Siemens Government Technologies (SGT) is seeking an experienced individual for a Senior Cost & Pricing Analyst. You will play a key role in supporting Siemens Government Technologies mission to deliver innovative solutions that address the federal government's imperatives in energy resiliency, smart infrastructure modernization, and the software-driven optimization of maintenance, sustainment, and production activities. The individual will report to the Head of Pricing and Government Compliance.
You will work closely with our business development, project management, contracts, procurement, and finance teams to review detailed cost build ups, support the development and execution of pricing strategies and scenario modeling, conduct competitive and historical pricing analyses, and coordination and review of affiliated and third-party subcontractor inputs. Additionally, you will assist in the preparation and development of indirect rate models and conduct review for compliance in accordance with federal contracting regulations.
Importantly, you will rely on your experience and critical eye to question the reasonableness of the estimates provided to you and help ensure that projects can be implemented within contract and funding limits.
Responsibilities:
-Review, form questions regarding, and prepare compliant templates and documents to adhere with company estimating system requirements in order to facilitate efficient and timely responses to Requests for Proposals (RFPs)
-Review Technical Bases of Estimates (BOEs) and translate BOEs into resource cost requirements, as needed
-Provide guidance and review cost and price inputs to ensure compliance with relevant government regulations (TINA, FAR, DFARS, CAS, CESM, etc.) and solicitation requirements
-Develop and/or consolidate cost/price modeling and communicate cost/price assumptions, narratives, and risks/opportunities with management to support resulting pricing
-Reviewing proposals for adherence to company established practices, associated federal regulations, and support government proposal audits
-Develop and execute metric based cost/pricing analysis, strategies, and processes based on research and data
-Proactively collaborate with cross-functional teams on individual proposals and overall process improvement
-Support the preparation of the Incurred Cost Submissions, Provision Billing Rates, Forward Pricing, and other government required cost analyses.
-Support cross-functional teams and projects
-Works closely with individual contracts, programs, or business unit teams to support the analysis and disclosure of changes to the cost accounting structure
-Adhere and enforce company policies and procedures, particularly those impacting federal regulations
Requirements:
-Bachelor's degree in Accounting or related fields
-At least 8 years of combined Accounting or related fields in the U.S. Government Contracting industry, with at least 5 years of U.S. Government Contract pricing experience
-Knowledge of and experience with federal regulations and standards, to include Federal Acquisition Regulation (FAR), Cost Accounting Standards (CAS), and Agency-specific Supplemental Acquisition Regulations
-Experience with Deltek Costpoint and related reporting tools
-Strong proficiency with Microsoft Office applications, with advanced proficiency with MS Excel to efficiently develop and operate complex models
-Detail-oriented with strong organizational, time-management, and analytical skills
-Ability to work well independently and collaboratively with all levels of employees to maximize creativity, performance, and problem solving
-Ability to work well under pressure, identify and establish priorities, provide timely results, and meet assigned deadlines
-Capable of working in a fast-paced, dynamic environment, and motivated to drive change and foster an environment to help achieve business results
-Communicate effectively with all levels of personnel, internal and external, orally and in written form
Preferences:
-Strong understanding of accounting theory, US GAAP, and IFRS
-CPA candidate, MBA in business field, or PMP
-Experience with SQL, ODBC, and other data querying tools
Security:
-Candidate must be a United States Citizen with the ability to obtain and maintain a U.S. Government Security Clearance

-The salary range for this position is $107,500.00 to $145,000.00. An annual incentive target also is part of the compensation package for this position. The actual wage offered may be lower or higher depending on budget and candidate experience, knowledge, skills, qualifications, and premium geographic location.
