DIRECTOR OF SUPPORT SERVICES

The Director of Support Services supports and oversees the operation of the school district and supports the Superintendent by overseeing the maintenance of all building, grounds, and capital projects for the district. Facilitates the Capital Projects Program - performs assessments of District facilities and sites, plans necessary repairs and improvements and oversight of building construction. Requires extensive knowledge of the principles of building construction, building maintenance and school security. Knowledge and experience in the area of planning, improving and maintenance of physical facilities. Experience with budgeting and budget maintenance. Must be proficient in reading building plans and specifications. Effective relationship building, collaboration and demonstrated experience working with architects and engineers. Ability to estimate costs of remodel and construction projects, Educational and school related facility maintenance, building construction is required. Five years of comparable experience is required. Entry level salary range is $125,000 per year/DOQ with comprehensive beniefits package. MINIMUM QUALIFICATIONS: Bachelor's Degree in Civil, Electrical or Mechanical Engineering or closely related field; or Master's Degree and ten (10) years of school administration with construction, facilities, and maintenance experience in a school setting. ESSENTIAL DUTIES:

  • Demonstrates excellent leadership and organizational skills and the ability to motivate people.

  • Oversee the district warehouse and storage facilities.

    COMMUNICATION AND COLLABORATION: The Facilities Director shall communicate effectively to help lead and collaborate with major stakeholders, make informed decisions, and maintain focus on the district goals. Establish expectations for collaboration, compliance with district policy and procedures, and quality continuous improvement.

  • Works effectively with administrators, directors, and staff to address needs and concerns.

  • Collaboratively communicates and provides direction for all building staffs to ensure quality service, effective use, and a coalesced approach to facility services.

  • Provides leadership for positive conflict resolution for schools, administrators, parents, student, and staff.

  • Assist with contract negotiations and labor relations with maintenance and custodial collective bargaining units in collaboration with the Sr. Director of Human Resources.

  • Serves as liaison with city, county and state departments that request input on projects, programs or community issues where the school district is a primary or potential stakeholder.

  • Attends meetings of K-12 principals, Central Office, District Leadership Team, and any other as delegated by the Superintendent.

  • Membership and participation with outside agencies or planning efforts such as School District representation on City/County Park Board, non-motorized planning committee, City/County Growth and Urban Planning committees, and similar task forces/study committees in which the school district is a primary stakeholder.

    POLICIES AND GOVERNANCE: Director of Support Services shall help identify, prioritize, recommend, and follow policies and governance procedures that support effective management, access and use of district facilities and funding for such facilities.

  • Will oversee procurement, bid openings, facility grants, and complete all state and federal reporting requirements.

  • Provides leadership in the development, writing, and implementation of facilities related policies and procedures for the school district.

  • Ensures that the district operations are in compliance with federal, state and local requirements and reflect the best practices of crafts and experts in their respective fields.

  • Troubleshoots unanticipated problems related to the operation of the school district to ensure safe, dry and warm public facilities that serve the educational needs of students.

  • Oversee regulatory compliance for building codes, environmental regulations (mold, asbestos, lead, radon, etc.), OSHA, Montana Safety Culture Act, well/septic testing/monitoring, Health Department, ADA, hazardous waste disposal, and others as required by law.

    PLANT OPERATIONS: The Director of Support Services shall develop, review, and seek support of the annual facilities budget in partnership with district administration and the Superintendent. This work will include the supervision and oversite of maintenance, grounds and custodial services while ensuring facilities operate at peak capacity within the constraints of a limited budget.

  • Prepare specifications, bids, contracts, and contract amendments for contracted maintenance services.

  • Participate in maintenance and custodial employee screening, interviews and selection.

  • Respond to emergencies including after hours and weekends caused by building system failures, power outages, fire, natural disasters, break ins/vandalism, and similar.

  • Review and approve/disapprove minor construction/remodel project requests.

  • Coordinate with district liability and worker's compensation insurers as part of risk management process for district.

    RESOURCES AND CAPITAL PROJECTS PROGRAM: The Facilities Director will develop and oversee the capital projects program and create and manage the necessary recourses to support district goals for instruction and facility use. The Facilities Director will help organize the district to provide leaders appropriate information and authority within their scope of work to make decisions and implement initiatives. The Facilities Director allocates adequate and equitable resources across the district in support of the mission.

  • Oversight and budget management of Building Reserve funds and prospective Bond funds.

  • Perform assessments for districts facilities and sites including the estimated service life for major systems, including but not limited to, roofing, mechanical equipment, electrical, ADA compliance, Fire, Life & Safety codes, environmental hazard management, floor finishes, asphalt, sidewalks, playgrounds, athletic fields, maintenance and custodial equipment, and related infrastructure.

  • Prepare initial cost estimates for projects including design services, contraction and contingency.

  • Prepare project recommendations for capital improvements annually to the superintendent that includes a three-year estimated expenditure cycle using life cycle assessment data, educational needs, safety enhancement, code/regulatory compliance, fiscal capabilities, scheduling requirements and maintenance trend analysis to establish priorities.

  • Select architectural and engineering firms to provide design services based on project scope and procurement requirements. Negotiate and manage design contracts and services for projects.

  • Prepare scope of work and design for small scale projects that do not require professional registration as an architect or engineer.

  • Provide asbestos inspection, identification and design services as required by DEQ prior to undertaking construction projects.

  • Select contractors for construction projects based on project scope and procurement requirements (limited delivery, quotations, bid, construction management or request for proposal criteria).

  • Project management for construction projects including contract management, scheduling, scope changes, budget, quality assurance, final acceptance and warranty.

  • Bond development assistance including the development of educational specifications, site selection considerations, demographic information, city and county planning data, cost estimating, scheduling, presentation information, attend meets to answer questions or provide clarifications or other items as requested by the superintendent or board of trustees.

  • Identify potential project funding sources and attempt to qualify/secure them that include but are not limited to grants and grant applications, Federal, State and Local funds, rebates and incentives, public/public or public/private partnerships or similar creative funding mechanisms that are in the school district's best interests.

  • Conducts studies on areas of operation and efficiency for quality improvement.

  • Knowledge of and skills in interpreting applicable federal and state laws and developing district policies and procedures.

  • Knowledge and experience of school district infrastructure, facility maintenance and construction with a strong background in education community building.

    PREFERRED QUALIFICATIONS:

  • Progressive construction, facilities and maintenance experience in a school district or public sector environment.

  • Demonstrated experience working with Montana laws and policies/regulations, and

  • Demonstrated experience with construction bid processes, Montana procurement laws, and deploying multiple teams to meet project timelines

  • Project management experience and skills specific to emergency response and short- and long-term facilities management.
