Summary/Primary Purpose
The Procurement Specialist will be responsible for acquiring body for software and IT purchases for customers. This individual will be responsible for developing relationships with various software and IT vendors to ensure quality and negotiate prices to meet the needs of the customer. The Procurement specialist will evaluate proposals, select vendors, and develop processes and procedures associated with procurement.
Essential Functions
Performs full range of procurement and administration activities
Negotiates terms and conditions and pricing
Reviews and analyzes bids
Performs cost and/or price analysis
Has strong knowledge of Federal Acquisition Regulations (FAR) fact-finding and analysis
Maintains an awareness of available or potential subcontractors and reviews and evaluates their operations to validate cost, quality, reliability, and ability to meet schedule and price requirements
Directs management and program managers on procurement issues relating to government, commercial and international subcontracts
Review, refine and implement procurement processes, procedures and standards across the company
Work closely with other functional areas to action procurement, subcontract, and compliance activities
Coordinates competitive and sole source procurements to meet required dates and prepares required support documentation
Demonstrates experience issuing Requests for Proposal, analyzing bids, subcontract management, and contract negotiation
Performs Price Analysis for material, services, and travel
Knowledge of Indirect procurement
Identifies, analyzes, and sources vendors that meet requirements of subcontracting task
Reviews and issues subcontract agreements and delivery orders
Analyzes and reviews subcontractor invoices and resolve issues that may arise
Negotiates and administers standard and non-standard sub-contracts and agreements
Ensures transactions and documentation complies with Company policies and procedures, contract requirements, and Government regulations
Ensures sub contract requirements are met including; assisting in cost management, and coordinating issue resolution with customers
Coordinates, develops, and produces a wide range of complex sub-contractual documentation
Coordinates with accounting department in supporting sub- contract invoicing and payments, job cost management, sub- contract audit/filing and close-out process
identifies areas of risk in proposals and sub-contractual agreements
Prepares cost proposals in compliance with solicitation and company procedures
Performs all other position related duties as assigned or requested
Required Education/Years of Experience
Bachelor's degree from an accredited college or university in Business, Political Science, Pre-Law, or a related field
Two (2) - Five (5) years' experience in government contracting, procurement, and subcontract administration with proposal, pricing, and close-out experience
Experience with various types of contracts, including FFP, CPFF, T&M, and various IDIQ types, etc.
Experience with negotiating complex terms and conditions
Experience in a high-volume procurement environment

Ability to interface and communicate with customers effectively and timely
Ability to work in a fast-paced environment, balance multiple projects with tight schedules to meet deadlines.
Strong computer skills including advanced MS Suite (Word, PowerPoint, Outlook and Excel.)
Must be an excellent negotiator, capable of negotiating price, scope, and terms & conditions
