We are currently seeking a dedicated Sourcing and Procurement Manager Mid-Level-HOH Military Fellowship Cohort 23-3 to participate with USAA at the following locations - San Antonio, TX, and Charlotte, NC.

Consults on sourcing solutions, negotiates agreements, and manages relationships to optimize return and mitigate risk for USAA. Supports value generation sourcing and profitability improvement initiatives to enable business leaders to supplement the workforce, scale business operations, deliver operating efficiencies, and better serve our members through global service providers. Serves as a sourcing and contracting resource in meeting client needs while adhering to the end-to-end procurement and third-party risk management lifecycle and applicable laws and regulations. Optimizes USAA's use of third parties and collaborates with appropriate personnel within Procurement and across the Enterprise to drive compliant sourcing and contract execution activities.

The Opportunity

What you'll do:

  • Identifies and handles existing and emerging risks that stem from business activities and the job role.

  • Ensures risks associated with business activities are effectively identified, measured, monitored, and controlled.

  • Follows written risk and compliance policies, standards, and procedures for business activities.

  • Conducts all phases in the development of moderately complex acquisitions of third-party/affiliate solutions to include consulting on statements of work, creating requests for proposals, identification of qualified suppliers, proposal evaluations and negotiations.

  • Applies proficient knowledge in the design and execution of moderately complex sourcing plans and solutions designed to achieve client's strategy through deployment of third-party solutions.

  • Interprets the provisions and specific terms of low to complex risk contracts that can decrease the Enterprise's ability to complete the mission, damage reputation, and/or impair financial stability of the Enterprise such that capital strength of liquidity is temporarily impacted.

  • Collaborates with Legal and other subject matter experts as needed to interpret and ensure accuracy of contracts and resolve raised issues.

  • Coordinates with key partners to gather business requirements and specifications to design third-party solutions to achieve optimal business outcomes.

  • Provides client consultation on medium to complex actions, evaluates client requirements and advises in the development of contract specifications to achieve pre-established savings, quality, and risk/cost avoidance targets.

  • Validates contract against established controls to drive regulatory compliance.

  • Engages with internal collaborators and suppliers to ensure valuable, compliant, and consistent procurement experiences across assigned client group.

  • Evaluates commercial models and creates negotiated alternatives for medium to complex contract actions requiring moderate term and condition negotiation.

  • Uses proficient knowledge and experience negotiating and authoring to implement low to moderately complex agreements.

  • Applies background experience in Procurement Strategy and planning to develop routine sourcing strategies.

What you have:

  • Bachelor's degree; OR 4 years of related experience (in addition to the minimum years of experience required) may be substituted in lieu of degree.

  • 4 years of experience in procurement strategy, to include planning, sourcing, and/or solutioning, to include 2 years of experience negotiating and authoring contracts, terms and conditions, and pricing.

  • Proficient experience maximising analytical tools, including Microsoft Office products and other applicable business software, to develop analysis, charts, and/or supporting documentation.

  • Solid written, verbal, and presentation communication skills, interpersonal skills, and strong attention to detail.

What we offer:

Hiring Our Heroes Fellows are paid by the HOH program.

If selected for a full-time role, USAA has an effective process for assessing market data and establishing ranges to ensure we remain competitive. You are paid within the salary range based on your experience and market data of the position. The actual salary for this role may vary by location. The hiring range for this position is: $65,090 - $124,330.

Employees may be eligible for pay incentives based on overall corporate and individual performance and at the discretion of the USAA Board of Directors.

Relocation assistance is not available for this position.
