Title: Human Resources Analyst (Classification/Compensation/Rewards & Wellness) Location: United States-Virginia-Virginia Beach Job Number: 220000XZ Job Summary: Responsible for performing compensation and position description analysis resulting in position classification in accordance with DoD and NEXCOM grading criteria. Performs all aspects of work related to functional areas of responsibilities within the Headquarters Compensation division encompassing pay position classification e.g. NF and Craft and Trade market analysis supporting all rewards recognition and wellness programs. Duties and Responsibilities: - Conducts pay analysis as required to ensure internal alignments and equity among comparable positions. Recommends pay actions that are consistent with NEXCOM pay philosophy - Classifies positions using NEXCOM, DoD and OPM classification standards. Determines appropriate job title, series and grade/band in conformance with applicable standards and NEXCOM organizational structures. Determines FLSA status in accordance with appropriate criteria. - Conducts individual position reviews and analysis as required to ensure proper occupational series and grade are consistent with the work performed/required of the position review. Revises positions descriptions in accordance with recommendations received, adherence to sound classification standards. - Assist with administering cyclical pay actions into the Human Resources Information System (HRIS) relative to Craft and Trade positions regarding step increase, wage schedule adjustments, stop progression as applicable and assist with new State minimum wage rate adjustment actions for NF (Pay Band) positions. - Performs pay and salary analysis as assigned for field NEX and Headquarters positions, using both internal and external (commercial) data. Makes recommendations regarding wages paid to positions. Attempts to ensure wages paid are both internally consistent and externally competitive. - Assists with classifying position descriptions, ensuring compliance with pay and classification policies and programs as required by NEXCOM and ensures the position aligns with organizational structures for effectiveness and complies with maintaining position management in accordance with respective organizational structure(s) and maintaining the job description library. - Keeps abreast of commercial sector pay initiatives and developments relevant to retail and services industry and makes recommendations to review/implement new pay plans, incentive plans and rewards and wellness programs. - Assist with administering all aspects of the programs under the purview of the HQ Compensation Code as delegated, to include but not limited to: Compensation, position classification, incentive plans, rewards, recognition and wellness programs, and other company sponsored initiatives such as Blood Drives and CFC participation. - Works under general supervision. Receives direction in the form of broad overall program policies, and goals. Discusses recommendations relative to controversial and precedent setting situations affecting program objectives with applicable senior command officials. Performs other related duties as assigned Qualifications: A total of 6 years of experience, consisting of the following: GENERAL EXPERIENCE: Three years of responsible experience in non-routine work which enabled the applicant to gain a good general understanding of the systems, methods and administrative machinery for accomplishing work; the ability to analyze problems, apply sound judgment in assessing practical implications of alternative solutions and resolving the problems presented; and the ability to communicate effectively with others, both orally and in writing. OR SUBSTITUTION OF EDUCATION FOR EXPERIENCE: 1 year of academic study above the high school level may be substituted for 9 months of experience, up to a maximum of a 4 year bachelor's degree for 3 years of general experience. AND AND SPECIALIZED EXPERIENCE: Minimum of three years of progressive experience in Human Resources compensation, salary analysis, and position classification complies with official standards relative to occupational series (e.g. job family), grade level and skills required. Relevant experience must include: - Performance of job analysis, evaluations and benchmarking to determine classification and pay grade placement. - Report preparation of job analysis assessing market competitiveness. - Maintenance of proper job classification, pay ranges and including the establishment of new positions in the HRIS system. - Strong mathematical and analytical skills with the ability to compile, analyze, interpret and communicate data. in recommending solutions to unique and complex compensation issues. - Strong proficiency and technical aptitude with the use of MS Office products, especially Access, Excel, PowerPoint, Word, Visio, etc...
