Job Summary

Dominion Energy Virginia is looking for a highly qualified and motivated individual to lead the development and implementation of Substation Modernization programs in support of the company's Grid Transformation Plan (GTP), Infrastructure Investment Jobs Act (IIJA) filing, as well as other technical programs related to Power Quality (PQ), Distributed Energy Resources (DER) or Distribution Automation. Successful substation modernization programs are vital to preparing the distribution grid in VA and NC for a growing number of DERs. Recently approved as part of the GTP, Substation Technology Deployment work will typically involve substation and distribution project scopes that upgrade/rebuild certain substations, deploy PQ monitoring devices to key customers and DER sites, and pilot cutting edge substation technology. Additionally, increased number of DER interconnections as well as demand for highest quality of power is driving the need to develop new procedures and processes related to PQ, DER commissioning and grid automation. IIJA regulatory filing development is an ongoing effort and is expected to be a multiyear initiative.

This position includes dual responsibility for developing and managing programs to support the organization's strategic direction, as well as creating and managing long term goals. This role will also develop budgets, operating guidelines, and business cases to achieve the prescribed programmatic objectives. The successful candidate will manage and develop electric distribution technical programs, create new processes and tools to analyze and identify future projects, and manage project scoping and work completion activities to ensure successful implementation of these programs. This role will also manage program costs and develop reports to support the Company's GTP and IIJA filings. The position will function at both the strategic and tactical level and play a critical role in successful program implementation and execution.

Programmatic Objectives and Responsibilities include:

- Lead multifunctional teams across multiple organizations to develop VA-SCC and Federal regulatory filings.

- Develop processes and tools to identify, track and complete grid upgrade projects, associated costs and other metrics needed for program management and regulatory reporting.

- Drive development of methods and procedures to improve power quality, grid automation and DER commissioning processes

- Develop business partnerships with a variety of internal departments, external customers, regulatory and industry peers.

- Utilize partnerships with stakeholders to ensure fluid communication and transparency of project issues and decisions on services.

- Serve as spokesperson to ensure company messages are conveyed consistently and accurately.

- Develop Key Performance Indicators (KPI) to assess the overall performance of the Substation Modernization programs.

- Analyze program opportunities and risks and produce accurate and timely reporting on program status and performance.

- Establish project milestones and monitor ongoing costs and benefits achieved.

- Support storm restoration and emergency activities.

- Complete additional duties and responsibilities as requested or assigned.

Required Knowledge, Skills, Abilities & Experience

The knowledge, skills, abilities, and experiences that are required for entry into this job include the following:

  • 7+ years of direct industry experience related to electric distribution system planning, design, substation, construction or operation with a Bachelor's Degree (or 9+ years directly related experience with an Associate Degree; or 11+ years directly related experience with a High School diploma/ GED).

  • Prior experience in systems implementation, process management, and regulatory proceedings.

  • Strong leadership, organizational, work management, and team building skills.

  • Excellent written and verbal communication skills.

  • Ability to identify and assess process gaps and improvement opportunities.

  • Ability to work and develop rapport with all levels of management and staff.

  • Effective negotiating skills.

  • Ability to identify and assess risks and opportunities.

  • Ability to manage multiple priorities.

  • This position requires the successful candidate to fulfill storm duty as needed.

  • The company is actively seeking United States military veterans and service members who meet the qualifications. Military service members and veterans with ranks from E5-E9, W1-CW5, or O3-O6 plus appropriate equivalent combination of education and years of experience as outlined above.
