IT Service Quality Engineering and Control (QEC)

Job Summary:

Leidos is supporting the Defense Information Systems Agency (DISA) in centralizing Common Use information technology (IT) infrastructure for the Department of Defense's (DoD) Fourth Estate (4E) agencies. The DES contract will unify the 4th Estate's Common Use IT systems, personnel, functions, and program elements associated with the support of those systems and technologies under a Single Service Provider (SSP) architecture managed, operated, and supported by DISA.

The QEC Representative will focus primarily on supporting the DES Program. The QEC Representative will ensure all performance standards, measures, and contract deliverables are in conformance with the contract and performance work statement (PWS), the Quality Assurance Surveillance Plan (QASP), Leidos' EngineeringEdge NextGen (EENG) standard methodologies, industry standards and best practices, and the DES Quality Control Plan (QCP). As opportunities to improve process and performance are identified, the QEC Representative will guide the improvement to ensure effective implementation is achieved.

The position is expected to be 50% virtual with weekly travel to Ft. Meade, MD.

Primary Responsibilities:

  • Quality Management: Support the Quality Manager in the execution of plans and activities that execute and measure the requirements according to Leidos policies and standards. Report status of program activities and data to Program and Leidos Leadership as required. Support other Quality actions and responsibilities across the program as required. Support program Staff Meetings and reporting requirements. Support contractual requirement for periodic escorting of visitors. Collaborate with various IT service teams to resolve problems and prevent future occurrences.

  • Performance and Control: Measure program performance against contractual requirements. Review deliverables, IT Service processes, and support the full deliverable lifecycle for compliance with requirements to ensure quality standards are upheld and record results of reviews for tracking and analysis. Monitor internal Key Performance Indicators (KPIs) to identify trends in adherence to the Quality Management System. Conduct and support data management activities.

  • Internal Audits: Assist in the creation of the Internal Audit Schedule to drive compliance with the PWS, QASP, Leidos Policies and Procedures, the Quality Plan, and other Industry Standards and Best Practices (such as ISO 9001:2015 and CMMI-SVC) as applicable. Ensure the Internal Quality Audit schedule is properly executed, identifying applicable objective evidence. Communicate Opportunities For Improvement (OFI) and Corrective Action Requests (CAR) to stakeholders to ensure their comprehension and timeline requirements. Manage audit events and findings in the tracking tool.

  • Continual Improvement: Identify issues, process breakdowns, or negative trends and recommend them for improvement action. Identify and communicate deliverables and services that fail to conform to quality standards that escape the process and are provided to the customer - recording these instances in the tracking tool. Conduct thorough root cause analysis to understand the underlying reasons for issues and appropriately identify corrective and preventive actions to address them. Track corrective and preventive actions to closure.

Required Experience, Skills, and Education:

  • Bachelor's degree in a related discipline with 4-8 years of professional experience; or a Master's degree in a related discipline with 2-6 years of professional experience Additional experience can be considered in lieu of a degree.

  • Currently possess a DoD Secret Security Clearance.

  • Experience working with SharePoint and MS Office Products (Word, Excel, PowerPoint)

  • Good oral and written communication skills

  • Good documentation skills

  • Ability to multi-task and function in a dynamic, fast-paced environment

Preferred Experience, Skills, and Education:

  • Familiarity with Government and DoD IT and security policies and requirements

  • Experience in ISO 9001:2015 and CMMI-SVC Industry Standards and Best Practices.

  • Current industry certifications in quality management and or service management such as ISO 9001-20000 and ITIL.

  • Lean Six Sigma Green Belt certification

Leidos Engineering has an opportunity for a Project Manager who will provide Project Management Services related to Hawaii-based electric utility customer. This is a staff augmentation role that will interface directly with our utility client in the area. You can expect to spend time at our client offices, collaborating with various external stakeholders.

The Project Manager will be part of an established Project Management Office that provides consulting services to public-owned and investor-owned electric utilities. These consulting services provide clients with overall project management tasks in the areas of comprehensive engineering design of electrical transmission and distribution, substation and transmission line projects nationwide.

Responsibilities:

  • Plans, organizes and manages all project tasks associated with design, procurement, construction, testing, placement in operation and closing of projects.

  • Manages scope, schedule and costs of projects requiring complex regulatory approvals, land/Right-of-Way acquisition, public relations management, and cross-functional/multi-level (internal) management

  • Develops necessary strategies required to meet project goals in alignment with Hawaiian Electric policies and procedures and the HART contracts.

  • Thorough knowledge of the applicable HART contracts, including, but not limited to, terms and conditions and milestones dates.

  • Serves as focal point for all project related matters.

  • Maintains project schedules and costs, and provides updates for any status reports, dashboards or other variance explanations.

  • Provides information to PUC, as needed

  • Works collaboratively with both internal and external stakeholders.

  • Position is mostly remote in nature but the selected candidate will be expected to travel locally and/or report to customer site as needed to best serve client needs

Experience Requirements

  • Extensive (8+ years) experience as a project manager, construction manager, designer, or engineer, with large complex projects, preferably within the electric utility industry.

  • Several (3-5) years of project management experience for small to large engineering/construction projects.

  • Experience with the regulatory, social, public affairs (neighborhood boards, community groups, government agencies, political leaders, media, etc.) processes.

  • Several (3-5) years of supervisory experience is desirable.

Knowledge Requirements

  • Extensive knowledge of project management principles, and engineering and construction practices in the transmission, distribution, substation, and/or generation fields, normally acquired through college-level training and/or equivalent experience.

  • Working knowledge of personal computers and related software applications such as MS Project, Microsoft Word, Excel, etc

  • Project Management Professional (PMP) Certification from a nationally recognized organization such as the Project Management Institute (PMI), highly desirable but not required

  • Licensed Professional Engineer in Civil, Structural, Mechanical, or Electrical branch or certified as a Planner by a nationally recognized professional society such as the American Institute of Certified Planners (AICP) is preferred but not required.

Leidos is seeking a Cyber Security Engineer to support an IC customer Program focused on the Integration, Operations, and Sustainment of various systems both legacy and in development. The Cyber Security Engineer will need to be a self-starter with excellent analytical and problem-solving skills, flexibility, good judgment and the ability to coordinate multiple, concurrent tasks in an effective manner. The Cyber Security Engineer works with internal team members to ensure the systems are functional, secure, and scalable, as well as internal leadership and customer PMO and security counterparts as the single POC for all items related to security. The systems and networks documentation and services developed will be used to collect and process data and improve the programs security infrastructure. The Cyber Security Engineer will design and develop cyber security technology along with integration of new architectural features into existing infrastructures while maintaining the integrity and security of enterprise-wide cyber systems and networks. The Cyber Security Engineer shall have security Assessment and Authorization (A&A) expertise, to include but not limited to: ICD 503, Federal Information Security Management Act (FISMA), Xacta, and National Institute of Standards and Technology (NIST)

Primary Responsibilities

  • Lead multi-disciplined teams in the design and implementation of the cyber security system architecture.

  • Produce cyber security architectural artifacts. Provide architectural analysis of cyber security

  • features and existing system related to future needs and trends.

  • Reviews and provides input to system requirements based on cyber security posture.

  • Compiles industry best practices and lessons learned into future iterations and new designs.

  • Supports the Engineering Review Board by evaluating artifacts for architectural compliance.

  • Provides broad based experience in the systems engineering lifecycle and apply the experience to

  • specific cyber security initiatives relating to architectural design and development.

  • Resolves architecture implementation issues during integration and test.

  • Advise and assist team members to deploy and configure collection services and tools

  • Work with team members to move data to the appropriate data stores

Basic Qualifications

  • Must possess and maintain a TS/SCI Security Clearance

  • Requires BS degree and & 5+ years of prior relevant experience OR, Masters with 3+ years of prior relevant experience; OR 4 years of additional experience in lieu of degree
