Leidos Engineering is seeking a Project Manager to oversee and coordinate projects for a large electric utility client in the Pacific Northwest.Ideal Candidates will have a strong background in managing complex projects and programs related to the planning, design and construction of electrical grid infrastructure. This role will have client facing responsibilities and requires expertise in navigating the regulatory landscape and ensuring projects are delivered on time and within budget.

The Project Manager will be part of an established Project Management Office (PMO) within Leidos' Power Delivery Solutions Division that provides consulting services to both public-owned and investor-owned electric utilities. These consulting services provide clients with overall project management tasks in the areas of comprehensive engineering design of electrical transmission and distribution, substation and transmission line projects nationwide.

As a Project Manager, you can expect to:

  • Work with Senior Project Managers to Manage utility programs and projects, ensuring all phases of approved project assignments are completed efficiently and within scope, schedule and budget.

  • Interface with utility management personnel groups including planning, asset management, engineering, construction, siting, public outreach, and regulatory relations, legal and administrative departments.

  • Ensure project costs, schedule and scope are managed, including the development of recovery plans, to stay within stakeholder approve project parameters.

  • Client stakeholder engagement will involve progress reporting, capital expenditure forecasting, earned value financial management, schedule adherence and risk mitigation across a portfolio of substation, transmission and distribution projects.

  • Consistently communicate and work with ease across multiple program and function support areas including: client, project teams, functional leadership, subcontractors, and support personnel.

  • Assist client procurement and estimating departments with the preparation of bid documents, development of requests for proposal responses and cost estimates.

  • Create and maintain comprehensive project dashboard reports and KPI tracking.

  • Manage the development of required outage and construction execution plans.

  • Ensure a good working relationship between the project team, line managers, and interfacing organizations.

  • Write comprehensive and technical and project reports.

  • Coordinate client billing and invoice resolution.

  • Plan and prepare budgets; Develop, maintain, and coordinate project schedules.

  • Support/enforce Quality Control and Quality Assurance.

  • Perform field activities and attend site visits as necessary to support project execution; Support and oversee construction through Construction Management activities.

What you will bring to the table (Background Qualifications):

  • Associate Level: 1-2 years of relevant Project Management experience

  • Mid Level: 2+ Years of Relevant Project Management Experience

  • Bachelor's degree in Business, Finance, Engineering, Construction Management or related field; Additional Comprehensive relevant experience may be considered in lieu of a degree

  • Demonstrated Experience with project costing, scheduling, budgeting, resource allocation

  • Experience with MS Project, Primavera P6, or related scheduling platforms

  • Strong Written and verbal communication skills are required

  • Ability to travel locally and/or regionally as needed

Preferred Qualifications:

  • Previous work experience within the electric power industry and knowledge of business issues associated with power delivery service

  • Familiarity with industry regulatory environment for electric utilities.

  • Ability to demonstrate recent and in-depth expertise in electric power infrastructure projects within distribution, substation or transmission.

  • Experience with Capital Projects

  • PMP Certification is preferredbut not required; Ideal Candidates will have a desire to obtain PMP Certification within two years

  • Candidates with experience in a consulting environment will be preferred

  • Construction management or field experience is preferred but not required.

Successful Candidates:

  • Should be capable of tracking cost and schedule status of assigned tasks

  • Will have the ability to take direction from and discuss decisions with supervisor, and to coordinate with peers on project

Civil Engineer Primary Responsibilities:

Provide technical support to the Infrastructure Engineering Center, for accomplishment of project engineering packages:

The Defense & Intelligence Group of Leidos has an opening for the Navy's Service Management, Integration and Transport (SMIT) Piers Connectivity Services program Communications Network Engineer. The SMIT contract will provide secure end-to-end Information Technology (IT) services to more than 400,000 hardware devices and 600,000+ users at over 1,600 Continental United States (CONUS) sites and over 82 OCONUS site across Asia, Europe, and the Middle East; constituting one of the largest combined networks in the world.

SMIT is the Navy's largest IT services program valued up to $7.7 billion over 8 years. The Leidos team will deliver the core backbone of the NMCI, including cybersecurity services, network operations, network engineering, end user support, service desk, and data transport. Ultimately, Leidos will support the Navy in unifying its shore-based networks and data management to improve capability and service while also saving significant dollars by focusing efforts under one enterprise network.

The Position involves extensive knowledge of network communications, architecture, security controls and configuration.

What You'll Get to Do:

The ideal candidate will be responsible for overseeing the Network Operations of the Piers Network Management System (PNMS). The Piers Connectivity Services Technical and Cyber Lead will serve as the Subject Matter Expert, Escalation Point and Technical Lead for all troubleshooting of incidents and service outages to U.S. Naval Vessels while in port. The candidate will be responsible for tracking and overseeing network operations and engineering activities across all Global Piers Connectivity Services areas of operations. The candidate will be responsible for producing reports to quantify contract deliverables, with a focus on IT services and knowledge of the Navy Networks and piers connectivity requirements. Civil Engineer Construction Inspector Primary Responsibilities:

Provide CI support to the Infrastructure Construction Installation Center in the oversight of the construction and installation of equipment into the NAS:

  • Participate in Engineering to Construction Hand Off meeting; this meeting is to ensure coordination with Engineering and held to hand off project details assigned to the CI.

  • Coordinate and participate in Pre-Construction Planning meetings held after the Engineering/Construction Hand Off meeting to communicate and collaborate activities among all of FAA, Airport Authority, Contractors, and other key stakeholders for projects assigned to the CI.

  • Actively participate in Integrated Risk Management Coordination (IRMC) Meeting; responsible escalating to management if meeting is not scheduled in a timely manner. CI ensures risk scenarios/activities are discussed for every phase of the construction installation project lifespan. Ensures all high-risk scenarios/activities are mitigated as necessary.

  • Review and concur or develop a Cutover Plans from Existing to Temporary System and then back to Permanent System for varies systems. Ensure the approved site-specific project drawings, plans and specifications for construction installation/replacement project are followed by the contractor in the field for every project assigned to the CI.

  • Set expectation at the beginning of project such that the contractor knows they must coordinate any changes to the scope, cost, schedule for the project with the CI. CI then would coordinate with FAA RE/COR.

  • Recommend acceptance to the FAA RE/COR for GFM and CFM deliveries and test date results.

  • Visit site before construction starts, if necessary, to research site-specific project data, survey the worksite, begin badging processes and/or to complete any project related activities before the beginning of construction.

  • Ensure all state, local, federal FAA standards, construction codes and ordinances are followed for each project in the field.

  • Ensure all FAA and OSHA safety policies and procedures are followed for each project in the field.

  • Daily coordination and updates to the FAA RE/COR.

Document the project in the FAA Weekly Construction Report. FAA Weekly Construction Report is required every seven (7) days and must include:

  • Detailed description of the work performed by the contractor during the project.

  • Photo Log to show critical materials, equipment, and to show progress of the work.

  • Weekly project report must be sent to the all key stakeholders via email.

Review and understand these project documents before heading to a project in the field:

  • Scope of Work and construction transmittal.

The SMIT contract will provide secure end-to-end Information Technology (IT) services to more than 400,000 hardware devices and 600,000+ users at over 1,600 Continental United States (CONUS) sites and over 82 OCONUS site across Asia, Europe, and the Middle East; constituting one of the largest combined networks in the world.

SMIT is the Navy's largest IT services program valued up to $7.7 billion over 8 years. The Leidos team will deliver the core backbone of the NMCI, including cybersecurity services, network operations, network engineering, end user support, service desk, and data transport. -Oversees and performs monitoring (health and status) of network systems and proactively identifies potential issues before they impact users; recommends and/or applies corrective actions to mitigate network issues.

-Documents work activities/details per established tools and processes; maintains accurate site documentation.

-Coordinates software upgrades and changes to the PNMS system and communications infrastructure as prescribed by Domain Architects, Design and Configuration Teams.

-Direct customer facing position providing overall operational networking oversight for 18 support locations throughout the Continental United States and Hawaii.

-Drive business and reporting rhythms, directing Piers Connectivity Services Networking staff to perform all tasks within scope and meet required service targets for incidents and service outages to U.S. Naval Vessels while in port.

-Responsible for the management of program scope in order to meet schedule requirements; directing personnel to perform tasks and reporting progress to Program Management.

-Oversees IT knowledge and equipment asset transfer, ensuring that personnel are prepared to assume duties in order to meet defined schedule and scope requirements.

-Maintain a collaborative work environment, working with personnel to ensure that comprehensive knowledge transfer activities associated with job functions and daily tasks are successfully conducted.

-Identify and document skill enhancements/training needed based upon observation of actual performance versus documented site Standard Operating Procedures (SOPs).

-Manages staff to conduct asset inventories, directing asset reconciliations, inventories, and configurations across sites.

-Establish and maintain transparent and respectful working relationships with customer and Program Management leadership, and peers.

-Serve as a mentor to junior-level leadership personnel, providing them with opportunities to enhance technical knowledge and topology requirements.

-Travel may be required depending on customer and project requirements.

Physical Requirements:

-Must be able to lift and carry 50 lbs. for up to 100 feet at a time; must be able to lift 25 lbs. vertically using ladders

-Must be able to work in confined spaces, such as raised floors or communications closets; must be able to work in noisy environments, such as data centers and operations centers; must be able to stand or sit for 8 hours at a time.

-Must be able to utilize basic hand tools such as screwdrivers and wrenches while rack mounting active and passive equipment using small screws and brackets.

-Must have normal color vision to identify different colors of wires and cables; must have correctable vision to 20/20 or better so you can see objects and information displayed in schematics, test equipment, and computer monitors; must have depth perception to be able to judge distance between objects to work safely on ladders and in confined spaces; must be able to use and read digital test equipment such as OTDR

-Must be able to drive corporate vehicle to different locations to work on projects and troubleshoot; valid state license required.

You'll Bring These Qualifications:

-Requires B.S. Degree and 8-12 years of prior relevant experience or Masters with 6-10 years of prior relevant experience. Additional relevant experience may be considered in lieu of Bachelor's degree (4 additional years of experience may be substituted for a Bachelor's degree at the hiring Manager's discretion).

-US Citizen with an active DoD Secret Clearance.

-Valid DoD 8570 IAT Level II: Security+ or higher Certification.

-Valid OEM Certification: Cisco Certified Network Associate-Security.

-Ability to be scheduled to work or be called in to work during off hours and weekends to meet customer mission support requirements.

-5+ years' experience troubleshooting complex routing and switching issues.

-5+ years' experience configuring switches, routers, network appliances, WAN acceleration devices.

-Experience with multiple vendor routing, switching or wireless product lines.

-Strong understanding and in-depth knowledge of TCP/IP network/subnet addressing.

-Ability to work independently and in a team environment to resolve technical issues in a dynamic environment.

-Customer service experience.

-Must demonstrated expertise in IT Enterprise Operations.

-Must be located near United States Navy Installation.

The Test Lead functions as the Fuel Depot System- Inventory Monitoring (FDS-IM), Test lead in managing, developing, documenting and executing required positive and negative test scripts against the application suite to verify/validate a bug free application solution that will be provided to the government in support of the newly developed FDS-IM program.

In addition, we are looking for a Test Lead with excellent technical and planning skills to join our team. The ideal candidate should have experience in developing test plans and cases, executing tests, and analyzing and interpreting test results. They should have a knack for problem solving and be able to find solutions to technical issues quickly and efficiently. Test lead roles and duties involve overseeing the quality assurance efforts for a team, ensuring defined standards and processes for software or product testing, and training the team in software testing best practices. Test lead job responsibilities include developing detailed plans and strategies for testing new software or products, analyzing and interpreting test plans and results, and assisting in debugging and resolving software issues.

Primary Responsibilities

What Sets You Apart (Basic Requirements):
