SAIC is seeking a Foreign Affairs Analyst to support the Defense Technology Security Administration (DTSA)/International Engagement Directorate (IED). T his position is 100% onsite at the Mark Center in Alexandria, Virginia.
Duties/Responsibilities:
Directly supports DTSA/IED executing security cooperation and technology security missions on-site in the Mark Center.
Provides professional and analytic deliverables and insights in support of technical, managerial, procedural, and project tasks.
Provides support in patent security review taskings.
Supports office in multilateral export control workstreams.
Ad hoc travel may be anticipated (~5-10%).
Qualifications
Required Experience/Skills:
Bachelors degree and 6 years of experience or Masters degree (preferred) and 4 years of experience in defense sector, security cooperation and/or technology security policy.
Experience working with international portfolios.
Experience supporting DoD in developing policies and strategic campaign plan(s) and prepare packages for engaging senior Department and interagency decision-makers.
Capable of coordinating with intra-Departmental and interagency counterparts to advance DTSA's mission with respect to technology security and foreign technology release issues.
Proven problem-solving skills on time-sensitive duties and to take initiative on independent work as appropriate.
Demonstrated ability to research, organize, write, and edit staff packages for senior DoD officials.
Extensive familiarity with DoD organization and the ability to work in a fast-paced environment.
Ability to prioritize tasks through strong organizational skills as well as to lead both individuals and teams.
Comfortable with communicating clearly with senior officials and senior staff.
Ability to adapt to dynamic policy issues and work dynamics.
Excellent research and analytical skills.
Strong interpersonal skills with the ability to work as part of a team.
Committed to exceptional client service and professionalism while working at the client site.
Proficient with Microsoft Office Suite of Applications (Word, Excel, and PowerPoint) and common office software applications.
Ability to provide on-site support in the Mark Center.
Clearance Requirements:
Currently holds an active TS/SCI clearance.
US Citizenship is required.
Desired Experience/Skills:
Experience managing a regional portfolio requiring basic understanding of the assigned area of responsibility (AOR).
Ability to interact with foreign partners to advise and assist them in improving their technology security and export control policies, processes, and procedures.
Ability to support the Director and Deputy Director in intra-Departmental and interagency meetings, to include NSC-led Interagency Policy Committee (IPC) meetings.
Foreign Language skills.
Basic understanding of technology security or regional export control policies.
Basic understanding of patent application processes.
Working knowledge of one or more emerging technologies: biotechnology, quantum computing, artificial intelligence, machine learning.
