Job Summary
Dominion's Power Generation (PG) Business Unit seeks an NDE (non-destructive examination) Technical Specialist III to oversee and manage the non-nuclear power station fleet-wide NDE Program, ensuring appropriate and accurate NDE inspection plus quality control performed by Dominion or Contractor personnel.
This position will be located at Dominion's Canal Place facility in downtown Richmond, VA and is the top progression level in the Engineering Technical Specialist series. Distinguished from the Engineering Technical Specialist II by the increased complexity in the application of technical and engineering skills and knowledge
The successful candidate will provide the following corporate support in accordance with applicable codes and regulatory requirements:
Technical authority for NDE - provide technical advice to engineering and station personnel;
NDE Standards and Procedures - maintain and update to ensure compliance with Code requirements, along with governance oversight to ensure consistent approach, standards, and performance expectations across the PG fleet;
NDE Corporate Training Program - work with training vendor to maintain the program, coordinates training, and vendor qualifies the designated company NDE personnel (training classes and appropriate re-certification testing);
Vendor and Contract NDE - audit/approve programs and procedures for Dominion PG work, including maintaining a balance of NDE vendor contracts to provide NDE resources for sufficient station and outage support requirements;
New NDE Techniques - proactive assessments of new techniques and regulatory requirements for Dominion applications, and coordinates with vendors to meet those increasing technology demands.
NDE Budget - plan and manage NDE department budget (outage, call outs, training, equipment calibration, etc.), plus provide NDE budgetary assistance to stations as required.
Field Work Oversight - coordinate NDE scope of work and resources for NDE work in the field. Provide direct supervision of contract NDE personnel as needed, during major outages, including daily assignments, review of examination reports, scheduling, coordinating station support requirements, and review/approve daily contractor timesheets and invoices.
Required Knowledge, Skills, Abilities & Experience
The knowledge, skills, abilities and experience required for entry into this job include the following:
8-10+ years of relevant experience and demonstrated competencies in applicable discipline. Note: A partial year of related work experience of 6 months or more rounds to one full year of qualifications
Knowledge Technical Qualifications:
In-depth knowledge of various NDE testing methods and their application in non-nuclear power stations;
In-depth knowledge with the requirements of ASME, ANSI, and ASNT Codes and Standards relative to fabrication and in-service inspections, including B31.1, B31.3, and R Stamp related work;
Minimum 8-10 years NDE experience in the fossil-fueled areas of boilers, HRSGs, turbines, and balance of plant equipment;
Specific company held Level III Certification in 3 of the following basic NDE methods - VT, PT, MT, RT, UT, or ET. ASNT Certifications preferred but not required.
Non-Technical Skills and Requirements:
Strong written & verbal communication skills that foster positive interpersonal communication;
Work both independently with minimal oversight, and, in a team environment;
Self motivated with strong leadership skills to proactively lead the NDE Program;
Computer Skills - Proficiency in computer applications applicable to specific work field/discipline;
Strong conflict resolution skills;
Ability to give presentations, manage multiple projects, train, and mentor others.

7API Certifications
AWS Certified Welding Inspector (CWI)
ASNT Certifications
Other Qualifications:
In-depth knowledge of engineering principals, theories and practices.
Ability to apply knowledge, techniques, skills and modern tools of mathematics, science, engineering, and technology to solve broadly-defined engineering problems appropriate to the discipline.
Ability to design systems, components, or processes meeting specified needs for broadly-defined engineering problems appropriate to the discipline.
Strong oral, written and graphical communication skills including technical writing; ability to identify and use appropriate technical literature.
Ability to conduct standard tests, measurements and experiments. Ability to analyze and interpret the results to improve processes.
Ability to function effectively independently and as a member on a technical team.
Excellent organization and project management skills.
Excellent personal computer skills including knowledge of applicable software programs.

4-year Engineering Technology degree or 4-year degree in Engineering (not ABET-accredited); or
4-year degree in Physics, Math, Chemistry, Biology, Computer Engineering or other technical related discipline; or
4-year non-technical degree and post-graduate degree in Engineering Technology or Engineering (not ABET-accredited); or
Equivalent combination of education and relevant experience may be accepted in lieu of preferred degree
