Responsibilities Serves as the Human Resources Assistant (HRD) for the Workforce Development Division (WFD) in the Defense Commissary Agency (DeCA) location. The primary purpose of this position is to include training support and general administrative work not related to training.. Position responsibilities include: Manages the Real Store Experience Program including funds for contracted educational services and determining the level of training needed by DeCA interns. Send out course evaluation feedback questionnaires following training courses, compiling data in systematic database and relaying information to the Chief. Obtains training records of previous trainings or qualifications achieved by new employees and keep HR records complete. Monitors from training databases or learning management systems and provides reports on certifications, completions, trainings, and skills/competency gaps. Handles training materials production including keeping data of training suppliers and materials current, printing training support materials and handouts, and under direction packaging and sending training materials to class locations globally. In addition to the training support function of this position, the incumbent will need to complete some general administrative tasks, including receiving incoming correspondence or mail, sets up and maintains correspondence and project files, coordinates teleconferences and meetings, coordinating suspenses, processing time and attendance, use office automation software and develop methods for automating reports, and submit Requests for Personnel Action's (RPA) in DCPDS with appropriate documentation. Requirements Conditions of Employment Qualifications See the OPM Qualification Standards for more information. This position is covered under Clerical and Administrative Support Positions. One year of specialized experience equivalent to at least the GS-6 grade level or equivalent to at least GS-6 under other Federal service pay systems, private sector, or military. Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Examples of qualifying specialized experience: Maintaining training files and records. Assists with training scheduling and booking training locations and notifying all relevant parties. Assisted with administering a learning management system or training database. Performs registrar function at all leadership and mandatory trainings. You must also meet the following requirements by the announcement closing date: Current and former federal employees in either the competitive or excepted service and current federal employees applying under VEOA eligibility are subject to time-in-grade. You must have served 52 weeks at the next lower grade level to be eligible for promotion. See the Required Documents section to learn what documents are necessary to show you meet this requirement. The next lower grade level for this position is GS-6. Current civilian employees must have completed at least 90 days of federal civilian service since their latest nontemporary appointment from a competitive referral certificate, known as time after competitive appointment. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens." Education Education used to qualify for this position must be from an accredited school or educational institution recognized by the U.S. Department of Education and a copy of your transcript is required as part of your application package. For the application process, unofficial transcripts are acceptable if they contain the applicant's name, the name of the school, the date and degree that was awarded, and the list of classes and credits earned. Failure to provide transcripts will result in you being rated ineligible for this position. If selected, you must provide an official transcript before we set your entrance on duty date. Foreign Education. If using education completed in foreign colleges or universities to meet the qualification requirements, you must show a private organization specializing in interpreting foreign education programs has deemed the foreign education equivalent to that gained in an accredited U.S. education program or show that a U.S. accredited college or university has given full credit for the foreign courses.
