Vaughn & Melton, a JMT Company, is seeking a Party Chief- Field Surveys to join their Team in Asheville, North Carolina. The successful candidate will be responsible for performing surveying and mapping duties, usually under the direction of an engineer, surveyor, cartographer, or photogrammetrist to obtain data used for construction, map making, boundary location, mining, or other purposes. They may assist with calculations for map making information and assist in creating maps from source data, such as surveying notes, aerial photography, satellite data, or other maps to show topographical features, political boundaries, and other features. They also may verify accuracy and completeness of topographical maps. This position works closely with project engineers creating plans for the construction of various types of transportation and civil/site projects including, but not limited to, the following: roadways, bridges, parks, commercial and private developments. The position will also be required to work closely with land survey crews in the preparation of topographic and boundary surveys as well as construction stake-out and as-built surveys. Essential Functions and Responsibilities
Provide data relevant to the shape, contour, location, elevation, or dimension of land or land features
Compile geographic, political, and cultural information and prepare maps of large areas; record the results of surveys, verify the accuracy of data, and assist with the preparation of plots, maps, and reports
Collect data in the field and calculate mapmaking information for use in performing computations and computer-aided drafting
Research legal records, look for evidence of previous boundaries, and assist with the analysis of the data to determine the location of boundary lines
Understand the use of Global Positioning System (GPS), laptops, and computer software for surveying
Accompanies and oversees work of field crews, conducting complete assignments or portions of a large and diverse project while organizing field operations and collecting data to ensure efficacy and accuracy
Reviews project specifications and confers with engineer and surveyor concerning assistance required such as plan preparation, acceptance testing, and evaluation of field conditions, design changes, and reports
Performs non-routine assignments involving substantial variety and complexity
Performs surveying duties not requiring licensure
Computes volumes and prepares graphs
Performs supervisory responsibilities on a job specific basis

Required Skills
Ability to use applicable software programs required for gathering field data and organizing data for submission to the Land Surveyor. Uses Computer Assisted Drafting software
Mathematical Skills including the ability to calculate figures and amounts such as proportions, percentages, area, circumference, and volume. Ability to apply concepts of basic algebra and geometry
Knowledge of all positions on the crew and capability to utilize all equipment
Required Experience
High school diploma or equivalent
3 + years' experience in a surveying
Experience with Total Stations and data collectors, preferably Trimble, TDS and Carlson, and GPS receivers
Working Conditions
Work is performed in the field 90% of the time. Ability to extensively perform bending, kneeling, standing, shoveling, and lifting and carrying objects weighing up to 25 lbs as needed. Work may be conducted outside in heat/cold, wet/humid, and dry/arid conditions.
Work is performed within a general office environment 10% of the time. Office work is generally sedentary in nature, but may require occasional standing and walking. Lighting and temperature are adequate and there are no hazardous or unpleasant conditions caused by noise, dust, etc. within the office environment.
Travel expected 20% of the time.

The successful candidate will be responsible for performing surveying and mapping duties, usually under the direction of an engineer, surveyor, cartographer, or photogrammetrist to obtain data used for construction, map making, boundary location, mining, or other purposes. They may assist with calculations for map making information and assist in creating maps from source data, such as surveying notes, aerial photography, satellite data, or other maps to show topographical features, political boundaries, and other features. Essential Functions and Responsibilities
Provide data relevant to the shape, contour, location, elevation, or dimension of land or land features
Compile geographic, political, and cultural information and prepare maps of large areas; record the results of surveys, verify the accuracy of data, and assist with the preparation of plots, maps, and reports
Collect data in the field and calculate mapmaking information for use in performing computations and computer-aided drafting
Research legal records, look for evidence of previous boundaries, and assist with the analysis of the data to determine the location of boundary lines
Understand the use of Global Positioning System (GPS), laptops, and computer software for surveying
Accompanies and oversees work of field crews, conducting complete assignments or portions of a large and diverse project while organizing field operations and collecting data to ensure efficacy and accuracy
Reviews project specifications and confers with engineer and surveyor concerning assistance required such as plan preparation, acceptance testing, and evaluation of field conditions, design changes, and reports
Performs non-routine assignments involving substantial variety and complexity

Essential functions and responsibilities

Coordinate all phases of the pursuit process from kick-off meeting to production and delivery and proposal closeout.
Develop pursuit outlines.
Participate in pre-proposal meetings, kick-off meetings, debriefings, etc.
Prepare major sections of pursuits, including but not limited to, project descriptions and resumes, tailored for specific pursuit. Work with Subject Matter Experts (SMEs) to develop other pursuit content.
Coordinate pursuit production (typing, graphics, editing, and reproduction), printing and delivery, with emphasis on quality assurance/quality control.
Assist with presentation preparation, presentation materials, etc.
Produce consistently compliant high-quality submissions while delivering exceptional customer service.
Provide Marketing essential functions and responsibilities, as required.
Complete data entry for Marketing databases, tracking leads go/no go, and wins or losses.
Maintain visually-appealing marketing materials including resumes, boilerplate information, project descriptions, photographs, subconsultant information, etc.
Work closely and interact with technical staff, administrative staff, and marketing staff in other offices, as well as outside vendors, subconsultants, and clients.
Administrative duties related to marketing such as filing, data input, etc.
Research websites, newspapers, magazines and other business publications in search of project opportunities for professional services. When opportunities are found, enter data for these opportunities into marketing database (CRM), tracking leads and associated go/no go decisions, and wins or losses.
Gather information, conduct market research about prospects/clients/projects, and participate in the development of various business collateral to support continued strategic growth.

Working with senior engineering staff from the initial conceptual electrical design to construction and commissioning of large and small facilities type projects. Required Experience
Bachelor's Degree in Electrical or Architectural Engineering from an ABET Accredited University program is required.

Minimum 2-4 years of experience related to electrical power distribution, power generation, and motor controls, lighting and lighting controls, fire alarm design, telecommunications network design, or security systems design.
Working knowledge of Microsoft Office 365 (Outlook, Word, Excel, PowerPoint) is required.
Working knowledge of Microsoft Project is preferred.
Working knowledge of Autodesk's CADD, Autodesk's REVIT, or Bentley's MicroStation is preferred.
Working knowledge of Electrical Modeling Software, SKM Power Tools or ETAP, is preferred.
Working knowledge of Lighting Modeling Software, AGI 32 or ElumTools, is preferred.
Familiarity with electrical testing apparatus is preferred.
Active security clearance or ability to pass a polygraph is preferred.
Working Conditions
Work is performed within a general office environment 90% of the time. Work is generally sedentary in nature but may require occasional standing and walking. Lighting and temperature are adequate and there are no hazardous or unpleasant conditions caused by noise, dust, etc. within the office environment.
Field work is required on occasion where work may be conducted outside in heat/cold, wet/humid, and dry/arid conditions. Some lifting (up to 50 lbs.) may be required as needed.
Regional travel (generally within 90 miles) will occasionally be required for meeting attendance, field survey and construction verification activities.

Essential functions and responsibilities
Coordinate, prepare, and review standard government form proposals, expressions of interest, technical proposals, and presentations.
Coordinate all phases of the pursuit process from kick-off meeting to production and delivery and proposal closeout.
Develop pursuit outlines.
Participate in pre-proposal meetings, kick-off meetings, debriefings, etc.
Prepare major sections of pursuits, including but not limited to, project descriptions and resumes, tailored for specific pursuit. Work with Subject Matter Experts (SMEs) to develop other pursuit content.
Coordinate pursuit production (typing, graphics, editing, and reproduction), printing and delivery, with emphasis on quality assurance/quality control.
Assist with presentation preparation, presentation materials, etc.
Produce consistently compliant high-quality submissions while delivering exceptional customer service.
Provide Marketing essential functions and responsibilities, as required.
Complete data entry for Marketing databases, tracking leads go/no go, and wins or losses.
Maintain visually-appealing marketing materials including resumes, boilerplate information, project descriptions, photographs, subconsultant information, etc.
Work closely and interact with technical staff, administrative staff, and marketing staff in other offices, as well as outside vendors, subconsultants, and clients.
Administrative duties related to marketing such as filing, data input, etc.
Research websites, newspapers, magazines and other business publications in search of project opportunities for professional services. When opportunities are found, enter data for these opportunities into marketing database (CRM), tracking leads and associated go/no go decisions, and wins or losses.
Gather information, conduct market research about prospects/clients/projects, and participate in the development of various business collateral to support continued strategic growth.
Generates reports for technical staff on marketing efforts, when required.
Organizational support of office, regional and corporate marketing efforts.
Adherence to JMT's Quality Management System (QMS), ISO 9001:2015 Marketing procedures.

Position summary: Manages and prepares documentation under the National Environmental Policy Act of 1969 (NEPA). Manages, directs, and oversees work of NEPA Specialists or Environmental Scientists.
Essential Functions and Responsibilities
Oversees and manages the preparation of NEPA documents including Categorical Exclusions (CE), Environmental Assessments (EA), and Environmental Impact Statements (EIS) and/or sections of EAs and EISs
Supports and leads preparation of natural environmental technical reports
Recommends data sources and directs research and data collection of designated environmental resources including wetlands and waterways, forests, soils, plants, air, noise, socioeconomic, land use, wildlife, etc. in support of the preparation of NEPA studies
Reviews, interprets, and integrates various technical studies into NEPA documentation
Oversees and manages preparation of administrative records for NEPA documents as required and in accordance with the Administrative Procedures Act
Prepares NEPA schedules and milestones in accordance with client requirements and meets deadlines for schedule
Manages and develops public involvement strategies and materials, and manages and leads stakeholder engagement activities
Assists with or manages consultation requirements common to the NEPA process (e.g., Section 7 & 10 of the Endangered Species Act, or Section 106 of the National Historic Preservation Act)
Oversees NEPA Specialists, Planners, and Environmental Scientists' work in NEPA documentation preparation and other assigned duties
Monitors schedules, budgets and manpower requirements
Hires, trains, develops, mentors, and conducts performance reviews for staff
Leads preparation of scopes of work, fee proposals, and responses to RFP's, including teaming arrangements and attending and presenting at project/contract interviews
Participates in and assists Section Heads with strategic planning and Business Development efforts, including leading initiatives

Supports and/or participates in permitting processes, field investigations, including wetland delineations, forest stand delineations, threatened and endangered species surveys, and environmental compliance surveys (e.g., stormwater management facilities, erosion and sediment control procedures, etc.).

Bachelor's degree in natural or resource management, environmental or natural science, planning, or a related field, plus 10+ years of experience with essential functions and responsibilities as outlined above
Expertise with NEPA regulations and requirements including, at minimum, 40 CFR 1500-1508
Experience in planning, preparation and analysis/review of NEPA documents for roadway and transit clients
TxDOT NEPA documentation experience, including leading and managing the preparation of CEs and EAs. Experience with TxDOT EISs is not necessary, but preferred.
High competency with TxDOT ECOS and TxDOT Environmental Toolkit.
Experience with multiple TxDOT districts across Texas.
Demonstrated experience with managing complex and unique NEPA projects for various federal, state, and local municipality clients.
Proficiency in Microsoft Office Word, Excel, and Powerpoint.
Project management experience is desired, including developing and managing budgets, schedules, and quality of products.
Qualifications Preferred
Master's degree in natural resource management, environmental or natural science, planning, or a related field, or a law degree
Professional certification or license such as American Institute of Certified Planners, Certified Environmental Professional, or Project Management Professional
Proficiency or familiarity in GIS, AutoCADD and/or Microstation

Position summary: Responsible for engineering design using knowledge of general engineering principles and practices to interpret, organize, execute and coordinate assignments with limited supervision. Acts as a technical advisor to less experienced engineers.
