Responsibilities Serves as the Human Resources Specialist (Labor Relations) in the Defense Commissary Agency (DeCA) Headquarters, Directorate of Human Resources, Labor and Employee Relations Division, Fort Lee, VA. This is a developmental position. Work assignments are progressively complex and intended to broaden your skills and provide you with practical experience to prepare you to perform at the target grade level. At the target grade level, the major duties are: Position responsibilities include: Performs a wide variety of labor relations functions to include: collective bargaining, labor contract administration, interpretation of multiple collective bargaining agreements, consultation, education, leadership, and technical expertise on labor relations to managers, human resources staff, and union representatives. Reviews changes initiated by management officials to evaluate the impact on labor agreements and notify bargaining units, as appropriate. Prepares and conducts labor relations training for HR Specialists, managers, and supervisors. Analyzes labor relations laws, regulations, policies, guidance, and current trends regarding workplace disputes in order to stop workplace disputes and/or mitigate the impact of disputes upon management and the agency. In depth knowledge of the Labor Relations function sufficient to serve as a headquarters senior-level labor relations advisor providing authoritative and expert advice and assistance to management on the full range of labor relations to include collective bargaining agreements and dealing with bargaining unit officials. Requires a mastery of advanced Labor Relations principles, concepts, regulations, practices and laws, as indicated by the parenthetical title of the position. Serves as chief negotiator for the Agency on national and local levels during labor negotiations. Represents Agency at all arbitrations. Requirements Conditions of Employment Qualifications In accordance with the Group Coverage Qualifications Standards for Administrative and Management Positions, To qualify for the GS-11 position your resume and supporting documents must show that you possess one year of specialized experience equivalent to at least the GS-9 grade level or equivalent to at least GS-9 under other Federal service pay systems, private sector, or military. OR 3 full academic years of progressively higher level graduate education OR Ph.D or equivalent doctoral degree Examples of specialized experience for the GS-11 include: Plan, develop, implement and manage Agency Labor Relations Program, as well as the future vision of the labor relations program at local and national level. Ability to use analytical methods and consultative skills to solve Labor Relations issues which can be resolved through standard methods. Ability to prepare labor agreements on relatively uncomplicated labor-management proposals. Analyzing and measuring the effectiveness, efficiency, and productivity of the Labor Relations Program. To qualify for the GS-12 position your resume and supporting documents must show that you possess one year of specialized experience equivalent to at least the GS-11 grade level or equivalent to at least GS-11 under other Federal service pay systems, private sector, or military. Examples of specialized experience for the GS-12 include: Evaluates past labor practices or complaints, and recommends avenues for correction/amendment for future negotiations. Applies an integrated approach to monitoring, analyzing, and assessing the full range of complex and diverse Agency labor relations issues. Represents management in Federal Labor Relations Authority (FLRA) matters, such as Unfair Labor Practice (ULP) charges. Conducts research, advises management, prepares case strategies, and writes responses to individual grievances filed under the collective bargaining agreements. Represents the Agency in arbitrations, responsible for litigating and formulating the case, witness preparation, evidence gathering, and case presentation before outside arbitrators. To qualify for the GS-13 position your resume and supporting documents must show that you possess one year of specialized experience equivalent to at least the GS-12 grade level or equivalent to at least GS-12 under other Federal service pay systems, private sector, or military. Examples of specialized experience for the GS-13 include: Evaluates past labor practices or complaints, and recommends avenues for correction/amendment for future negotiations. Applies an integrated approach to monitoring, analyzing, and assessing the full range of complex and diverse Agency labor relations issues. Represents management in Federal Labor Relations Authority (FLRA) matters, such as Unfair Labor Practice (ULP) charges. Conducts research, advises management, prepares case strategies, and writes responses to individual grievances filed under the collective bargaining agreements. Represents the Agency in arbitrations, responsible for litigating and formulating the case, witness preparation, evidence gathering, and case presentation before outside arbitrators. You must also meet the following requirements by the announcement closing date: Current and former federal employees in either the competitive or excepted service and current federal employees applying under VEOA eligibility are subject to time-in-grade. You must have served 52 weeks at the next lower grade level to be eligible for promotion. You must submit SF50s with your application package to verify you held the next lower grade level for at least 52 weeks. You may need to submit two (2) or more SF50s. Examples of appropriate SF 50s include Promotion, Reg WRI, and SF 50s effective more than 52 weeks ago. Current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens." Education If you are relying on education to qualify for the GS-11, then: Education used to qualify for this position must be from an accredited school or educational institution recognized by the U.S. Department of Education and a copy of your transcript is required as part of your application package. For the application process, unofficial transcripts are acceptable if they contain the applicant's name, the name of the school, the date and degree that was awarded, and the list of classes and credits earned. Failure to provide transcripts will result in you being rated ineligible for this position. If selected, you must provide an official transcript before we set your entrance on duty date. Foreign Education. If using education completed in foreign colleges or universities to meet the qualification requirements, you must show a private organization specializing in interpreting foreign education programs has deemed the foreign education equivalent to that gained in an accredited U.S. education program or show that a U.S. accredited college or university has given full credit for the foreign courses. For the GS-12 and GS-13 Education may not be substituted for specialized experience at this grade level.
