Job Description

Position Summary:

HII - Mission Technologies is looking for a motivated individual to fill the role of a Program Manager II position. This position will manage an established production program supporting the Navy's Program Manager for Naval Special Warfare. The PM will serve as a liaison between a U.S. Navy weapon system program office and their vendor as an on-site representative, overseeing their manufacturing and engineering efforts. This role will have an emphasis on Quality Assurance, specifically, Scope of Certification, so familiarity with QA is essential. The PM will provide technical support to the program and assist with risk assessment and mitigation, technical analysis, and communication between the builder and the program office. This role will be a journeyman-level position within the team and will be co-located with a contracted vendor. Long-term thinking, leadership ability, initiative, independence, and strategic communications are vital.

Duties and Responsibilities:

  • Provide PM support in the production of system or technology, including requirement verification and validation, risk management, performance evaluation, testing, manufacturing, cost and schedule management, training, life cycle support, and disposal.

  • Provide oversight on the vendor's manufacturing floor, performing Quality Assurance spot checks and audits, and assisting with safety and certification surveys.

  • Analyze and evaluate new initiatives, technologies, and programs to meet mission requirements

  • Support government program managers in developing, managing, and evaluating contractual documentation and deliverables from the prime system integrator in support of system design and development acquisition milestones.

  • Working with the government PMO helps establish milestones and monitors adherence to program plan and schedule, identifies program problems, and obtains solutions, such as allocation of resources or changing contractual specifications.

  • Reviews reports and briefings prepared by technical staff for quality.

  • Leads technical discussions for project reviews. Prepares and delivers formal briefings.

  • Performs additional duties and responsibilities as assigned.

Education and Experience:

  • Bachelor's degree in engineering, science, or related technical discipline plus 8 years of experience. At least 2 years of technical project management experience preferably involving production of a Major DoD Weapon System Program of Record.

  • Three years supervisory/management experience.

  • In some cases, educational requirements may be adjusted or waived for more than 10 years applicable work experience. Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience for positions involving new technology or labor market shortages as reflected by market survey data.

  • Excellent communication, presentation, and interpersonal skills.

  • Leadership and management skills as evidenced by previous work experience.

  • Strong customer service orientation.

  • A security clearance of an appropriate level may be required after employment.
