This role leads the strategic execution of technology in support of USAA's Property & Casualty (P&C) business. In this role, the Executive is responsible for the full life cycle of compliant information technology activities, including strategy, planning, design, development, execution, optimization, transformation, and technical vision to fully support P&C's information technology function. This role drives innovation and adoption of industry standard methodologies across current and emerging technologies within digital, mobile, cloud, data, collaboration and core processing solutions that support P&C policy administration for personal and commercial lines of business, claims, financials and data & analytics. As a key member of the Executive Management Team, this executive provides organizational leadership and technical vision, coupled with strong discernment to deliver an efficient, sound, and industry leading technical platform, enabling a digital first organization. Responsible for a portfolio which includes critical application development to include the build, maintenance and standards of technology crucial in USAA's P&C operations
Job Requirements
Managerial Responsibilities:
Leads the design and execution of USAA's P&C technology strategy, considering USAA's business strategy and complex regulations and multifaceted supervisory expectations, including how they apply in a matrixed commercial environment.
Optimizes USAA's P&C Information Technology (IT) performance management, first line of defense risk management, and vendor management capabilities.
Leads the contractual, commercial, and operational working relationships with vendors to drive effective delivery of IT services to the P&C business.
Oversees a team responsible for developing and driving technology strategies which are aligned with Enterprise and P&C business's strategic and operational objectives.
Assesses technologies and sees opportunities to increase business agility and manage complexity.
Controls the activities of USAA employees and 3rd Party IT professionals engaged in application development and maintenance of cross business unit Enterprise IT systems.
Ensures the overall delivery of all Enterprise project application development efforts to include strategic milestones and Board of Director Projects. Represents IT as the key consultant and strategic partner with USAA executive management in the development of global technology solutions for meeting business requirements and ensuring necessary and preemptive operational changes.
Proactively designs infrastructure and develops scalable systems for the Enterprise.
Provides technology strategies and advice that align and support USAA enterprise system initiatives. Ensures that appropriate technology systems are employed and maintained to deliver excellent experiences for our members to include the identification of business alternatives, systems development, software acquisition, and ongoing systems maintenance.
Develops technical talent with the requisite data and technology capabilities to deliver performance and results - including the identification, development and retention of talent with requisite technology capabilities.

Technical and Risk Responsibilities:

Drives business alignment for digital, data/analytics and technology across the enterprise to enable and execute the P&C business strategy.
Provide thought-leadership and vision regarding IT modernization balancing investments in legacy technology and core operating functionality, while investing for the future to enable digital transformation and the agility to respond to evolving member-facing business requirements.
Provide policy and guidance to ensure compliance of applications and processes with corporate and regulatory standards. Lead teams in developing and maintaining P&C technology standards that deliver agile business solutions and ensures compliance with established standards and policies.
Develop and maintain architectural governance, stewardship, and frameworks for leading technology across P&C to ensure adherence to the architecture strategy, principles and framework.
Accountable for ongoing governance and oversight of multiple vendor and sourcing relationships for information technology roles and resources. Negotiate and handle vendor relationships in order to ensure acceptable service levels as well as influencing future enhancements of application and software functionality.
Develop and adhere to the technology budget, achieving the balance of maintaining a highly competitive expense ratio while delivering new capabilities and maintaining a stable infrastructure.
Proactively advise the company on emerging technology and digital trends that are relevant to the company's business initiatives and evolving needs. Maintain an understanding of insurance and financial services industry landscape, customer trends, and current business issues to run a competitive analysis, balance short term and long-term needs, and make appropriate trade-offs that minimize rework and positively impact P&C's organizational competitiveness.

Minimum Requirements:
Bachelor's degree OR 4 years of related experience (in addition to the minimum years of experience required) may be substituted in lieu of degree.
15+ years of experience in technical discipline (e.g., software development, enterprise architecture, solution design, design, development, verification, and validation of applied, descriptive, prescriptive, and predictive analytics) with a proven track record of leading comparable operations (e.g., large insurance or financial services IT operations or large-scale technology transformations) is required.
10+ years of people leadership experience in building, managing and/or developing impactful teams is required.
10+ years of relevant experience in a large financial institution ($15 billion+ in written premium) in a supervisory role as a technology officer or in a senior IT role directly interacting with executive level stakeholders and/or board of directors on technology-related issues is preferred.
Experience and understanding of organizational design and the ability to shape and drive large-scale, cross-functional, multi-level programs around people, technology, processes, and tools-balancing long-term strategy with short-term goals.
Experience leading large-scale software development lifecycle activities.
Experience bringing to bear agile and Scaled Agile Framework (SAFe) execution methodologies.
Regulatory Understanding:
Experience leading within the structure and regulatory implications of the Department of Insurance state management of the insurance industry, including insurer and product licensing, product regulation, market conduct, financial regulation and consumer services is required.
Demonstrated understanding of the full spectrum of regulatory actions, including examinations and other supervisory engagement and processes, such as:
FFIEC IT Handbooks for Information Technology and Information Security
Control Objectives for Information Technologies (COBIT)
Understanding of the financial services / banking regulatory environment is preferred.

Compensation:
USAA has an effective process for assessing market data and establishing ranges to ensure we remain competitive. You are paid within the salary range based on your experience and market position. The salary range for this position is: $312,600 - 562,900.
Employees may be eligible for pay incentives based on overall corporate and individual performance or at the discretion of the USAA Board of Directors.
Long Term Incentive Plan: Cash payment for Executive level roles only, representing a cash payment which is both time and performance based.
