The Software Configuration Manager position will be responsible for defining and implementing the software development methods and environments needed to ensure the integrated systems End product meets or exceeds performance objectives. Work will involve software products primarily in the marine robotics, autonomous systems, automation system, and digital twin domains. Software products generally include components bridging multiple domains. Bring your expertise and collaborative skills to make a positive impact on the security of our nation!
You will be part of a team responsible for highly consequential engagements with stakeholders impacting national security and the defense capabilities of the United States. You will work closely with customers and other Serco teams to deliver quality solutions recognized by DoD and industry as outstanding contributions in engineering program and risk management across the Defense enterprise.
You will have the opportunity to shape software development pipelines on a Unmanned Surface Vessel (USV) program onsite Naval Information Warfare Center Pacific (NIWC-PAC) San Diego, Ca. The software Configuration Manager will be responsible for engineering plans; technology maturation strategies; mission analyses; systems engineering and integration reviews; technical risk mitigation; joint requirements development; and inform acquisition milestones and modernization decisions.
In this role, you will:
Provide technical oversight, assessment, and analysis of software-intensive naval engineering system research, development, test and evaluation (T&E)
Oversee the drafting of program Software Development Plans (SDPs), and execution of program work in accordance with said plans
Provide software engineering subject matter expertise and mentoring in the set-up of secure software development environments, to include simulation environments and prototyping labs
Provide evaluation of and facilitate integration of software components from industry partners, Government Labs, and Warfare Centers
Conduct statutory/regulatory independent technical assessments of programs (e.g., Program Support Assessment (PSA), Preliminary Design Review (PDR), Critical Design Review (CDR), and software focused reviews) to assess the status of software efforts as well as risks and issues
Perform independent software parametric analysis of development progress based on parameters received from program offices to quantitatively predict completion dates
Qualifications
To be successful in this role, you will have:
Bachelor's Degree in Computer Science or an Engineering discipline with a minimum of 7 years of relevant experience
Secret Clearance, or ability to obtain. (U.S. Citizenship is required)
Senior level software subject matter expertise including a strong background in Software Engineering, especially in the development of software products for application on DoD military platforms, Service-Oriented Architectures (SOA), Agile development, Devops development, Software Measurement and Metrics, Software Security, Systems Integration, Software Testing, Software Evaluation via Simulated Environments, Hardware-In-The-Loop (HITL) testing, and Software Sustainment
Expert knowledge in standing up secure and reliable development environments accessible by multiple approach organizations, using commercial cloud-based software project management tools such as Jira or Microsoft Azure DevOps, and development environments such as, but not limited to Microsoft Visual Studio, Jetbrains, PyCharm, andIntelliJ.
Experience developing complex integrated software and hardware products, with encapsulation and portability tools such as the use of virtual machines or containers
Experience using predictive SW metrics and quantitative analysis techniques to gauge software quality, schedule and readiness in support of data driven decision making
Knowledge of Software Requirements Management (stability, traceability, dependencies, etc.)
Desired qualifications:
Master's or Doctorates Degree or higher in Computer Science
General familiarization with DoD autonomy software development and evaluation pipelines such as Rapid Autonomy Integration Lab (RAIL), and architectural frameworks such as the Unmanned Maritime Autonomy Architecture (UMAA).
Expert technical knowledge of naval engineering, vessel machinery systems, and/or Navy C5ISR systems.
Expertise with modern large scale SW development (e.g., CI/CD/automation/full-stack/DevOps/cloud/Amazon Web Services (AWS)) and processes
Prior experience as a chief software engineer or architect on a program
Experience in assessing software schedule realism (e.g., experience in evaluating the viability and degree of optimism in software schedules)
