Serco-NA has an exciting opportunity for a C5ISR Technical Solution Architect/Director. If you love high profile and challenging DoD and Federal C5ISR life cycle projects, we have a great opportunity for you! You will be leading key corporate pursuits at Serco, Headquarters, Herndon, VA or remote location.

Serco supports the DoD and Federal customers in C5ISR end to end engineering, integration, and lifecycle support from multiple locations including prototyping, development, low rate and full rate production, training, FSR, and CLS support services.

You will be part of a 10 -15 person team that works across Serco-NA to capture key pursuits and deliver outstanding solutions and services to DoD and Federal customers.

You will serve as the technical lead in the solution development supporting Business Development (BD), Capture and Proposal teams across Serco North America. Responsible for identifying, tailoring, and integrating technical capabilities and innovations to address customer needs, hot buttons, pain points, and explicit and derived requirements to help shape acquisitions, competitively position Serco, and contribute to winning proposals.

You will identify technical resource needs to support Pre-B&P and Bid and Proposal (B&P) activities; coordinates with team member technical contributors on solution development, proposal writing, and estimating; and leads and contributes to proposal as author and reviewer.

The role supports capture with customer meetings through extending Serco's capabilities, services, and solutions; participates in development of solutions to complex problems which require a high degree of ingenuity and innovation; and collaborates with business units to craft unique solutions to respond to customer challenges that may also serve precedent for future opportunities and decisions.

May perform duties as Program Manager (PM), interim PM on projects aligned to technical and program management competencies and experience where needed.

Responsibilities include, but are not limited to the following:

- Identifies technical solution requirements during opportunity capture phase in collaboration with BD/Capture Lead

- Provides technical expertise to BD and/or customers early in the capture phase to identify potential solutions and help Serco influence RFP requirements

- Collaborates with other SMEs, matrixed departments and Business Units to develop comprehensive and compelling technical solutions

- Develops technical solutions and proposal responses to meet customer technical, schedule and price requirements that also provide best value

- Maximizes use of repeatable solutions and offerings when applicable for proposals

- Supports the development of BOEs including sizing and supporting rationale, and cost estimates

- Support to capture efforts

- Provides subject matter expertise for technical issues arising during capture

- Develops RFI responses, white papers and briefings in support of capture efforts

- Supports customer meetings during capture shaping activities

- Technical execution support

- Provides technical expertise to the PM during program start-up

- Assists in technical issue resolution as requested by the Program Manager

- Lead development of C5ISR bid and proposal activities (cost, schedule, technical requirements and solutions, assumptions, risks, opportunities, contract transition...) IAW defined scope and objectives, using historical data whenever possible

- Partner with internal technical, management and leader stakeholders to devise innovative technical solutions that fit within customer constraints

- Lead develop tailored Work Breakdown Structures (WBS) IAW company standards and customer requirements

- Lead development of the resource-loaded Integrated Master Schedule (IMS), integrating different functional inputs into a coherent, executable project plan

- Tailor the engineering development process at proposal time in support of the above activities

- Develop complete bid packages and obtain approval from relevant stakeholders

- Develop and present complete program engineering kickoff packages upon contract award

Qualifications

To be successful in this role, the you will have the following:

  • Active DOD Secret Clearance

  • Bachelor's degree in Engineering related discipline or equivalent experience

  • 15+ years total related experience

  • 10+ years' experience in DoD and Federal End to End C5ISR technical solution development, and proposal development, resulting in new work wins on opportunities greater than $20M dollars

  • Full life cycle experience: Front end BD and sales pipeline through the development life cycle and into production and sustainment activities

  • Experience with program reporting to upper management

  • Experience building effective relationships with customers and suppliers

  • Program Management experience managing multi-discipline teams including engineering, manufacturing, supply chain, quality, logistics, and contracts

  • Self-starter with a sense of urgency

  • Experience with program Risks and Opportunities

  • Excellent knowledge of:

  • DOD and Federal procurement practices

  • Federal C5ISR market history and current trends

  • Program management methods and Earned Value Management

  • Contracts: fixed price, cost plus and time and materials

  • Excellent understanding of flexible service delivery-models and up-to-date experience with leading technology trends and technologies in the end user solutions space

  • Excellent skill in time management, meeting facilitation and problem-solving

  • Excellent skill in the use of MS Office, Visio, Outlook, and Project applications

  • Excellent ability to clearly communicate ideas verbally and in writing

  • Excellent ability to create and give capture as well as program management review presentations

  • Excellent ability to negotiate and apply tact and diplomacy with internal/external customers and foreign personnel

  • Excellent ability to work independently in building and then leading an integrated product team

  • Demonstrated ability to complete work successfully; within scope, on time, within budget and delivering a quality product to the customer's satisfaction

  • Ability to interface with and effectively represent technical solutions to executive-level Serco stakeholders and customers

  • Self-motivated, detail oriented responsible team player able to work independently with minimal daily direction; effective/efficient written/verbal communication skills

Additional preferred skills and qualifications:

- Preferred 10+ years experience in project management/execution of DoD/Federal C5ISR products and services delivery
