnt property. Physical tagging and removal of tags from equipment, assisting with annual inventory checks.
Software Configuration Management - Software CM baseline management, perform formal software builds, create deliverable media, update corresponding documentation, maintain Software Library, perform software installations on deliverable equipment, perform device hard drive captures, anti-virus scanning (and update monthly), CM toolset administration, support the tracking and processing of PTR and DR reports and support CCB.
Other functional support as assigned to assist the execution of engineering activities.

Experience supporting internal and/or external customers.
Qualifications:
Active Public Trust clearance
Bachelor's Degree and a minimum of 9 years of prior relevant experience. Graduate Degree and a minimum of 7 years of prior related experience. In lieu of a degree, minimum of 13 years of prior related experience.
Strong attention to detail
Excellent written and verbal communication skills
Expert time management ability and sense of urgency in meeting critical deadlines
Willing to work overtime and/or outside of normal business hours as needed to meet deadlines
Ability to work individually and as a team member to achieve team objectives
Advanced knowledge of Microsoft Office Suite (Word, Excel, PowerPoint, Outlook) and Visio
Experience implementing EIA-649C Configuration Management Principles as they apply to both Hardware and Software
Preferred:
Degree in a technical or business-related discipline
Experience working in a fast-paced continuous change / agile engineering environment
Experience using Data/Property Management tools (e.g., Sunflower, Excel, Clearquest)
Experience supporting internal and/or external customers.
