Position summary: The person in this role is responsible for the development and coordination of proposals and assist with marketing efforts for the assigned region.
Essential Functions and Responsibilities
Lead, prepare, and review proposals, expressions of interest, technical proposals, award submissions, and presentations.
Lead all phases of the pursuit process from kick-off meeting to production and delivery and proposal closeout
Develop pursuit outlines
Participate in pre-proposal meetings, kick-off meetings, debriefings, etc
Provide input on pursuit teaming, content, win strategy, and storyboarding
Prepare major sections of proposals, including but not limited to project descriptions and resumes, tailored for the specific pursuit. Work with Subject Matter Experts (SMEs) to develop other pursuit content
Coordinate pursuit production (typing, graphics, editing, and reproduction), printing and delivery, with emphasis on quality assurance/quality control

The successful candidate will be responsible under close or moderate supervision, to perform utility coordination duties in planning, designing, contacting, and directing utility owners' relocation efforts as it pertains to proposed roadway and bridge improvement projects.

Analyze survey information, drawings, blueprints, aerial photography, or other topographical data such as hydraulics design to plan and design utility relocation(s)

Essential Functions and Responsibilities
Coordinate and supervise project inspection activities to ensure contractor compliance of plans, contract documents, specifications and standards
Assign, schedule and maintain subordinate inspection staff throughout all phases of the project
Review and maintain all pertinent project documentation and ensure that it accurately details construction progress, activities and materials, meets environmental permitting conditions, comply with safety policies and programs, and monitors EEO and DBE progress and performance
Prepare, review and submit project inspection reports, work authorizations, work orders and estimates

Essential Functions and Responsibilities
Inspecting all aspects of utility projects including: roads, sewer collection systems, wastewater treatment plants, water distribution systems, water treatment plants etc.
Review and interpret plans, site layouts, specifications and construction methods to ensure compliance to construction requirements and safety regulations
Coordinate and supervise project inspection activities to ensure contractor compliance of plans, contract documents, specifications and safety standards
Assign, schedule and maintain inspection staff throughout all phases of the project
Work on behalf of the Client to resolve construction related field issues
Communicate and provide recommendation for field issues/conflicts/changes to owner
Maintains and reviews comprehensive project records including daily diaries, documentation of construction workforce, equipment, and materials records, inspection reports, project photos, as-built plans, pay quantity records, progress schedules, work orders and monthly payment estimates.
Coordinate and monitor material testing, air balance testing and systems testing. Monitor Commissioning process including equipment testing, functional performance tests and building integration of inter-related systems. Monitor deficiency logs to assure follow up of re-testing and system performance.
Coordinate with existing maintenance staff and operations when utility outages, noise control, traffic control or security is required by the work. Attend pre-outage planning meetings
Monitor project close-out procedures including O&M manuals, as-builts, punchlists, and warranty walk-through. Issue punchlists for above ceiling, open wall and Substantial Completion inspections, and revisit to confirm completion of deficiencies
Follow OSHA Guidelines to ensure safe working environment (lock-out/tag- out, maintain MSDS sheets etc.)
Coordinate with local health, safety, fire and building inspectors to ensure compliance with applicable codes and regulations.
