JMT is seeking a motivated individual who desires increasing responsibilities in designing and managing Water Resources Engineering for a variety of projects. The Water Resources Section Head is responsible for business development, financial success, and managing staff for the Water Resources department in the Virginia Beach Virginia office. The successful candidate will be well-versed across the water resources discipline with demonstrated design and management experience in drainage, erosion and sediment control, and stormwater management design, modeling, and permitting with the supporting capabilities to perform a variety of design tasks in the civil engineering and environmental permitting field.

Candidates must be capable of working on multiple projects in a dynamic, fast-paced team-oriented environment. Excellent written and oral communication skills are a must.

Successful candidates will be expected to effectively oversee and mentor developing staff and perform and manage a variety of water resource related engineering design and permitting projects. Work assignments could include, but are not limited to, drainage design, stormwater management design, erosion and sedimentation control, permitting, watershed studies, hydrologic and hydraulic analysis, design/inspection of traditional and innovative green stormwater infrastructure and SWM BMPs in both urban and rural environments, the development of roadway and site grading along with construction staging and sequencing plans.

Assignments will be performed through a working knowledge of applicable design criteria, regulatory requirements, and standards and processes. The candidate will be expected to manage multiple design assignments, including oversight and direction of design staff and coordination with clients; prepare scopes of work and personnel hour estimates, developing/maintaining project schedules and budgets; analyzing and documenting critical design elements; coordinating with others to determine requirements and incorporating feedback.

Coordination with clients, contractors, outside consultants, government agencies, project stakeholders and JMT staff from multiple locations and technical disciplines is expected.

Essential Functions and Responsibilities

  • Manage the preparation of technical and qualifications proposals

  • Manage financial budget for department and allocate resources accordingly

  • Lead and contribute to the production of proposals

  • Perform QA/QC review of stormwater management plans, drainage plans, erosion and sediment control plans

  • Serve as a technical expertise resource to project managers and technical staff

  • Establish resources staffing needs for the section

  • Coordinate strategic growth plan with office managers and practice leaders

  • Establish and grow market presence in area through marketing and business development

  • Interview and hire staff for the section

  • Perform performance reviews for staff based on input from project managers on assigned teams

Nonessential Functions and Responsibilities

Required Skills

  • Proficiency in Microsoft Office

Required Experience

  • Bachelor's degree in civil engineering or a related field from an accredited program

  • Virginia Professional Engineer License

  • 10+ years' experience in water resource engineering, MS4 compliance and TMDL implementation, stormwater management, drainage design, and erosion and sediment control in Virginia, including transportation projects

  • Experience working with Virginia clients including Municipalities, DEQ, and VDOT

  • Project management and business development experience

  • Experience with MicroStation/AutoCAD

  • Supervisory experience preferred

  • Experience with HEC-RAS preferred

  • Hydraulic Modeling experience

  • 2-D Modeling experience using SWMM or comparable model preferred

Working Conditions

Work is performed within a general office environment. Work is generally sedentary in nature, but may require occasional standing and walking. Some travel is required. Lighting and temperature are adequate and there are no hazardous or unpleasant conditions caused by noise, dust, etc. within the office environment.
