This is a developmental position to a GS-501-11, Supervisory Financial Analyst Position responsibilities include: This position is located in the Headquarters (HQ), Defense Commissary Agency (DeCA), Chief Operating Office (CC), Resources Management Directorate (CCR), Accounting Division (CCRC), Financial Liaison Branch (CCRCF). Serve as both a first-level supervisor and as a highly skilled analyst who personally performs the most complex and high priority budget and fiscal work in the unit. The work of the unit supports various vital accounting, budget, and fiscal operations. The office is responsible for a wide variety of financial documentation which frequently involves extensive research to resolve problems relating to vouchers, purchase requests, purchase orders, contract modifications, delivery orders, and other source documents. Verify purpose/accuracy of accounting citations; reviews/processes /analyzes commitment, obligations, and accrual documents; inputs into the automated financial system, thereby maintaining fund control documentation of records. Analyze documents continuously to ensure accuracy of accounting reports. The incumbent is responsible for at least three major fund areas, Commissary Operations Defense Working Capital fund (DWCF), Surcharge Collections and Military Construction and acts as backup for the Defense Travel System (DTS) during the absence of senior financial analysts or accountants. Perform data management and analyzing variety of DeCA and other financial systems; support the activities of Fiscal Services, payroll and travel and perform special tasks and assignments as delegated and directed by the supervisor or Branch Chief. Perform the most complex and urgent budget and fiscal analytical work in the unit involving the administration and finance of DeCA Surcharge Funds and commissary operations (WCF); and resolve difficult work problems in all areas of financial management support and/or budgetary program support. To qualify for this position your resume and supporting documents must show that you possess (A) 1 year of specialized experience equivalent to the GS-07 level or equivalent to at least GS-07 under other Federal service pay systems, private sector, or military, OR (B) a Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree, OR (C) a combination of experience and education that equals 100% of the qualification requirements. To compute the percentage of experience and education you have that meets the qualification requirements, divide your total months of experience by 12. Then divide your semester hours by 60. Add the two percentages. Specialized experience at the GS-09 includes: Assisting in the preparation of monthly financial reports for an organization. Identifying the nature of problems and through personal knowledge, research using existing documentation or personal contact with action officers and supervisors at internal and external organizations. Reviewing TDY, overseas, PCS, fund citation, and invitational travel orders submitted by the customer organization to ensure all travel phases are valid and justified and prepared in accordance with all Federal regulations, i.e., Joint Travel Regulations and DoD Regulations. Reviewing work for accuracy and quality. Specialized experience at the GS-11 includes: Receiving and analyzing accounting and/or payroll transactions and verify accuracy and/or appropriateness of input documents to ensure validity and propriety of transactions and resulting accuracy of financial records. Utilizing unique computer system applications to obtain, track and monitor data from the automated records for the assigned systems. Providing guidance and instruction for preparing travel (TDY) requests, permanent change of station (PCS) requests, travel advances requests, and travel reimbursement claims. Provide on-the-job training and/or cross training too all new and current employees in accordance with established procedures and practices. You must also meet the following requirements by the announcement closing date: Current and former federal employees in either the competitive or excepted service and current federal employees applying under VEOA eligibility are subject to time-in-grade. You must have served 52 weeks at the next lower grade level to be eligible for promotion. You must submit SF50s with your application package to verify you held the next lower grade level for at least 52 weeks. You may need to submit two (2) or more SF50s. Examples of appropriate SF 50s include Promotion, Reg WRI, and SF 50s effective more than 52 weeks ago. The next lower grade level for the GS-09 position is GS-07 and the next lower grade for the GS-11 position is the GS-09.
