Construction Manager - WSP USA

Job Description

This Opportunity

WSP is currently initiating a search for a Full-Time Construction Manager for our Richmond, VA office with experience providing construction and technical direction on building/facilities construction related projects. Our ideal candidate will have experience in construction oversight of small to medium, multi-discipline projects from the time of assignment to commissioning, close-out, and turnover to client.

We will also consider any of the Southeast office locations: CT, DC, DE, GA, KY, Il, IN, MA, MD, ME, MI, NC, NH, NJ, NY, OH, PA, PR, RI, SC, TN, VA, VI, VT, WI, WV

Your Impact

  • Supporting the Project Manager in tendering works, bid reviews and bid analysis.

  • Managing construction projects upon award of contracts.

  • Contractor coordination.

  • Budget monitoring & schedule monitoring with adherence to cost and delivery contractual commitments.

  • Construction monitoring and thorough documentation of project delivering a weekly report on project status.

  • Maintaining a weekly construction log in a terse, professional format..

  • Record and document significant verbal, telephone, and media messaging

  • Quality control, documentation and resolution of poor-quality fabrication, installation or materials by general contractor, trade disciplines, and suppliers

  • Change order control, including detailed knowledge of change and contractual requirements.

  • Job safety, monitoring, and compliance with WSP and USPS's safety, health and environmental (SH&E) requirements

  • Project start-up meetings and documentation and attendance in meetings including safety program.

  • Manage and assist in responding to RFI's, material and equipment submittals and shop drawings.

  • Interface with client as required or defined for program.

  • Project turnover of documentation, to include but not limited to; as-built drawings, training manuals, OEM installation/ operation & maintenance manuals.

  • Equipment and systems testing and commissioning.

  • Field assignments are local and regional depending on technical capabilities and desire to travel. Overnight travel is estimated to be up to 100%.

  • Implementation of standards in compliance with USPS/WSP program requirements and seeks guidance and direction from Sr. construction managers in the planning, execution, and delivery of similar project requirements.

  • Possess knowledge of construction processes.

  • Demonstrate construction management skills in the management of integration/coordination of project elements, scope management, time management, cost management, quality assurance, managing changes in priorities and communication management in the generation, collection, dissemination, storage, and ultimate disposition of project information.

  • Ensure that projects are successfully completed on schedule, within the approved budget and in accordance with applicable quality standards and contract requirements.

  • Fully vetted in OSHA 29 CFR 1926 (10-hour certification) for compliance with all USPS/WSP applicable Environmental, Health and Safety requirements in the performance of the projects.

  • Clear and precise record keeping meeting contract requirements and regulatory requirements.

  • Types of buildings worked with include, but are not limited to offices, light industrial facilities, maintenance facilities.

Who You Are

Required Qualifications

  • Bachelor's degree from an accredited university or college.

  • Experience working with outside 3rd party vendors, suppliers, and contractors.

  • Minimum of 7 years of experience and demonstrated success with construction management or related disciplines.

  • Ability to self-motivate with an entrepreneurial spirit. Proficient in Microsoft Office, Excel, Word, MS Project. Familiar with Blue-Beam, AutoCAD, and project management software such as Procore a plus, but not required (candidate must be willing to learn software as applicable).

  • Experience working with direct and indirect resources, minimum of 5+ years acting in a construction management capacity or supervisory role on light industrial or commercial projects.

  • Demonstrated ability to communicate effectively. Knowledge of environmental, safety and health regulatory compliance. Negotiation and construction management experience/skills.

  • Resourceful, well organized, highly dependable, efficient and detail oriented.

  • Excellent written and verbal communication skills.

  • Experience working with technical disciplines.

  • Strong organizational skills.

  • Read, understand, and interpret blueprints, drawings, diagrams, floor plans, shop drawings, specifications, and schedules as they relate to architectural, civil, electrical, mechanical, plumbing, HVAC equipment, & building structures

Physical Demands

  • Must have the ability to stoop, sit, stand, or be on their feet for extended periods of time and be able to handle standard field-testing equipment.

  • Must have the ability to work in varying environments (office, and field settings) and be willing to travel.

  • Must pass drug test, background check and must have a satisfactory driving record in accordance with the company's driving (MVR) policy.

WSP is currently initiating a search for a Senior Consultant to support our company's growing Resilience Services Practice and our Climate, Resilience and Sustainability Team. This is a full-time position located in any of our offices in the United States.

This is a technical position that requires experience in transportation and infrastructure resilience projects and programs. These may be focused on (i) modeling climate-related hazards such as sea level rise, storm surge, and riverine flooding, (ii) assessing the probable impacts caused by those hazards to our clients' transportation and infrastructure assets, their services, and our society, and (iii) supporting the integration of this information into policy, strategies, programs, planning, projects, and climate adaptation decisions to support transportation and infrastructure resilience efforts. You will collaborate with other experts from our Resilience Services Practice, including climate scientists, engineers, planners, economists, policy specialists, and risk modelers, and expand our organization to meet our growing portfolio of clients.

Your Impact

  • Provide quantitative and spatial analysis and modeling of exposure, vulnerability, risks, and resilience associated with long-term climate change considerations for a range of clients in transportation and infrastructure sectors.

  • Develop methods and tools to support effective decisions and improve capital investments to reduce the effects of future climate-related hazards.

Who You Are

Required Qualifications

  • Bachelor's degree in engineering, planning, physical sciences, mathematics, or other technical discipline

  • 5 to 7 years of relevant experience in a management consulting or technical advisory firm, or an infrastructure sector organization, e.g., public agency (note: relevant research or academic experience may be used towards meeting part of the 5 to 7 years of experience requirement).

  • Experience working with a spectrum of environmental, socio-economic, and infrastructure data sets and large datasets using programming language (e.g., MATLAB, Python, R)

  • Attention to detail; commitment and skills to identify and detect errors; commitment to thorough quality reviews and checks; and commitment to accuracy, correctness, and excellence

  • Ability to be innovative on challenging topics to produce client-tailored products

Provides professional accounting and financial specialist support to a project team, reviewing and evaluating project charges for accuracy, completing cost transfers, establishing and updating funding as needed, instituting and maintaining project budgets, and ensuring that all project data is current. Generates accurate and concise documentation regarding infrastructure/transportation/professional services projects within Oracle, providing pre-billing information for project manager review, and are accountable for independently reviewing, providing QA/QC on invoices including recommendations to PM and ensuring compliance with the contract. Ensures that responsibilities are delivered and adhered to with a level of quality that meets or exceeds acceptable industry standards, supporting the delivery of future-ready solutions to clients.

Your Impact

  • Works independently to manage and analyze the collection, recording, and allocation of project costs and revenue; ensuring accurate project profit and loss calculations, budget vs. actual cost, and developing and providing project financial performance and profitability to project/program management.

  • Responsible for lifecycle project accounting from creating project accounts in Oracle, to tracking projects and project budget, validating invoicing, project close-out, and reconciling overall project payables and receivables to project budgets.

  • Verify contract and change order characteristics, including reading and interpreting contract language, method of compensation, modifications, purchase orders, and subcontract/consultant terms.

  • Responsible for ensuring draft invoices from billing are accurate based on the contract requirements agreed upon with the client, identifying any corrections needed, obtaining Project Manager documentation and signature, and finalizing the invoice approval with the Project Manager/billing team and submits the invoice to the client.

  • Subcontract management and coordination with Contract Administrators. This includes evaluating subconsultant invoice submittals for accuracy, establish and maintain purchase orders for subconsultants, and request and follow up on subcontractor payment requests with Accounts Payable.

  • Identify and record unpaid contract billings, following up on any delinquent accounts receivable and/or unbilled costs.

Provides professional accounting and financial specialist support to a project team, reviewing and evaluating project charges for accuracy, completing cost transfers, establishing and updating funding as needed, instituting and maintaining project budgets, and ensuring that all project data is current. Generates accurate and concise documentation regarding infrastructure/transportation/professional services projects within Oracle, providing pre-billing information for project manager review, and are accountable for independently reviewing, providing QA/QC on invoices including recommendations to PM and ensuring compliance with the contract.
