Title: EQUAL EMPLOYMENT OPPORTUNITY ANALYST Location: United States-Virginia-Virginia Beach Job Number: 220000NO Job Summary: The EEO Analyst supports the NEXCOM Equal Employment Opportunity EEO Department by providing support to the various components of the EEO process requirements and in support of generating statistical reports to ensure full compliance with applicable agency regulatory requirements including 29 CFR Sec.1614 and applicable federal law. Provides supports in the creation of the Management Directive 715 MD715 report and the operations of Barrier Analysis Teams BATs identifying and addressing equal access issues. Responsible for data analytics to review HR polices procedures and practices for legal compliance and effectiveness. Reports to Affirmative Employment Program Manager AEP. Duties and Responsibilities: - Monitor the effectiveness of the Equal Employment Opportunity (EEO) program by compiling and analyzing employment data. Review and analyze employment data to determine NEXCOM's effectiveness in creating the MD-715 Instruction and related Federal employment laws and regulations. - Collect and analyze employee transaction data (hire, promote, termination, compensation, applicant flow data, exit surveys, etc.). Support the barrier analyses process as required under MD-715 to identify barriers to equal access and non-discrimination by performing extensive fact-finding and data analysis. Assist with developing and implementing action plans to eliminate barriers identified and ensure equal access. Analyze activity trends relating to the Complaint program and the Reasonable Accommodations program. - Manages established procedures for maintaining and documenting receipt of informal/formal complaints and reasonable accommodation requests, forwards or acknowledges receipt of documentation to the requestor, i.e., Notice of Receipt to the submitters of a proposal for a reasonable accommodation or to acknowledge receipt of a complaint; - Interviews EEO contacts, obtain factual information of a routine or repetitive nature for individuals interested in consulting with an EEO counselor to participate in the reasonable accommodation process. Receives all mandatory information and enough of a description during the intake call to either sufficiently describe the problem in the referral process, or to provide appropriate assistance to solve the problem. - Create weekly, monthly, quarterly, and yearly reports and status updates relating to MD-715, Complaint Program and Reasonable Accommodation process obligations. Assist in collecting and providing information for the development of special reports such as DON OEEO Report, NAVSUP EEO complaints update, data compiled into creating the quarterly CEO briefing, production of the bi-weekly SITSUM, etc. - Assist EEO Managers by maintaining case tracking for EEO Complaint and Reasonable Accommodation (RA) requests, including maintaining detail concerning intake date, relevant facts, inquiry status, close date, and conclusion. Utilizes various Department of Navy (DON) and EEOC databases, i.e., iComplaints, IRCMS, FEDSEP, NEAT, etc.), and maintains the EEO NEXCOM Share Drive. - Inputs detailed account of the intake call into the iComplaints and reasonable accommodation data into the DON NEAT system of requests received either by walk-in, telephonic, or EEO hotline. - Following established procedures, coordinates efforts with designated NEXCOM HQ Timekeeper to ensure timely report of work hours for associates assigned to the NEXCOM Enterprise HQ EEO Department. - Refers contact callers to appropriate EEO Manager for resolution. Responsible for obtaining necessary contact information from the caller to refer associate to the designated EEO Program Manager for implementation. - Maintains strict confidentiality of associates files, documents and information obtained within the EEO Department. - Performs limited fact-finding, i.e., researching office files, records or references to obtain information of a routine nature for the complaints and reasonable accommodation programs seek guidance from Director and Deputy when deviating from routine. - Coordinates travel arrangements for the Director and staff; arranges for and produces final appointments and schedules conferences, training and/or meetings. - Assists in preparing routine letters, correspondence, reports, instructions, and directives for the EEO office and maintains correspondence control logs. - Collect and compile statistical and other data, and conduct special studies to assess program deficiencies and to assist the AEP manager in developing procedures to improve the participation of targeted groups. - Assist in the development and implementation of NEXCOM-wide communication campaigns to enhance employees' understanding of EEO Department services. Qualifications: Requires a total of 5 years of combined experience: GENERAL EXPERIENCE: Three years of experience in non-routine work which enables the applicant to gain an understanding of the various processes, programs, writing basic queries and systems; the ability to gain an understanding of the routine work and receiving the basic elements of ways of resolving problems, applying ways of seeking practical sound judgment and resolving problems; developing the best form of communication with others, both orally and in writing. OR SUBSTITUTION OF EDUCATION FOR EXPERIENCE: 1 year of academic study above the high school level may be substituted for 9 months of experience, up to a maximum of a 4 year bachelors degree for 3 years of general experience. AND SPECIALIZED EXPERIENCE: Two years of progressively responsible experience in EEO performance functions; and/or writing queries, analyzing statistical data for systemic problems related to employment, upward mobility, and training and understanding the impact on MD715 and/or AAP reporting and compilation; prior experience briefing senior leaders. Required Skills - Knowledge and ability to use Human Resources Information Systems (HRIS) to identify and download employment transaction information (hire, promotion, termination, training, compensation, etc.) and creating queries. - Experience with statistical tools, data management, modeling and conducting statistical analyses of employment transactions. - Advanced EXCEL proficiency - Knowledge of EEO/AEP regulations - Previous experience developing MD-715 or Affirmative Action Plan (AAPs) - Ability to assist in preparing regression analyses and cohort analyses - Experience processing a high-volume of confidential personnel, or similar, records for accuracy and completeness, and tracking missing information for quality assurance; - Experience processing confidential questions/ complaints by phone, in-person or via email, and providing written follow-up in MS Word and MS Outlook or comparable systems.
