Summary/General Description Of Job:

The incumbent will act as liaison between the Contractor and Installation Environmental Office on Environmental matters. The Environmental Manager is responsible for ensuring Contractor and subcontractor activities are in compliance with installation, NAVFAC, state, federal, and local regulations and the environmental requirements of the contract. This includes the continuous development and implementation of programs for environmental compliance, pollution prevention, conservation of resources, environmental impact analysis, and environmental training programs. The incumbent oversees environmental activities performed by all technical staff for the 90-day Hazardous Waste Facility.

Essential Duties & Job Functions:

- Develops, implements, and oversees all environmental management plans and programs.

- Ensures Contractor and subcontractor compliance with Installation, NAVFAC, state, federal and local regulations and the environmental requirements of the contract.

- Develops, updates, implements and ensures Contractor and subcontractor compliance with the following plans: Storm Water Pollution Prevention, Emergency Planning, Community Right to Know (EPCRA), Clean Air Act, Pollution Prevention, Safe Drinking Water Act, National Environmental Policy Act, Endangered Species Act, National Pollutant Discharge Elimination System, and Lead Paint / Asbestos management requirements and regulations.

- Attends Installation Environmental Office meetings pertaining to environmental protection and all compliance related matters.

- Ensures all documents, records, permits and other environmental data required by state, federal, local regulations, as well as the contract, are maintained by the Contractor and provided as requested.

- Oversees the collection, storage, labeling, and proper distribution of all hazardous waste for MCSF Blount Island.

- Oversees the proper environmental sampling of unknown, potentially hazardous materials for laboratory analysis and writes technical reports based on analytical results

- Oversees all Spill Response Team activities associated with spills or leakage of hazardous materials.

- Prepares the annual hazardous waste reports and hazardous material inventory reports.

- Operates and inspects the

- May assist in the development, update, and implementation of Pest Management Plan.

- Ensures all referenced environmental training is attended by Contractor and subcontractor personnel and is properly documented.

- Oversees and manages the EMS and is a member of the QMS to include HMMS.

- Backfills for Mayport Environment Manager as needed.

- The Environmental Manager or designee must be available 24 hours a day to provide emergency chemical information and spill response.

- Performs other related work as assigned.

Accountable For:

- Keeping up to date and knowledgeable of all industry regulations and compliance requirements.

- Working knowledge of portable field analytical equipment, test kits, gas specific meters, photo and flame ionizing equipment, sampling equipment and personal safety equipment.

- Knowledge of applicable government environmental regulations.

- Ability to keep certifications and training current for any required and/or refresher training.

- Ability to develop policy, procedures, operating guidance and/or training as related to Federal or Military environmental programs and instructions.

- Using of common office equipment including, copiers, fax machines, and computers

- Understanding client's business needs and responding to them without compromising the integrity or profitability of all parties

- Communicating effectively orally and in writing, including the ability to make significant presentations to senior team and client management

- Successfully completing all mandated training requirements per government and management directives

- Timely and cost-effective performance of duties.

- Timely completion and accuracy of all departmental work.

- Ensuring compliance with company safety regulations.

- Dealing with a variety of people in a professional, courteous manner in diversified situations.

- Adherence to established safety policies and good industrial and office safety practices.

- Compliance with Standard Operating Procedures and Personnel policies and procedures.

- Demonstrating skill in the use of MS Word and Excel at the intermediate or higher level.

- Effectively coordinating a number of projects simultaneously.

- Demonstrating the ability to work well under pressure.

Job Requirements (Education, Experience, Professional Associations):

Mandatory

- High School Diploma or equivalent.

- Minimum 3 years' experience with environmental procedures similar to those of this contract.

- Site supervisor for spill clean-up in accordance with OSHA regulation and 29 CFR 1910

- 40 hours HAZWOPER and 8-hour refresher training

- Environmental/Energy Manager shall receive annual training in SPCC, storm water pollution prevention, NAVSTA Mayport Ashore 8-hr training for HW, 40 CFR 265.16 training for large Quantity Generator of Hazardous Waste and EPCRA

- A minimum of 16-hour course in hazardous material transportation

- Familiarity with Environmental Management Systems (EMSs); and knowledge of environmental regulations and federal energy laws and policy (including energy and water reduction requirements and renewable energy requirements) that are applicable to operations similar to those of this contract, including but not limited to Hazardous Waste Management and Spill Response, Spill Prevention, Control, and Countermeasures (SPCC) management, Underground Storage Tank (UST) management, Storm Water Pollution Prevention, Emergency Planning and Community Right-to-Know (EPCRA), Clean Air Act, Pollution Prevention, Safe Drinking Water Act, National Environmental Policy Act, Endangered Species Act, National Pollutant Discharge Elimination System, and Lead Paint and Asbestos management requirements and regulations.

- AEE Certified Energy Manager or obtain this certification within one year of contract start.

- Current valid state issued driver's license with acceptable driving record.

- Ability to successfully pass any background checks and/or drug testing required on the contract.

- U.S. Citizenship

- Ability to use Microsoft Office programs (Word, Excel, Power Point) at an intermediate level.

Preferred

- Bachelor of Science Degree

- Certified Safety Professional (CSP)

- Certified for lead abatement, asbestos abatement, confined space entry and respiratory protection.

- Prior Military and/or Contingency Operations experience

- Construction experience or Utilities experience

The base salary range for this position is $75,000 to $95,000 . This range reflects the minimum and maximum target for new hire salaries for the position across all US locations. Within the range, individual pay is determined by market conditions, work location (e.g., state / city) and additional factors, including without limitation, job-related skills, experience, and relevant education, training, and certifications.
