What We're Looking For

We are looking for a thought leader in the transportation equity area who also has the ability to manage projects and be a task lead on sustainability and equity for a range of projects. Responsible for proactively managing projects and tasks including budget (direct labor and expenses, including technical sub-consultants), schedule, technical requirements, contractual obligations, project communications and 4for4 performance on every project. This position will support several clients in the Bay Area in all aspects of planning, implementation, and operations of a range of programs across the Tolling & Emerging Mobility Solutions portfolio as well as other high profile Northern California projects.

Primary Focus Will Include:

  • Project management guidance through the policy development process including policy implementation planning and strategic stakeholder management

  • Procurement, management, and delivery of third-party contracts on behalf of public agency clients

  • Internal management of delivery teams and subconsultants, and related scopes, schedules, and budgets

  • Development of vendor contracts and specifications

  • Provides support to the clients on numerous types of planning, design, and construction projects related primarily to multimodal corridor planning, sustainable transportation planning, transit-oriented development, equity assessments & frameworks, feasibility studies, and toll facilities & programs.

  • Responsible for the direction of technical discipline staff.

  • Collaborates with client management in planning, production, toll policy, maintenance and operations and major program/project stakeholders.

  • Manage and deliver specific tasks aligned with applicant's qualifications and experience

Preferred Qualifications and Skills:

  • Familiarity with Bay Area transportation planning process and agencies

  • Experience delivering transportation projects or programs

  • Land use planning experience

  • Experience developing, planning, and implementing equity assessments, frameworks, action plans, and programs

  • Proven collaborative leadership with effective negotiation, interpersonal and partnering skills.

  • Strong written, oral, and listening communication skills in English; good public speaking ability.

  • Excellent analytical, problem-solving, and decision-making skills; organizational and time management skills.

  • Master's degree in Business, Project Management, Landscape Architecture, Planning, Urban Design or related field.

  • American Institute of Certified Planner (AICP), Registered Landscape Architect (RLA), Registered Architect (RA), Certified Environmental Professional (CEP)

  • 12 years relevant experience

What You'll Need

Essential Responsibilities:

  • Responsible for development of the project scope and fee quotation and assists in the preparation of technical proposals and contracts in accordance with HNTB's Sophisticated Contracting Approach (SCA).

  • Serves as the primary client liaison and manages the project team to deliver the scope, schedule, and budgets to completion and to the client's satisfaction. Leads or actively participates in client contract scoping and negotiations.

  • Leads and prepares design documents, technical plans, written reports on projects

  • Implements the firm's project delivery plan using HNTB's Sophisticated Delivery Approach (SDA) on each project. Leads the development and the execution of the project management plan. Supervises and mentors team to overall project objectives.

  • Responsible for/oversees project staffing, including, but not limited to; recruitment, hiring, development, retention, and succession of project staff; development of plan for project staff reporting; and support for performance and compensation reviews.

  • Partners with Client Service Leaders and pursuit champions to assist with business development, building client relationships and pursuit efforts for mini-mega and mega projects in accordance with HNTB's Sophisticated Sales Approach (SSA). Works with the project team and marketing resources to prepare appropriate proposal and presentation materials. Leads proposal development and interview presentations for strategic, mini-mega and mega projects to the client as well as general presentations within the industry and community.

  • May be responsible for the recruitment, hiring, development and retention of staff, including development of plan for staff reporting, performance and compensation reviews, and succession.

Minimum Qualifications:

  • Bachelor's degree in Planning, Landscape Architecture, Urban Design, Engineering, Geology, Biology, Environmental Science, Anthropology, Archaeology, or related field and 10 years relevant experience

  • 2 years of successful management of projects
