SAIC is seeking a Senior Systems Engineer to provide support for our US Navy customer. This position is directly supporting the F/A-18 and EA-18G Program Office. PMA 265 (https://www.navair.navy.mil/orgterm/PMA-265) is responsible for the design, development, delivery, and life cycle sustainment, and planned product and capability improvements and modifications to the aircraft.
This position is hybrid-remote and requires onsite support in California, MD 2-3 days per week. Must be local or willing to relocate to the area to be considered. An Interim Secret clearance is required.
Duties & Responsibilities:
Participate in and help manage activities for various segments of program execution, which may include Risk Management, Configuration Management, Data Management, Trade-off Analysis/Trade Studies, Technical Performance Measures, Technical Reviews, Modeling & Simulation.
Development and review/evaluation of various technical documentation including, Statements of Work, Contract Data Requirements Lists, presentation materials, and white papers.
Document solutions in relation to the technical, cost, and schedule constraints.
Coordinate research and problem-solving efforts for designated aspects of complex problems with many competing objectives, variables, and constraints.
Help identify technical solutions that apply engineering theories, concepts, principles, and processes.
Communicate with stakeholders across PMA 265, other NAVAIR Program Offices, and Industry.
Mentor & coach System Engineering processes and tools to PMA 265 workforce

Qualifications
REQUIREMENTS:

SAIC is seeking a highly motivated Penetration Tester . The successful candidate will provide support to the Cybersecurity Integrity Center (CIC) in the Department of State Bureau of Information Resource Management (IRM). Duties are in the Washington, D.C. metropolitan area (30% in downtown D.C; 70% in Beltsville, MD. The CIC supports cybersecurity monitoring, threat analysis, incident response, and infrastructure remediation within and across all of the State Department's information technology (IT) infrastructure. The CIC coordinates and collaborates with other State Department bureaus as well as other organizations within the Federal Government, and commercial partners.
Work is performed onsite 3+ days/week in a 24x7x365 operation and shifts available are to be determined.
Description of Duties:
The Penetration Tester will provide support for HVA Assessments using methodology by Cybersecurity and Infrastructure Security Agency (CISA) Assessment Evaluation and Standardization (AES) program with broad and in-depth knowledge to conduct offensive cyber operations across the organization globally. In this role, you will conduct offensive security operations to emulate adversary tactics and procedures to test preventative, detective, and response controls across the global technology landscape. The Penetration Tester will:
Conduct highly complex offensive security operations testing consistent with known adversary tactics techniques and procedures and contribute to the development of objectives and approaches taken to remediate risk.
Apply sound technical and management principles to identify and remediate cybersecurity --vulnerabilities across the State Department global IT enterprise infrastructure.
Apply organizational and process change principals.
Evaluate system performance results, perform risk assessments, and evaluate performance metrics.
Responsibilities include:
Provide ad-hoc penetration testing and assessment services on Department of State systems identified by the leadership.
Develop, Identify and resolve security vulnerabilities related to deployment and testing processes.
Streamline and optimize processes and procedures in order to rapidly remediate vulnerabilities from cybersecurity threats.
Collaborate with Department and external cyber stakeholders on cybersecurity technology implementations to meet specific operational needs.
Perform technical evaluations of recommended vulnerability mitigation actions and make recommendations based on impact and/or other countermeasures.
Develop strategies for CIC cyber defense technologies, ensuring integration and alignment for continued operation.
Conduct assessments of threats and vulnerabilities; determine deviations from acceptable configurations, enterprise, or local policy; assess the level of risk; and develop and/or recommend appropriate mitigation countermeasures in operational and non-operational situations.
Network Mapping include but are not limited to a network map of the organization's system that includes a visual representation of the organization's physical devices and digital network.
Perform operation and maintenance activities in support of existing CIC cyber tools and technologies (MSV, Qualys, Tenable Nessus and others).
Identify, diagnose, and prioritize anomalies in cyber defense infrastructure and resources.
Perform cybersecurity testing of developed applications and/or systems.
Identify and direct the remediation of technical problems encountered during testing and implementation of new systems.
Document security issues and impacts identified through offensive operations in a clear and concise manner to facilitate reporting to impacted stakeholders.
Provide guidance and recommendations to stakeholders responsible for security remediation actions to close identified gaps and remediation validation testing.
Independently handle complex issues with minimal supervision, while escalating only the most complex issues to appropriate staff.

A degree in Cybersecurity or related field.
4-6+ years penetration testing experience.
Web application penetration testing, LPT, Source code vulnerability analysis, serious problem-solving skills experience.
All penetration testers/operators must be DHS/CISA AES qualified within 90 days of onboarding.

Job Responsibilities:
Review mandatory cyber incident reports submitted under DFARS 252.204-7012.
Perform triage analysis and draft damage assessment reports from a review of compromised data sets for Critical Technological Areas (CTAs) and Controlled Technical Information (CTI) that could provide an adversary with the capability to:
Develop countermeasures to the system, platform, or technology.
Provide potentially damaging insight into defense plans and operations.
Shorten development of similar adversary systems, platforms, or technologies.
Review intelligence community cyber intrusion reports to collaborate with the appropriate agencies and improve cyber incident damage assessment reports.
Develop keyword strings of interest for CTAs and CTI to review compromised data sets using Boolean logic.
Oversee and coordinate for subject matter expert participation in cyber incident damage assessment reports.

JOB DESCRIPTION
This position requires a highly motivated individual with the ability to work independently, as well as with a team. It involves working at all levels of program management and systems management. In addition, this position requires the ability to manage program schedules and milestones for the TACP program. Work will be performed onsite at our Eastgate facility and at Crane Building 41. Travel will be required, as needed, to support military installations tech refresh, system repair and maintenance.

Review mandatory cyber incident reports submitted under DFARS 252.204-7012.
Perform triage analysis and draft damage assessment reports from a review of compromised data sets for Critical Technological Areas (CTAs) and Controlled Technical Information (CTI) that could provide an adversary with the capability to:
Develop countermeasures to the system, platform, or technology.
Provide potentially damaging insight into defense plans and operations.
Shorten development of similar adversary systems, platforms, or technologies.
Review intelligence community cyber intrusion reports to collaborate with the appropriate agencies and improve cyber incident damage assessment reports.
Develop keyword strings of interest for CTAs and CTI to review compromised data sets using Boolean logic.
Oversee and coordinate for subject matter expert participation in cyber incident damage assessment reports.
Develop processes to effectively and efficiently grow damage assessment capabilities to include, but not limited to, discovery, reporting, network, and analytic tools to assist development of damage assessment reports.

The Navy Business Group currently has a career opportunity for a fleet training program analyst to provide Fleet Deployment Training Program analysis to Commander, U.S. Fleet Forces Command (USFFC) in Norfolk, VA.
The individual in this position will provide fleet deployment training program policy and standards analysis support and serve as an action officer for the USFF Fleet/Joint Training Directorate (N7). Program analysts have experience at the senior level including supervisory experience. Program analysts, in general, review program (specific) data, evaluate program plans/changes and assist in the preparation of documents with various senior-level, civilian and military stakeholders. They are able to analyze program information, strategize plans, produce quality analytic work in the form of information papers, white papers, briefs, and executive correspondence and effectively present the results in a clear and concise manner when required. Program Analysts utilize time and government furnished equipment/information to accomplish their tasks successfully and promote program efficiencies. They are subject matter experts (SME) in their fields of expertise.
The ideal candidate will be an experienced program analyst (at least eight years' experience) and SME in fleet training policy and standards. Specific Functional Area duties include:
. Assist in the coordination and management of USFF reviews of NTSPs to ensure all requisite data / information is captured.
. Provide recommendations for USFF N7 input on required improvements to individual functional skills, team and Fleet operational courses at training activities ashore based on operational mission assessment.
. Provide recommendations to USFF N7 for Navy Training Planning Process Methodology (TRPPM) forums to ensure Fleet training is incorporated into new acquisition systems delivered to the Fleet.
. Provide recommendations and assess suitability of program training plans to ensure Fleet training equities are addressed.
Qualifications
REQUIRED EDUCATION / EXPERIENCE / SKILLS:
. U.S. citizen with Bachelor of Arts or Science degree and Secret clearance.
. Active duty Navy experience including recent fleet training experience at or above the mid-grade officer or senior enlisted level.
. 3+ years of general training program analyst and Functional Area experience (7 years in lieu of degree will be considered); see detailed tasks above.
. Knowledge and proficiency in analytical methodology, assessments, and program evaluation with commensurate expertise in preparing project papers, senior management level briefings / presentations, and executive correspondence.
. Proven written and verbal communication skills and ability to act independently and manage time effectively.

SAIC Naval Business Unit is seeking a qualified Fleet Intel Training Planner at Navy Warfare Development Command (NWDC) in Norfolk, VA. The individual in this position will provide subject matter expertise (SME), Fleet Intelligence, and Opposing Forces (OPFOR) SME support to USFF in the accomplishment their mission to train and sustain Maritime Operations Centers (MOCs) command and control capabilities at Major and Numbered Fleets Commands, Naval Component Commands (NCC) and when designated, Joint Force Maritime Component Commands (JFMCC) at the Operational Level of War (OLW).
Position is contingent upon contract award Summer/Fall 2024.
The ideal candidate must have naval operational experience and knowledge for how intelligence and realistic OPFOR presentations support the following areas: Operations, Plans, Command and Control (C2) Command Authorities, Fires, Intelligence and Special Access Programs/Special Technical Operations, Integrated Air and Missile Defense/Ballistic Missile Defense, Joint Interface Control Officer (JICO), OLW Logistics, Special Operations Forces/Irregular Warfare, Inter Agency, C2 Systems, Command and Control of Command and Control (C2 of C2) or Assured C2 Process, Strategic Communications, Cyber Operations, Space Operations, Anti-Submarine Warfare, Information Management/Knowledge Management, Personnel, and/or Assessments. Additionally, the ideal candidate must have performance-based Operational Level Exercise Program (OLEP) experience, which includes the full spectrum of maritime operations support tasks required in the conduct of simulated and real- world events (local, remote, distributed, live, virtual, and constructive; friendly, neutral, and threat maritime forces).
These tasks include, but are not limited to: exercise concept development, planning, scheduling, modeling, simulation architecture design, simulation management and operations, intelligence, scenario development, database builds and tests, event response and control cells, assessment, as well as support to development of future maritime domains within the joint training environment.
Specific Functional Area duties will include, but not limited to the following tasks:
Coordinate with MOC Training Team (TT) on-site government and contractor staff, as required, to accomplish tasks, briefs and pointpapers to meet deadlines.
Coordinate with appropriate OLW TT members to prepare required reports, staff actions, point-papers, talking points, and all other staff products in support of but not limited to the following activities of NWDC OLW:
Assist in the development of the scenario, road to crisis, operational environment and specific storylines that ensure the Commander' s training objectives are accomplished.
Assist government representatives in debrief of OLW exercises in accordance with appropriate measures of effectiveness (MOE) using USFF established Navy Mission Essential Task Lists (NMETL).
Develop synthetic exercise scenarios in accordance with current naval, joint, and coalition doctrine, Tactics Techniques and Procedures (TTP) and forward deployed Numbered Fleet requirements in an OLW environment.
Develop synthetic exercise injects to enable accomplishment of training objectives for synthetic training events and support of live events as required.
Utilize the Master Scenario Events List (MSEL) tool to track storylines and specific events on a daily basis.
Provide recommendations for and development of synthetic augmentation (entities, scenario elements, simulator operators, etc.) to live training exercises.
Develop exercise documents to include manning documents, messages and orders to include but not limited to Operation Orders (OPORD), exercise directives and exercise game books.
Provide for the execution of synthetic war-gaming software for OLW synthetic events/exercises as required.
Provide the government lead with appropriate lessons learned from synthetic training exercises and ensure relevant changes are incorporated in future exercises
Provide expertise and support on applicable tactical and operational-level joint, coalition and service doctrine.
Develop collection plans in support of Observer/Trainers (O/T) to aid in the preparation of After Action Reports (AAR) and daily summary reports.
Participate in the development of the AARs based on observations of the training audience during exercise execution.
Develop and maintain MOC levels of performance, readiness assessment and feedback standards, as well as associated standard metrics (training proficiency observations (TPO), training proficiency evaluations (TPE), training proficiency assessments (TPA), mission training assessments (MTA), and mission assessments (MA)) for entry into the Joint Training Information Management System (JTIMS) and the Defense Readiness Reporting System (DRRS).

Manage all aspects of operational integration of processed/fused Intelligence Community based documents, assessments, Intelligence Briefings, operational reports and Intelligence databases for blue and red forces to support and meet exercise training objectives.
Develop exercise products from processed/fused Intelligence Community based documents, assessments, Intelligence Briefings, operational reports and Intelligence data bases.
Provide Intelligence support to the Exercise Control Group during exercises in the role of a Maritime Intelligence Operations Center (MIOC) / Joint Intelligence Operations Center (JIOC) staff.
