DeCA operates a worldwide commissary system that provides quality grocery products to active duty military personnel and retirees, members of the Reserve and National Guard, and their families, as well as current DeCA employees. Responsibilities This position is designated as the Executive Director Sales, Marketing, and Logistics of the Defense Commissary Agency (DeCA), an independent worldwide Agency of the Department of Defense (DOD). The position is located at the Agency Headquarters (HQ) at Ft. Lee, VA. Manages and directs all Agency operations affecting the following DeCA major components in the Sales, Marketing, and Logistics Group. Within this context, the incumbent serves as an expert senior advisor to the Director/Chief Executive Officer (CEO) and the Deputy Director/Chief Operating Officer (COO) on all matters involving DeCA business practices and the various support functions required to enable professional management of the commissary system. Requirements Conditions of Employment Qualifications To meet the minimum qualification requirements for this position, you must show that you possess the five Executive Core Qualifications (ECQs), the three Mandatory Technical Qualifications, and other qualifications, if applicable, listed below. You should use action oriented leadership words to describe your experience and accomplishments (e.g., Led the development and implementation of....) and quantify your experience wherever possible to demonstrate your accomplishments (e.g., number of employees supervised; size of budget managed; amount of money saved, etc.). ECQ 1 - Leading Change: This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment. ECQ 2 - Leading People: This core qualification involves the ability to lead people toward meeting the organization's vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts. ECQ 3 - Results Driven: This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks. ECQ 4 - Business Acumen: This core qualification involves the ability to manage human, financial, and information resources strategically. ECQ 5 - Building Coalitions: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. Applicants that are either Career SES members, or graduates of the Office of Personnel Management Certified Development Program are not required to address the ECQs.As a basic requirement for entry into the Senior Executive Service, applicants must provide evidence of progressively responsible leadership experience that is indicative of senior level management capability and directly related to the skills and abilities outlined under the Technical Qualifications (TQs). You must have 1 year of specialized experience at a level close to the work of the position that has given you particular knowledge, skills, and abilities required to successfully perform the requirements of the position. Typically, this type of experience would be found within this field or a field that is closely related. To meet the minimum qualification requirements for this position, you must show in your resume that you possess the three TQs and the five Executive Core Qualifications (ECQs). You must submit a separate narrative statement that addresses each MANDATORY TQ related specifically to this position.
