The primary purpose of this position is responsible for the worldwide management of the Agency's sales effort, affecting three operating regions, nine central distribution centers, one central meat processing center, and 270 individual commissaries. This is a developmental position designed to give the incumbent the necessary training and work experience to develop over time to the full performance target level. Position responsibilities include: This position is located in Headquarters, Defense Commissary Agency (DeCA) Sales, Marketing, and Logistics Group. Evaluates DeCA sales trends, using a variety of data available through DeCA's automated systems, published consumer trends, and commercial supermarket and related industry information. Monitors major demographic changes, inflation/deflation statistics related to the cost of food at home, and the impact of changing consumer dynamics on retail supermarket shopping habits. Advises Agency officials of daily sales performance, noting any unusually significant causative factors at play. Projects Agency sales in support of Chief Financial Executive's two-year budgetary cycle process. For GS-11: (A) one year of specialized experience equivalent to at least the GS-9 grade level or equivalent to at least GS-9 under other Federal service pay systems, private sector, or military, OR (B) a a Ph. D or equivalent degree OR 3 full years of progressively higher graduate education leading to such a degree. OR (C) a combination of experience and education that equals 100% of the qualification requirements. To compute the percentage of experience and education you have that meets the qualification requirements, divide your total months of experience by 12. Then divide your semester hours by 60. Add the two percentages. Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Examples of qualifying specialized experience: Prepare and deliver briefings, strategic plans, reports, studies, and correspondence to brief and present program findings to managers. Plan, schedule, and conduct projects and studies to evaluate and recommend ways to improve the effectiveness and efficiency of work operations and procedures. Maintains relational databases necessary to conduct required analyses efficiently and effectively. You must also meet the following requirements by the announcement closing date: Current and former federal employees in either the competitive or excepted service and current federal employees applying under VEOA eligibility are subject to time-in-grade. You must have served 52 weeks at the next lower grade level to be eligible for promotion.
