PROGRAM SUMMARY:

The Diplomatic Platform Support Services (DiPSS) works in support of the Department of State to provide medical support services. The primary scope of this program is to execute medical support services at the United States Embassy and adjacent facilities in the Middle East.

POSITION SUMMARY:

The Program Staff Scheduler analyzes program activities such as acquisition program planning, proposal pricing, financial management, cost analysis, management techniques, documentation requirements, or network analysis.

RESPONSIBILITIES:

  • Exhibits capability in areas of production planning documents, preparing and utilizing databases for cost analysis and financial management and maintenance of program security requirements in cognizance with ongoing program changes.

  • Compiles and reviews budgets against actual performance, previous budget figures, estimated revenue, and other data sources to control budgets and provide proper financial decisions.

  • Aids in developing and implementing strategies to achieve program objectives safely and within agreed time, cost, technical, quality and other performance criteria.

  • Products are generally acquisition strategies/plans and other statutory/regulatory documentation (writing, editing, cross-walking, and compliance checking), briefings and white papers supporting acquisition decisions at each of the milestones.

  • Participates in the control of costs and schedules on contracts requiring validated cost schedule control system.

  • Performs analyses and prepares reports to ensure that contracts are within negotiated and agreed-upon parameters and government cost control guidelines.

  • Participates in the preparation of budgets and schedules for all contract work and performs and/or assists in financial analyses such as funding profiles, sales outlook, and variance analysis.

  • Ensures adequate funding availability by maintaining accurate records of expenditures, directing preparation of expenditure projections, and submitting timely requests for additional funding to the government. Incorporates contractual changes into control systems by staying aware of outstanding work against each contract to maintain realistic contract cost and schedule baselines.

  • Develops plans including budgets and schedules to meet contractual/project requirements for several major portions of a program.

  • Supports the customer program manager in executing his/her mission as single point of integrative responsibility needed to ensure that everything in the program is managed effectively to ensure a successful project outcome.

  • Also provides support to the PM in program progress reviews and other performance reviews.

  • May also assist in creating/briefing higher level executive agency system acquisition or program summary reports.

  • Analyzes business or operating procedures to devise the most efficient methods of accomplishing work.

  • Plans study of work problems and procedures, such as organizational change, communications, information flow, integrated production methods, inventory control, or cost analysis.

  • Gathers and organizes information on problems or procedures including present operating procedures.

  • Analyzes data gathered, develops information and considers all available solutions or alternate methods of proceeding.

  • Organizes and documents findings of studies and prepares recommendations for implementation of new systems, procedures or organizational changes.

  • Confers with personnel concerned to assure smooth functioning of newly implemented systems or procedures.

  • May install new systems and train personnel in application.

  • May conduct operational effectiveness reviews to ensure functional or project systems are applied as designed and functioning satisfactorily.

  • May develop or update functional or operating manuals outlining established methods of performing work in accordance with organizational policy.

  • Performs routine assignments in the entry level to a professional job progression.

  • Develops competence by performing structured work assignments.

  • Uses existing procedures to solve routine or standard problems.

  • Receives instruction, guidance and direction from others.

  • Requires conceptual knowledge of theories, practices and procedures within a discipline.

  • Applies general knowledge of industry developed through education or past experience.

  • Begins acquiring disciplinary knowledge within the context of specific DOD, Agency, and/or industry standards and program management requirements.

MATERIAL & EQUIPMENT DIRECTLY USED:

  • Use of Land Mobile Radios, cell phones, laptop, and other devices to maintain contact and accountability of work activities.

PHYSICAL ACTIVITIES:

  • Physical requirements include lifting up to 35lb, team lifting up to 50lbs, climbing, extended sitting, or standing, stooping, stretching, and bending.

  • Work may require using and wearing personal protective equipment such as, hearing and eye protection,

  • Day-to-day physical requirements may involve standard office activities including sitting/standing for extended periods of time, attending meetings, use of keyboard and mouse repetitively, lifting and carrying

  • Work requires moderate physical exertion including walking to operating areas and walking up stairs.

BASIC QUALIFICATIONS:

  • Bachelor's degree or the equivalent combination of education and experience

  • Typically requires 0 to 2 years of relevant experience within the program

  • Must be medically fit and willing to travel CONUS and OCONUS

  • Must be able to lift 50lbs

  • Must be a U.S. Citizen with a current U. S. Driver's License.

  • Must possess passport book (not passport card) with at least 13 months of remaining validity AND 6 blank visa/stamp pages remaining

  • Must be able to read, write, speak and understand English fluently

  • Candidates must also meet CENTCOM MOD (Fit for Duty) theater requirements.

The KBR PSAB Program provides comprehensive BASE OPERATING SUPPORT-INSTALLATION (BOS-I) services at Prince Sultan Air Base (PSAB) in the Kingdom of Saudi Arabia (KSA). These services are delivered to support the 378 Air Expeditionary Wing (AEW), mission partners, and tenant units, encompassing a diverse range of personnel including transient, temporary duty (TDY), permanent party, and rotational personnel. Additionally, the program extends its services to encompass five (5) remote Army sites within PSAB. This program ensures the seamless functioning of operations, maintenance, and support activities essential for the sustained mission readiness and operational effectiveness of PSAB and its associated units.

Job Summary

The Prince Sultan Air Base (PSAB) Cargo Handler In/Out shall conduct cargo uploading / downloading, transportation, manifest, pallet-up, HAZMAT documentation and storage. The selected candidate must have a clear and precise understanding of tracking and tracing systems such as; CMOS (Cargo Movement Operations System), and GATES (Global Air Transportation Execution System), which will enhance ones capabilities of In-Transit Visibility of all properly shipped cargo and passenger flights throughout the AOR (Area of Responsibility).

Roles and Responsibilities

  • Candidate must have working knowledge of JMRs, AMRs, SMRs and the ITARS system. Candidate must have working knowledge of passenger manifesting to include high-jack briefings, amnesty, priorities, emergency leave and DV processes.

  • The candidate must be able to assist, and or Load Plan when required. Requires excellent organizational skills along with the ability to work under fast paced and adverse conditions. High school graduate or equivalent. Four years related experience. Completed Enlisted Warehouseman Basic Course at MCSSS or equivalent. Ability to apply detailed technical data from the provided technical data systems in the care and storage program. Ability to develop storage space requirements considering such factors as material, weight, cube, and clearance, within the various categories of supply. Ability to lift 50 pounds. Must be capable of operating MHE (forklifts, tractors, etc.) and bulk and small parts conveyor systems used in warehousing operations. Possess a valid State Motor Vehicle Operator License and able to obtain and maintain a Tactical Operator License as necessary. Ability to comply with all established methods, safety standards, quality standards, and time schedules applicable to this position. U.S. Citizen. Must be able to obtain and maintain a Common Access Card (CAC) and Base Access.
