This Opportunity
WSP is currently initiating a search for a Senior Project Controller to join our expanding, Earth and Environment (E&E) Project Management group based in Costa Mesa, CA. Be involved in projects with our Earth & Environment Team and be a part of a growing organization that meets our client's objectives and solves their challenges.
The Senior Project Controller will be involved in selected stages of a project's life cycle (i.e. Initiation, Planning, Execution, Monitoring and Control, and/or Closure) for consulting services related to earth and environment projects including site characterization and remediation, environmental permitting and compliance, water/wastewater treatment, and mining. Most components of this role will relate to engineering and/or environmental consulting scopes. The role will be focused on technical practice areas in our earth and environment business such as site assessment and remediation, geotechnical engineering, geosciences, surface water, and groundwater in aspects of projects ranging from site characterization, permitting and planning, desktop analyses, feasibility studies, research and detailed design. This project coordinator role will work closely with project managers and technical managers and ensure the correct delivery of projects within budget and schedule.
Your Impact
Setting up and coordinating the project according to the approach outlined in the WSP's Project Delivery Manual and in line with established quality control procedures.
Coordinate with project manager, project team and client: monitoring and control of budgets, expenditures, schedules, progress deliverables, forecast, invoicing, change management, resourcing requirements, logistics coordination, document control, proposal preparation and project closeout activities.
Liaising with subcontractors and suppliers and helping with preparation of subcontractor work orders and invoicing payments
Assisting with developing and tracking Health and Safety requirements and associated plans.
The Project Controller will independently prepare initial budgeting and financial forecasting activities relying on their professional judgement, analytical techniques, and project-specific training/discussions. The Project Controller will require extensive use of scheduling software (i.e., MS Project or Primavera) and macros-enabled MS Excel workbooks to convert financial data into a format to be used for budget and financial forecasting.
The Project Controller will own preparation of and be responsible for production of high quality technical and professional deliverables for projects, including but not limited to:
invoicing (checking bill rates, contract compliance, correct reference to project and client PO, correct billing dates, etc.) using company specific business systems (supported by Oracle)
budget and financial forecasting using company specific business systems (supported by Oracle)
resolve issues that arise related to schedule, budget, invoicing, etc. keep PM appraised of situation and escalate as appropriate.
The Project Controller will assist PMs with large projects and/or large portfolio of projects, with the preparation, compilation, and professional delivery of project data.
The Project Controller will be responsible for identification of technical problems and analyze potential impact to project. Work directly with technical resources to resolve issues minimizing disruption to workflow, scope, schedule, and budget. Will escalate to PM as necessary.
Who You Are
Required Qualifications
Bachelor's degree in environmental, science, engineering or related degree, OR in lieu of a degree 4 years' of related experience
Minimum of 7 years of demonstrated experience of relevant skills with a degree
Basic knowledge of project management principles and PMI's Body of Knowledge
Excellent organizational skills
Exceptional attention to detail and accuracy
Proven ability to meet tight deadlines, manage conflicting priorities, and work well under pressure in a rapidly changing environment
Strong interpersonal and communication skills
Ability to learn processes quickly and prioritize client requirements

Excellent computer skills, including knowledge of Microsoft Word, Excel, Project, and Adobe Acrobat Software
Previous experience working in a consulting business would be considered an asset
PMP certification would be an asset
Experience in field / supply logistics and travel bookings
Experience working in the mining or construction industries or environmental/engineering fields.
Proven track record of upholding workplace safety and ability to abide by WSP's health, safety and drug/alcohol and harassment policies.
Ability to work schedules conducive to project-specific requirements that may extend beyond the typical workweek.
Occasional travel may be required depending on project-specific requirements.

WSP is currently initiating a search for an enthusiastic and motivated Environmental & NEPA OV Manager for Atlanta Transportation team! The WSP Atlanta office serves clients from around the state on a wide variety of projects ranging from turn lanes and widening, intersection improvements and bridge replacements to urban interchange reconstructions and large design-build projects. This position is an excellent opportunity to continue to enhance design and production skills and build relationships within WSP as well as with a large number of clients around the state. This role will be a key contributor in assisting in managing daily activities of the Civil/Highway group.
The Environmental & NEPA OV Manager provides technical environmental planning assistance to minimize the environmental impacts of commercial, industrial, utility, transmission, development, infrastructure, construction, pipeline, and/or transportation related projects. Tasks may include providing support and guidance for multi-site/phase environmental permitting projects, site and impact assessment, restoration, land use management plans, public involvement, and ensuring environmental regulatory compliance. Substantiates documentation to advise on project areas by applying and integrating urban and regional planning with a focus on sustainability. Assists project leadership with environmental impact assessment, corrective/mitigation strategy development, permitting, and/or restoration activities. Ensures that responsibilities are delivered and adhered to with a level of quality that meets or exceeds acceptable industry standards.
Your Impact
Assists the Environmental Owner's Verification (OV) Manager oversight in monitoring and verifying the specified Post Let Instruction (PLI) procedures are being adhered to and the Environmental Owner Obligations and intended quality are being met.
Works with Environmental OV Manager on modification or development of new processes to correct Project Management Team (PMT) performance, identify training or additional support that may be necessary, and suggest updates to the PLI as the Project progresses.
Assists Environmental OV Manager in preparing the environmental section of the PMT quarterly audit.
Tracks PMT Environmental OV resolution of internal audit findings.
Verifies occurrence of annual updates to PMT procedures or Developer Management plans.
Assists Environmental OV Manager in tracking the status of environmental NCRs or confirming the Developer or IQF's completion of corrective actions associated with NCRs.
Participates in audit follow-up meetings to review draft external audit reports.
Participates in pre-construction meetings to maintain familiarity with the active construction areas.
Attends Environmental Meetings.
Performs Technical Review and Recommendation (TRR) to verify Developer and IQF are properly documenting environmental measures taken during construction (e.g., EC-1, Turbidity testing, etc.) and corresponding field observation site audits, across all active construction areas, sensitive and risk areas, such as Buffer and Wetland Conditions, against the CEPP and Erosion, Environmental Compliance Reports, and Sedimentation and Pollution Control Plan.
Tracks and audits the documentation of the Monthly/Weekly/Daily Environmental Compliance Report correction of documentation, or close-out of any self-reporting.
Responsible for verification of Developer's implementation of their Hazardous Material Management Plan.
Responsible for verification of Developer's compliance with environmental permits.
Prepares and maintains internal reporting forms of environmental field activities, observations, and testing results on construction projects, and the Developer's conformance with (or deviation from) Project plans and specifications.
Reviews and comments on the Developer's provided Environmental Monitoring Reports with the Developer's Monthly Performance Report, summarizing any environmental compliance events and remediation requirements.
Monitors compliance with all applicable federal, State, and local permit conditions, as well as Environmental Commitments per the Contract.
Validates implementation or necessity of IQF implementation of Environmental Noncompliance Events (NCEs).
Who You Are
Required Qualifications
Bachelor's Degree in Environmental Planning, Urban Planning, Geography, Environmental Science, Engineering, or a related field or High school graduate plus five (5) years of experience in performing inspection and/or managing environmental compliance of urban freeway construction, with expertise in National Environmental Policy Act of 1969 (NEPA) laws, regulations, policies, and permitting, expertise in Air and Water Quality, Noise control, and Hazardous Materials.
5 to 7 years of experience working in the environmental planning field, completing environmental surveys, fieldwork, habitat and construction support, impact assessments, and permitting.
Minimum Training and Experience Requirements: Worksite Erosion Control Supervisor (WECS) Level II, GDOT Soils, Foundation and Material Testing, Hazardous Waste Site Assessment Studies 6.05, 40-hour Hazardous Waste Operations and Emergency Response (HAZWOPER) certification, Certified in GDOT Transportation Planning Prequalification Categories 1.06 (b, c, d, e, g).

Our Earth & Environment Team is seeking a Civil Engineering Intern - Summer 2025 to work out of our Laramie, WY office . This temporary position is seeking individuals currently enrolled in an Undergraduate or Graduate degree program with an anticipated graduation date of August 2025 or later. Our Laramie Office provides a broad range of services, which may provide exposure to a variety of engineering disciplines, including civil design, mechanical (HVAC) design, electrical design, flood control, hydraulic modeling and design, storm water quantity and quality analysis and design, surface water modeling, and construction observation.
This 12-week internship will be part of the WSP Summer Internship Program that is scheduled to start on May 19, 2025. The individual start date of the internship may be flexible.
Your Impact

Provides subject matter technical environmental planning support and leadership to minimize the environmental impacts of commercial, industrial, utility, transmission, development, infrastructure, construction, pipeline, and/or transportation related projects. Provide oversight with data collection efforts for identifying and compiling observational, spatial, and environmental data concerning a variety of matrices for projects, investigations, and surveys.
Ensure the appropriate use of topographic maps, aerial photographs, GPS data, and other visualization tools to determine exact locations of project areas, associated physical and wildlife sensitivities, and to uncover primary, secondary, and tertiary environmental impacts.
Prepare, complete, and/or review environmental survey reports, data entry, impact assessment, and permitting activities for assigned projects (e.g. Endangered Species Act, Clean Water Act permitting, CEQA, NEPA , etc.).
Ensure technical reports and presentations explain research, findings, and recommendations to plan, address, prevent, control, or restore larger-scale environmental challenges and complex problems.
Perform professional environmental planning work and conduct investigations, inspections, and environmental studies and surveys to gain further information on a particular environmental problem or issue, verify site characteristics, and/or to plan for future environmental needs, site impact, habitat types, and associated physical and wildlife sensitivities.
Conduct and provide guidance on environmental site assessments (Phase I and II).
Prepare data and visualizations such as tables, charts, reports, models, cross-sections, and other illustrations for the interpretation or presentation of more complex and larger scale data, findings, or analyses.
Prepare comprehensive technical reports and presentations that explain research, findings, and recommendations to address, prevent, control, or restore more complex or larger-scale environmental problems.

Who You Are
Required Qualifications
Bachelor's Degree in Environmental Planning, Urban Planning, Geography, Environmental Science, Engineering, or a related field (or equivalent experience.)
10+ years of experience working in the environmental planning field, completing environmental surveys, fieldwork, habitat and construction support, impact assessments, and permitting.
Highly proficient expertise with environmental planning skills for a specific ecosystem(s), habitat(s), and/or applicable regulatory zone.
Extensive knowledge of relevant environmental laws, permitting requirements, notification and compliance practices, and applicable Regional/State/Federal regulatory framework.
Demonstrated technical competence leading environmental permitting of assigned projects within business sector (e.g. commercial, infrastructure, transportation, energy, etc.)
Well-defined experience in conducting Phase I and Phase II Environmental Site Assessments in accordance with ASTM guidelines and industry standards.
Advanced expertise with consulting practices, conducting NEPA / CEQA / other analysis and preparation of associated documentation.
Ability to work independently and provide guidance and leadership to mid-level to senior level team or project members, with strict adherence to QA/QC.
Experienced with providing critical review for documents and preparing technical deliverables and plans with a high degree of complexity.
Strong self-leadership and interpersonal communication skills with the ability to effectively, persuasively, and tactfully interact with employees at all levels of the organization.
Experience with discipline-specific software (i.e., ArcGIS, Adobe Illustrator, Adobe Creative Suite, Sketch-Up).
Proficiency with technical and business writing, office automation and communication software, technology, and tools.
Extensive critical thinking and problem-solving skills required to reach conclusions from testing results, data collation, and identify the most effective solutions to accomplish objectives of assigned projects.

WSP is currently accepting resumes for two a Resident Construction Monitor positions for construction of a wastewater treatment project in Shiprock, New Mexico. Anticipated construction will start in October/November 2024 and will continue for up to 2 years. Full-time benefits will be provided.

Position Summary
This full-time, onsite Construction Monitor / Quality Assurance (QA) Observer position will work as an Engineer's representative for ground up construction of new facilities, complete with civil, structural, electrical, mechanical, plumbing, security system, and fire protection, as well as interior building finishes for an onsite laboratory. The existing wastewater treatment plant must remain operational while the new treatment systems are being constructed. This person will consult, as necessary, with the design engineering staff and is provided the opportunity to participate in construction of a full-scale facility. Anticipated construction monitoring is approximately a two-year assignment.
Responsibilities
Will work with the design engineering staff on wastewater construction projects at Shiprock, NM.
Daily observation of the construction contractor(s) progress
Support development of quality checklists/forms to verify compliance with construction documents.
Coordinate with Owner/Plant Operations
Observe safety/quality/change/risk onsite according to the Contractor's stipulated plan.
Facilitate / Participate in progress meetings with project stakeholders.
Prepare presentations on construction progress.
Verify contractor cost/schedule/progress.
Track receipt and closure of parts and materials submittals and RFIs.
Prepare daily monitoring and other reports.
Receive and participate in reviewing contractor pay applications.
Monitor and verify contractor/third-party quality control testing.
Review project closeout and as-built documentation.

Familiarity with construction safety issues. OHSA training is a plus.

Must pass background check and have a satisfactory driving record in accordance with the Company's driving policy.
Able to walk distances on uneven sites, climb small ladders, and work in an active construction environment.
Training for rebar / concrete inspections available.

As a Consultant Transportation and Transit Planner, you'll provide technical planning assistance and guidance to inform and create plans for the safe movement of people and products by all modes of transport, to optimize logistics / scheduling / systems, and to account for the economic, social, and environmental impact of projects and initiatives. Your Impact
Collect, identify, and compile observational, spatial, operations, and transportation data from multiple matrices for projects, research, and surveys.

Prepare data and visualizations such as tables, charts, accurate reports, models, infographics, and 3D illustrations for the interpretation or presentation of data, findings, or analyses.
Assist with preparing any applications and representing clients in the approval process with local jurisdictions.
Assist with preparing, coordinating, and facilitating public involvement and consensus-building meetings in support of client project work, answering public questions on behalf of the client, and assisting with long-range planning efforts on small- to medium-sized projects.
Prepare drafts of technical memos, meeting minutes, transmittals, presentations, and other written materials summarizing research with findings and conclusions.
Assist in the analysis, evaluation, and interpretation of facts and data obtained during field and site investigations, offering input with developing action plans for low to mid-level challenges and development activities to minimize impacts to the community, population, local economy, and environment.
Assist with reading, interpreting, composing, and reviewing Planning Reports, NEPA, and other technical documents.

Who You Are
Required Qualifications
Master's Degree in Transportation Planning, Urban Planning, Environmental Planning, or a related field (or equivalent experience.)
3 to 5 years of experience working in the transportation planning field, actively engaging in general plans, specific/master plans, zoning code updates, public involvement, and regulatory compliance for a variety of client projects relating to equitable transportation development, transportation demand management, mobility planning, multimodal access, surface transportation, and funding.
Highly familiarity with the transportation project development cycle; including from planning to implementation.

Your Impact
Serve as project manager for energy and power projects involving transmission and distribution including substations and transmission lines, renewables including solar, battery, and wind, hydropower, electrification, generation, and industrial projects.
Provide expertise on planning, design, and construction phase projects to support constructability and delivery excellence.
Provide comprehensive ownership through the project lifecycle, from proposal development including scoping and pricing, to project initiation, planning, implementation, and closeout.
Effectively lead in a matrix organization and manage project teams to ensure project success.
Accountable and responsible for: cost/budgeting and management; communication management; change management; schedule management; construction management oversight; risk management; regulatory and stakeholder management.
Supporting key client relationship management and marketing efforts.
Some regional travel is anticipated.
Exercise responsible and ethical decision-making regarding company funds, resources and conduct, and adhere to WSP's Code of Conduct and related policies and procedures.

Who You Are
Required Qualifications
Bachelor's Degree in Project Management or related discipline
7-10 years of progressive experience in project management including the electric utility industry.
Proficiency with Microsoft Office (Word, Excel, PowerPoint) and project software (MS Project, Primavera P6, SharePoint).
Valid state driver's license. Must successfully complete and pass WSP's Motor Vehicle screening.
Must be willing to travel to project sites and business meetings, as required.
Well-defined knowledge of construction inspection principles, field inspection practices, process, methods, and techniques.
Well-defined knowledge of relevant construction codes, regulations, compliance practices, and record-keeping requirements.
Analytical mindset with an ability to exercise sound judgement in evaluating situations and making decisions.
Strong interpersonal and communication skills when interacting with others, expressing ideas effectively and professionally to a technical and non-technical audience.
Proficient self-leadership with attention to detail, accuracy, multi-tasking, and prioritization of responsibilities in a dynamic work environment.
Ability to learn new techniques, perform multiple tasks simultaneously, follow instruction, and comply with company policies.
Ability to work independently with minimal supervision, as well as part of a team to meet business objectives.
Proficient with technical writing, office automation, software, technology, math principles, spreadsheets, and tools.
Competent critical thinking and problem-solving skills required to apply technical knowledge to reach conclusions from inspection and testing results, and data collation arriving at the most effective, economical, and logical solution.
Proven track record of upholding workplace safety and ability to abide by WSP's health, safety and drug/alcohol and harassment policies.
Ability to work schedules conducive to project-specific requirements that may extend beyond the typical workweek.

Preferred Qualifications
Professional Engineer license and/or PMP certification.

Your Impact
Lead SUE Field Crew in day-to-day operations, including but not limited to utility designating, vacuum excavation, and data collection
Assist with development and maintenance of site safety plans
Create a culture of safety observing and complying with all company and related safety rules
Mentor junior staff, training on utility location and vacuum excavation
Ensure assigned SUE field project tasks and data collection are quality, accurate, and thorough
Communicate with office staff on project progress, project needs, equipment needs, etc.
Engage in occasional contact with client personnel to schedule and coordinate project activities.
Occasionally work with utility owners to obtain needed as-built/schematic records
Complete assigned projects in the field, on schedule and under budget
Work with office crew to create an accurate and complete deliverable
Remain current in latest SUE/survey knowledge, techniques, and practices.
Exercise responsible and ethical decision-making regarding company funds, resources and conduct and adhere to WSP's Code of Conduct and related policies and procedures
Assist project managers with estimates for project budgets.
Who You Are
Required Qualifications
Must have 4+ years of progressive experience in the SUE industry desired
High school diploma or GED
Ability to work independently, and as part of a diverse team
Analytical, detail oriented, goal driven, problem solver, self-lead
Possess excellent communication skills
Display proficiency with both EM and GPR locating equipment
Display proficiency in reading utility as-built/schematic records
Display working knowledge of survey equipment (conventional and GPS)
Ability to operate vacuum excavation equipment
Ability to traverse terrain, as project dictates, in all seasons
Ability to lift up to 100 lbs or work as a team to do so
Must have a valid driver's license with acceptable MVR
Be able to pass criminal background check and drug screening
Able to work occasional overtime as project timeline dictates
Occasional travel may be required depending on project-specific requirements
