Responsibilities Serves as the Commissary Contractor Monitor in a Defense Commissary Agency (DeCA) location. The primary purpose of this position is to conduct quality assurance inspections and contractor surveillance duties of specifies commissary stocking, order-writing, custodial, receiving, holding and / or other contracted services performed in a commissary. Position responsibilities include: Conduct quality assurance inspections and contractor surveillance. Provide comments and recommendations for additions, deletions, or changes to contractor services to ensure compliance with DeCA directives. Approve or rejects contractor's work schedule and checks work for quality and timeliness. Maintain the store's space allocations program by such duties as designating to the contractor proper item shelf locations when shelf tags are missing or otherwise not identifiable. Advise commissary or contracted order writers. Act as the commissary manager's representative during the night time hours to ensure government property is secure. Requirements Conditions of Employment Qualifications One year of specialized experience equivalent to at least the GS-05 grade level or equivalent to at least GS-05 under other Federal service pay systems, private sector, or military. Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Examples of qualifying specialized experience: Conducting quality assurance inspections and contract surveillance duties of specified commissary or retail grocery contracted services. Applying retail grocery store administration policies and procedures as they relate to established contracts. Monitoring vendors and/or contractors in a retail setting to ensure proper inventory. This position is covered in accordance with the Group Coverage Qualification Standards for Clerical and Administrative Support Positions, http://www.opm.gov/qualifications/Standards/group-stds/gs-cler.asp.applications You must also meet the following requirements by the announcement closing date: Current and former federal employees in either the competitive or excepted service and current federal employees applying under VEOA eligibility are subject to time-in-grade. You must have served 52 weeks at the GS-05 grade (or equivalent) level to be eligible for promotion. Current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens." Education You may not use education to qualify.
