Summary
The SAIL Operations Manager works as a full time employee of Zeiders Enterprises and provides management support and oversight to the contracted operations of the CNIC Fleet and Family Support Program (FFSP) Global Staffing Contract, Sailor Assistance and Intercept for Life (SAIL) Program. This position will have responsibility for the SAIL CONUS areas of responsibility and OCONUS locations in Navy Pacific Region locations Hawaii, Guam, and Japan. This position is responsible for Program Management of the SAIL program, to include case assignment, quality control, productivity of staff, compliance, ensuring accurate and timely record documentation, and client safety. This position manages subordinate supervisors who supervise the regional SAIL Case Managers. The position is responsible for the overall direction, coordination, and evaluation of these activities. Supervisory responsibilities are executed in accordance with Zeiders' corporate policies and management philosophy. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems. This positions ensures contract-related activities, including Government interface, personnel management, and budget management are conducted in accordance with the contract, Fleet and Family Support Program (FFSP) policies and applicable laws. Incumbent is expected to ensure all contract deliverables are met or exceeded and contract operations meet government expectations. The Position will have frequent interface with government customers cultivating working relationships that enhance contract operations. The Incumbent will be able to identify and implement intervention strategies when needed to address contract performance and compliance.
Essential Duties and Responsibilities
Knowledge and experience regarding current suicide prevention, risk assessment, safety planning, and emergency/crisis response protocol.
Government Interface: Establishes and maintains effective working relationships with SAIL and FFSP government points of contact. Communicates concerns/questions regarding contract performance to the FFSP Contract Manager. Seeks consultation with the FFSP Contract Manager regarding policy exceptions and personnel issues. Provides input to the required monthly and quarterly reports.
Contract Staffing: Follows corporate recruiting and contract specific processes to advertise, recruit and hire SAIL Supervisors. Ensures new employees participate in initial Zeiders' staff orientation and oversees job-related orientation and training compliance. Collects all required employee paperwork.
Staff Support: Serves as the primary corporate management resource all SAIL Supervisors. Ensures that SAIL Supervisors have the necessary resources to fulfill their job responsibilities. Provides regular, scheduled supervision and performance management feedback either telephonically or via web conferencing. Ensures that staff complies with corporate policies regarding timekeeping, paid time off, and reporting requirements.
Contract Monitoring: Ensures that contract requirements are met and compliance maintained. Reviews input for monthly/quarterly reports. Advises contract senior management of any contractual issues that may result in Contracting Office action and of any anticipated or proposed adverse personnel action. Works cooperatively with the contract senior management in developing and implementing solutions to contract-related challenges. Monitors program activities and changes through interaction with contract senior management to creatively problem-solve for ensuring compliance with contract requirements and performs periodic audits.
Training Oversight: Provides oversight for SAIL Supervisor required job-related training and facilitates the approval process for government-directed training in accordance with contract requirements. Works with the CNIC FFSP Global Staff Contract Training Manager to ensure all required training standards are met and documented via the Learning Management System. Provides/oversees SAIL Supervisor training regarding SAIL policies and procedures.
Contract operations: Understands CNIC SAIL Program PWS requirements, SAIL Program Guide, SAIL FFSMIS User Guide, Navy Instructions pertaining to the SAIL Program, and Zeiders' compliance policies and practices. Understands the relationship between the government customer and Zeiders' staff. Participates in Zeiders senior management meetings
Program and Personnel Management: Direct Supervisor for SAIL Supervisors. Provide oversight, performance monitoring, leadership development support, and consultation. Hiring manager for SAIL Supervisors. Provides SAIL Supervisor training.
Quality Control: Provide/support quality control of all programs and services to include role in Quality Control Plan.
Project Management: Responsible for emergent projects required for the successful contract or division operations as assigned
Required Education and/or Experience Qualifications

Minimum educational qualifications include one of the following; a master's degree in counseling accredited by the Council for Accreditation of Counseling and Related Educational Programs; a master's degree in social work accredited by the Council on Social Work Education, a master's degree in marriage and family therapy accredited by the Commission on Accreditation of Marriage and Family Therapy Education, or a doctoral degree in clinical or counseling psychology and a one-year clinical internship accredited by the American Psychological Association.
Current, valid and unrestricted clinical license or certification from a state or U.S. territory authorizing independent clinical practice in the fields of professional counseling, clinical social work, marriage and family therapy or clinical/counseling psychology- LCSW (Licensed Clinical Social Worker), LMFT (Licensed Marriage and Family Therapist), LCP (Licensed Clinical Psychologist/ Licensed PhD in Psychology), LPC (Licensed Professional Counselor), LCPC (Licensed Certified Professional Counselor), LMHC (Licensed Mental Health Counselor)
The SAIL Operations Manager must maintain current clinical credentials and privileges throughout their FFSP assignment
A minimum of two years- full-time, post licensed clinical experience.
Minimum of two years supervisory experience in a clinical or human services setting.
Three year's social services program administration/management experience,
The SAIL Operations Manager must meet or exceed the requirements for Tier III clinical practitioners.
The SAIL Operations Manager must meet the standards of professional and ethical conduct prescribed by their particular discipline or licensing board and demonstrate current clinical competence through at least periodic, direct service clinical experience during the 2 years preceding hire

Organizational skills: Demonstrates the ability to manage multiple priorities, illustrates an attention to detail, and shows evidence of being conscientious regarding deadlines. Ability to respond quickly and professionally to new requirements.
Knowledge of the military and the challenges of military life style
Budget skills: Demonstrates ability to develop/implement budget process.
Computer experience: Experience with Microsoft office suite to prepare management reports and provide information. Ability to navigate multiple personnel systems for the management of staff to include Ultipro, Deltek and the Learning Management System.
Requirements: All positions that require access to U.S. Government facilities and systems require U.S. Citizenship, and reliable transportation to travel to assigned locations and nearby facilities.
Physical Demands: This is a telework position. Uses government provided computer and adheres to all government policies and procedures in relation to equipment use and security. Uses Zeiders provided cell phone. The employee must occasionally lift and/or move up to 10 pounds.
