APS-3: Maintenance Department Manager

This role is a part of the APS-03 Program. The U.S. Army's pre-positioned stocks (APS-3) serve to provide materiel power projection around the globe. These strategically positioned resources augment the Army's strategic airlift and military sealift requirements during contingency operations. Our program ensures that the U.S. Army's stocks are properly maintained and ready to deploy at a moment's notice.
The Maintenance Manager will comply with and promote all applicable safety and environmental regulations, local safety policies, and KBR's Zero Harm program. Maintenance Manager directs and controls maintenance operations in support of APS-3 heavy wheeled vehicles (MRAP), track vehicles, small arms, C4ISR equipment maintenance and Direct Support Electrical Systems Test Set (DSESTS) operations; responsible for the day-to-day activities of managing this effort including ensuring contract compliance and government interface; oversees and evaluates contractor maintenance capabilities, performance data, statistical information, and makes maintenance and logistics recommendations; coordinates with customers to ensure maintenance policies are adhered to and work flow is orderly and efficient; provides technical assistance, guidance and recommendations on overall maintenance operations; develops and ensures compliance with all maintenance regulations, policies and procedures; conducts studies of overall maintenance operations to determine the effectiveness of existing operating policies and procedures and recommends changes and improvements as necessary; leads quality efforts/processes to ensure customer satisfaction; plans, assigns, and evaluates the work of subordinates; provides training/guidance to subordinate personnel; recommends personnel actions; when tasked, provides support for Key Leader Engagements (KLE), equipment issue and receiving for designated unit draws, contingency operation draw exercises for training and real world missions. Performs other duties as assigned by program leadership.
This position reports to the Deputy Program Manager. Specific Responsibilities:
As the functional area manager, administers the maintenance department policies and procedures and ensures work performed is in compliance with specifications outlined in the customer's Performance of Work Statement (PWS).
Provides Program Management and the customer with weekly (or as required) updates on project status as it pertains to schedule for each subordinate work center.
Serves as the point of contact to the customer for all matters related to maintenance.
Responsible for enforcing Health, safety, and environmental policies and procedures to ensure a safe work environment is provided for our employees, and OSHA requirements are met.
As the hiring authority, responsible for ensuring qualified personnel are hired and promoted, ensures staffing is at authorized levels for each work center.
Manages a training and qualifications program to ensure all maintenance personnel are qualified to operate and maintain the equipment work loaded to their commodity areas.
Participates in proposal and budget analysis, provides input into Basis of Estimate (BOE)
Responsible for care and accountability of all assigned government furnished vehicles, tools, and facilities.
Enforces government and program policies and procedures.
Recommends personnel actions to include recognition, discipline, and terminations
This position is a Deployable Position:
May be required to meet government specified requirements to be deployable: including annual health screenings, training requirements, and passport.
Upon notification from the government, deploys to support issuing or receipt of equipment.
Must be capable of deploying to a contingency theater of operations as determined by the US Government within five days of notice.
Must be capable of obtaining a SECRET security clearance.
REQUIREMENTS
Must be a U.S. Citizen
Must be able to obtain an active Secret Clearance
Must have a bachelor's degree in a technical discipline. Equivalent experience in the maintenance Management Field may be substituted for part or all the education/technical school requirement if deemed in the best interest of the company.
Minimum of 8 to 10 years of progressive experience in maintenance field with 7 years being in a management or supervisory capacity
Ability to comply with all established methods, quality standards, and time schedules applicable to this position.
Ability to analyze maintenance repair or operation to determine methods of improvement.
Must have a working knowledge of Global Combat Support System (GCSS) - Army.
Possess a valid State Motor Vehicle Operator License.
Strong written and oral communication in English.
Required to pass initial and periodic drug screening.
Physical Requirements:
Must be able to stand - between 2 to 3 hours per day.
Must be able to walk - between 4 to 5 hours per day.
Must be able to Lift - up to 35 lbs. - 50 lbs. periodically.
Must be able to squat, knell, bend, reach and climb periodically.
Must be able to work outside and inside in non-climate-controlled environments.
Preferred Qualifications:
Possesses a Lean Six Sigma Green Belt Certification is a 'plus', but not required.
