Our Nuclear Projects and Consulting group is a Tier 1 service provider to the U.S. Department of Energy and Atomic Energy of Canada Limited, we deliver safe and innovative solutions at complex nuclear cleanup and production sites. Our services include program management, decommissioning, environmental remediation, waste and nuclear material management, nuclear operations, consulting, and engineering and construction. We are currently executing many contracts, performing work that is essential to our clients' missions across a broad range of functional areas. We are looking for a Team-Oriented Subcontract Administrator who has a solid working knowledge of Federal Construction Contracting and procurement requirements. This is a great opportunity for a candidate to be part of a team of Procurement Professionals who are driven to provide exceptional service to our Government client.
Responsibilities will include:
Ability to fully administer larger complex Federal Construction type subcontracts of ($30M +) and/or multiple smaller Federal Construction type subcontracts, or combination of both as needed.
Ability to act with integrity, honesty, and professionalism in daily interactions/correspondence with staff, Client, Peers, Subcontractors, Suppliers, and Govt officials.
Perform assignments of varying scope, priorities, and complexity from moderate to complex requirements following established policies and procedures
Ability to work in a professional Team Environment with shifting priorities that may include extended hours, (As Needed & Approved), to support project schedules.
Responsible for cradle to grave procurement administration of federal and/or commercial procurement actions; review requisitions, prepare RFPs, conduct bid abstracts, conduct negotiations, possess ability to compose written narratives, letters, documents, and correspondence, etc. of professional quality, Lead routine meetings with subcontractors / client as required, take/compile meeting minutes, prepare documents that support purchase orders and subcontracts and administer complex services-type subcontracts.
Possess ability to be very organized, efficient, punctual, and reliable while becoming an integral part of a team of procurement professionals that provides consistent excellent customer service to our client.
Responsible for providing and maintaining a professional procurement culture that is Honest, Acts with Integrity and a value added member of the team.
Take lead role in a team that is responsible for development of complex RFP preparation activities for upcoming subcontract actions, as needed.
Ability to work at the INL site (on a rotating basis) that is ~ 55 miles West of Idaho Falls, Idaho.
Bachelor's degree in Business or related discipline plus 10 years of relevant experience - OR- 15 years' relevant experience and High School Diploma/GED in lieu of Bachelor's is acceptable.
Familiarity with federal and commercial procurement guidelines and regulations required
Federal Acquisition Regulation (FAR) experience required
USA citizenship (no dual citizenship) (to comply with government customer requirements and/or applicable government regulations)
Computer skills: Excel, WORD, Microsoft Outlook email
Solid Writing skills (Provide Samples)
Preferred Qualifications
Industrial/Government Construction experience is a plus.
Experience administering complex Federal Construction type contracts of ($30M +) or more.
Professional Writing skills (Provide Samples)
Essential Functions: Intermittent sitting, walking, standing, bending, squatting, climbing, kneeling, twisting, and lifting. Lifting requirements limited to 20 lbs. in the form of supplies, drawings, etc. Longest distance carried of 50 feet. Hand manipulation is required for simple grasping, pushing and pulling, and fine manipulation. Right and/or left hands utilized. Occasional need to reach and/or work above the shoulder, for supplies, as well as below the shoulder for same. Must be alert to equipment in the field, there will be occasional travel, will work near construction job site equipment when in the field, occasional need to work near hazardous equipment and machinery, occasional need to walk on uneven ground, exposure to dust, gas or fumes, exposure to noise, extremes in temperature or humidity, and potential work at heights.
