Positions may be filled from this announcement up to 90 days after it closes. Responsibilities Serves as the Accounting Technician in a Defense Commissary Agency (DeCA) location. The primary purpose of this position is to serve as an Accounting Technician in the Resale Accounting Branch (RAB) either in the Continental United States (CONUS) or Outside of the Continental United States (OCONUS) with responsibility for providing accountability support to designated stores, NEXMarts, and/ or Central Distribution Centers (CDCs). Position responsibilities include: Research exceptions to accounts receivables, account payables, inventory balances and other accounting transactions. Resolves unpaid accounts payable problems that could include pricing, weight variances, case package counts, etc. Reviews, analyzes and provides resolution for financial transaction exceptions. Reports recurring or high risk scenarios to higher management as they occur. Process daily transactional input to the financial system. Responds to store and vendor inquires. Provides ongoing feedback for changes required in standard operating procedures to ensure new business processes are documented and internal policies are in line with new requirements. Uses various computer systems to process data into the accountable inventory systems Requirements Conditions of Employment Qualifications See the OPM Qualification Standards for more information. This position is covered under Clerical and Administrative Positions. For GS-05: (A) one year of specialized experience equivalent to the GS-04 grade level. To be creditable, specialized experience must be at the GS-04 or equivalent under other pay systems in the Federal service, military, or private sector. OR (B) 4 years above high school from a college or university accredited by an organization approved by the U.S. Department of Education (https://ope.ed.gov/accreditation/) and in an appropriate field of study as described elsewhere in this announcement. OR (C) a combination of experience and education equaling 100% of the qualifications. Additional information is available in the Group Coverage Qualifications Standards. For GS-6: To qualify at the GS-06, applicants must posses at least one year of specialized experience at the GS-05 grade level (or equivalent) by the end of the closing date of this announcement. This experience may have been gained in the private or military sector. For GS-7: To qualify at the GS-07, applicants must posses at least one year of specialized experience at the GS-06 grade level (or equivalent) by the end of the closing date of this announcement. This experience may have been gained in the private or military sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Examples of qualifying specialized experience: At the GS-05: Review and examine and input data into various financial systems and process document. Performs full range of related accounting clerical or technical tasks; duties and assignments. Verifies and maintains records of transaction; answers routing procedural questions. Ability to reconcile financial records. Has significant supervisory oversite at this level. At the GS-06: Review, examine and input data into various financial systems and process document retention for credit memos, receipts, daily sales, etc to produce store level financial reports. Performs full range of related accounting clerical or technical tasks; duties and assignments with few errors. Verifies and maintains records of transaction; answer routing procedural questions. Able to reconcile and resolve issues with financial documentation. Is able to work effectively with reduced supervisory oversight. At the GS-07: Review, examine and input data into various financial systems and process document retention for credit memos, receipts, daily sales, etc. to produce store level financial reports. Performs full range of related accounting clerical or technical tasks; duties and assignments. Verifies and maintains records of transactions, is considered an expert in DeCA RAB operations and can help train others. Ability to reconcile, resolve root cause issues and propose efficiencies. Supervisory oversight is minimal. Education Education used to qualify for this position must be from an accredited school or educational institution recognized by the U.S. Department of Education and a copy of your transcript is required as part of your application package. DoD Financial Management Certification Program Level 1 (DFMCP1) is a requirement of this position and the incumbent must either possess or achieve this certification within two years of entrance into this position in accordance with the NDAA FY 2012, Public Law 112-81 (not a DAWIA certification). The incumbent must adhere to the guidelines and requirements of this certification program.
