Title:
SIGINT Payload Systems Engineer
We are looking for bright, innovative and talented people to join our team of highly skilled professionals. This position is to provide System Engineering Technical Assistance (SETA) support in a leading-edge SIGINT satellite systems program.The candidate must have previous experience with SIGINT payloads and possess and apply systems engineering principles, theories, and concepts for highly classified systems, while also effectively communicating complex results with management. SIGINT domain experience is required. The candidate will be the main SIGINT payload SETA aiding the Government in overseeing the development of SIGINT payloads to satisfy mission requirements. The candidate will also support aspects of the entire building process to include providing technical positions for senior advocacy and represent multiple aspects of the program to the community.
Responsibilities Include:
Advises government program management on technical design and production trade space of various SIGINT Payloads in relation to solving mission requirements
Support design, interpretation, and analysis of payload performance for complex SIGINT system
Support development of architectures, requirements and advises design trades and associated cost, schedule, and technical impacts to the program
Performs technical analysis of SIGINT systems solutions, limitations, and capabilities
Interfaces with prime and subcontractor vendors as well as other external stakeholders, to include government units, to validate system design, test, performance, and delivery requirements
Provide input to the government customer concerning risks to performance, schedule, and budget due to either proposed contractor design and associated plans or contractor's execution of accepted plans
Assess the quality of the program, project, or task deliverables to ensure they meet or exceed standards and assesses such deliverables to ensure that final deliverables (to include payload hardware) will meet the purpose for which they are intended
Provide strategic advice, technical guidance and expertise to program and project staff; may supervise studies and analyze data to provide advice and recommend solutions
Provide detailed analysis, evaluation and recommendations for improvements and optimization for client specific or mission critical challenges/issues
Provide proposal review/recommendations and aid in the development of acquisition strategies, plans, and processes
Conduct programmatic analysis to provide strategic recommendations
Support contract performance management activities including program management reviews, technical review of CDRLs, and quality assurance activities
Have strong communication skills to work relationships within the enterprise and the user communities, to include NSA and ODNI
Support the development and presentation of program overview and advocacy briefings to the Intelligence Community (IC) and the DoD
Qualifications
Required:
Bachelor's Degree in a Technical Field
8 years DoD/IC, or relevant industry work experience related to payload and space systems components; Experience in the development and characterizing SIGINT payloads and SIGINT space systems
Knowledge of mission payload engineering, development, and manufacturing
Experience with integrating satellite bus and payloads
Ability to perform System Engineering Technical Assistance (SETA) to Government program office
5 years of experience specifically related to Government acquisition initiatives
Experience with Intelligence IC policies and procedures and fluency with IC organizations
Ability to work effectively in a high-paced environment on a team and as an individual
Ability to communicate clearly, concisely, and with technical accuracy-oral and written
Demonstrated attention to detail
Excellent communication and coordination skills
Desired:
Master's Degree in a Technical Field
Small Satellite Development experience
Clearance:
Active TOP SECRET clearance with sensitive compartmentalized information (SCI) and a Counter-Intelligence polygraph
Candidate must maintain a TS/SCI clearance as a condition of employment.
Location/Travel Requirements:
May require travel up to 20% of the time within the continental United States
