The Drug and Alcohol Program Specialist (Subject Matter Expert) is responsible for administering and ensuring compliance for the company's and client drug and alcohol programs. This position will coordinate and advise stakeholders on regulated and non-regulated drug and alcohol laws, policies, and procedures. The Drug and Alcohol Specialist will serve as the Designated Employer Representative (DER) to act upon unsafe workplace situations defined by the federal transportation safety laws. The DER will perform other duties to administer the drug and alcohol safety program to ensure compliance and workability including Auditing adherence to policies and procedures, ensuring documentation procedures are clear, concise and adhered with, reviewing procedures and practices and recommending changes to ensure Badger D&A Program, is nimble, free of bureaucratic processes and in compliance with regulatory, Internal and external facing D & A program requirements

• 1-3 years of previous sales experience preferably in a business development role

• Oversee the Drug and Alcohol (DA) programs to ensure Badger meets regulatory requirements for Federal Motor Carrier Safety Administration (FCMSA), Pipeline Hazardous Material Safety Administration (PHMSA), and Clients non-regulatory testing.

• Instruct stakeholders on the Drug and Alcohol Program practices and procedures to ensure compliance.

• Facilitate the Drug and Alcohol Program and coordinates with stakeholders on testing to meet client protocols.
• Coordinate Drug and Alcohol audits while partnering with external customers not limited to clients, contractors, regulators, assessor companies and or internal customers not limited to in Contracts, Human Resources, HSE or DOT Departments.
• Partner with the Pre-Employment Department on regulations, program policies, and procedures.
• Administer the Drug and Alcohol Program and FMCSA Drug Testing Program Clearinghouse requirements and to coordinate scheduling of specific employee drug testing and account for results and documentation associated with scheduled tests.
• Partner with the Director of DOT on annual queries in the clearinghouse to ensure compliance and sync to the Lynx system for driver qualification (DQ files) retention.
• Coordinate with the Human Resources Business partners on Drug and Alcohol non-compliance and the next steps in the employment process.
• Maintain record-keeping on non-compliant testing to meet regulatory requirements. Coordinates with clients on Drug and Alcohol clearances status through fit for duty letter or client required TPA.
• Completion of MIS (testing statistics) reports to HSE Coordinates for uploading to third-party databases.
• Oversee monthly and quarterly random selections and ensure all selections are tested to meet regulatory and the company's testing standards.
• Maintain all supervisor's reasonable suspicion training, which includes reporting internally and externally list of trained employees.
• Advise Badger University Management Training on testing programs, policies, procedures, and reasonable suspicion training.
• Ensure full compliance on the following databases: DISA, NCMS, TPS, ASAPSCO, Alere, MUST, CCS, COATS,TEAM, along with partnering with HSE on client-driven databases which may require testing dates or MIS reporting.

• Works collaboratively in a team environment to meet internal departmental and Company strategic goals

• 1-3 years of previous sales experience preferably in a business development role

• Associate degree In Public Health Administration or related field.

• 3 years' experience in Public Health Administration or equivalent field (e.g., experience with DOT-regulated drug and alcohol testing programs).

• Proficiency in Microsoft products
• Strong oral and written communication skills required to interface with all levels of employees, management, and external professionals in a consistently professional, courteous and assertive manner.
• Must be able to grasp complex issues, draw relationships and develop solutions.
• Strong self-initiative to research and stay abreast of changing regulations and make recommendations Intermediate.

• Persistence, follow-through, and patience when communicating with external clinics for required documentation.
• Sound analytical and mathematical skills.
