The SVP, CIO Shared Services and Infrastructure oversees USAA's enterprise technology portfolios and provides organizational leadership and technical vision, coupled with strong business acumen and program management oversight, to strategically prioritize initiatives that deliver efficient, sound, and industry-leading technical platforms that are aligned with USAAs enterprise architecture standards. Enables a digital-first financial organization by ensuring USAA's information technology systems are effective, efficient, and that each function has predetermined availability for operating.
Job Requirements
Primary Responsibilities:
Identifies and manages existing and emerging risks that stem from business activities and the job role.
Ensures risks associated with business activities are effectively identified, measured, monitored, and controlled.
Follows written risk and compliance policies, standards, and procedures for business activities.
Responsible for the overall delivery of corporate technology project application development efforts, to include strategic milestones and Board of Director projects. Serves as a key consultant and strategic partner with USAA senior leadership in the development of technology solutions for meeting business requirements and ensuring necessary and preemptive operational changes.
Provides oversight of the Agile Center of Excellence that sets the strategy to ensure USAA broadly advances Agile techniques and methods. Directs team in developing and maintaining technology standards that deliver agile business solutions and ensures compliance with established standards and policies.
Provides oversight of the Technology Transformation team that delivers the overall strategy, oversight and execution of a portfolio of cross-functional strategic initiatives that align to the strategic technology plan.
Oversees the implementation of IT plans, investments, and development, and creates an IT operating vision that aligns with the overall technology strategy and corporate strategy.
Drives innovation and adoption of industry best practices across current and emerging technologies.
In partnership with enterprise executives and key business partners, responsible for the on-going assessment, alignment, and prioritization of the technology components of the Enterprise Portfolio Management Office (EPMO), to include cost, benefits, risks, and strategic alignment.
Oversees and drives operational planning across information technology, to include core business processes and technologies.
Sets strategic direction and advocates to the executive council and senior business leaders for appropriate funds to meet business demands.
Advocates reuse and simplicity of design through delivery and communication of technology standards and guidelines.
Partners with risk, governance, strategy and privacy leaders to understand privacy and data policies and ensures appropriate implementation.
Continually re-evaluates USAA operational requirements in light of evolving relevant regulations.
Develops talent in the technology team to deliver performance and results, including the identification, development, and retention of talent with requisite technology capabilities and industry acumen.
Minimum Requirements:
Bachelor's degree OR 4 years of related experience (in addition to the minimum years of experience required) may be substituted in lieu of degree.
10+ years of experience in a technical discipline with a proven track record leading comparable operations and programs (e.g. IT operations and large-scale technology transformations) and engaging executive level stakeholders is required.
10+ years of people leadership experience in building, managing and/or developing high-performing teams is required.
Demonstrated understanding of the full spectrum of regulatory actions, including examinations and other supervisory engagement and processes, such as: FFIEC IT Handbooks for Information Technology and Information Security and Control Objectives for Information Technologies (COBIT)
Proven experience developing technology strategies that reduce complexity, streamline functionality, and maximize return on investment.
Expert communicator with the ability to effectively summarize and present complex topics to large, diverse audiences.
Ability to develop successful relationships with internal stakeholders and negotiate and influence at all levels of the organization.
Extensive experience leading cross-departmental, high visibility initiatives, and driving results and change under demanding timeframes.
Preferred Experience:
Executive leadership experience in each vertical of a large, complex technology organization (i.e. infrastructure, application development, security, services, etc.).
Significant experience in large financial institutions.
Compensation:
USAA has an effective process for assessing market data and establishing ranges to ensure we remain competitive. You are paid within the salary range based on your experience and market position. The salary range for this position is: $271,900 - $489,600.
Employees may be eligible for pay incentives based on overall corporate and individual performance or at the discretion of the USAA Board of Directors.
Long Term Incentive Plan: Cash payment for Executive level roles only, representing a cash payment which is both time and performance based.
